AMENDMENT 1: COMBINED SYNOPSIS/SOLICITATION

Standard Procurement System-Procurement Desktop Defense (SPS-PD2) Functional Support

52.212-1 - - Instructions to Offerors--Commercial Items (JAN 2017)

Addendum to 52.212-1:

Paragraph (b), entitled “Submission of Offers,’:

Instructions to Offerors: Quotations shall be prepared in accordance with these instructions. Failure to do so may result in the offeror’s submission being determined to be unacceptable and ineligible for award. All offeror’s submission shall be screened by the Contracting Officer or a designee upon receipt to ensure completeness and compliance with the instructions contained in this Request for Quotation (RFQ). The determination not to consider for award a technically unacceptable quotation is in the sole discretion of the Contracting Officer. The subject solicitation has been issued as a RFQ, all references to proposals and offeror are synonymous with words quote(s), quoter (s), and vendor(s) respectively.

(a) Quotations shall be submitted electronically via email Tresa Goodwin tresa.goodwin@hq.dodea.edu and

Michelle Reaves michelle.reaves@hq.dodea.edu with the subject line stating “HE1254-19-Q-8039 SPS-PD2

Functional Support”, no later than 1:00 PM EST on 23 JULY 2019. It is the contractor’s responsibility to follow up with the Contract Specialist after submission of their quote to ensure that their quote has been received. DoDEA’s email capacity for attachments is 10MB.

(b) Quotes shall include an administrative cover letter with the following information:

Complete Business Mailing Address

Tax identification number (TIN)

Dun & Bradstreet Number (DUNS)

Cage Code/NAICS Code

Contact Name, Phone, Fax, and email address

(c) Technical Capability (Factor 1): Offerors shall submit a quote that lists all proposed items and related services that meet or exceed the minimum specifications and requirements set forth in the attached

Performance Work Statement. The Government will assess the offeror’s technical response to determine if the offeror’s quote meets the requirements of the solicitation.

(d) Price (Factor 2): Provide priced quotes in the form of completed CLIN table listed in the attached Combined

Synopsis Solicitation document. Price will be evaluated for reasonableness. Offerors are required to provide pricing in the form of completed CLIN schedule as shown in the attachment.

Paragraph (c), entitled ‘Period for Acceptance of Offers’:

The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers.

(e) Past Performance (Factor 3):

1. The quote must provide the organization’s history of successful completion of projects; history of producing high-quality work and maintaining quality staff; history of staying on schedule and within budget.

2. The quote must demonstrate the quality of cooperation of personnel with each other within the offeror’s organization, and quality of cooperation and performance between the offeror’s organization and its clients.

3. The quote must identify three (3) contracts/task orders with the Federal Government and/or commercial customers that demonstrate recent and relevant past performance. Recent is defined as within the last three years. Relevant is defined as work similar in complexity and magnitude of the work described in this PWS. This information shall include all of the following information for each identified contract/task order:

Project title

Description of the project

Contract number

Contract amount

Government Agency/Organization

COTR’s name, address, and phone number

Contracting Officer’s name, address, and phone number

Contract and, if applicable, task order number

Current status, e.g., completed and/or if in progress, start and estimated completion dates

Dollar value and type of contract

Name of company being referenced

PWS paragraphs that the reference applies to

Key personnel (please highlight those individuals who worked on the relevant project(s) and are also being quoted for this effort.)

A brief narrative of why you deem the reference to be relevant to this effort.

Past Performance Questionnaire: All offerors must utilize the attached questionnaire and shall forward a copy of the questionnaire to a minimum of three (3) current clients with clear instructions to have the completed sent directly to Tresa Goodwin tresa.goodwin@hq.dodea.edu and Michelle Reaves michelle.reaves@hq.dodea.edu.

52.212-2 - - Evaluation -- Commercial Items (Oct 2014)

(a) Evaluation:

See FAR 52.212-2 Addendum below.

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Addendum to 52.212-2:

Paragraph (a)

Basis of Award

The Government intends to award a single award Firm-Fixed Price (FFP) contract, resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. Most advantageous does not necessarily mean lowest price. The

Government reserves the right to award to the most advantageous quote regardless of price.

The following factors shall be used to evaluate the quotes: Factor 1-Technical Capability, Factor 2- Price &

Factor 3 – Past Performance. Quotes will be evaluated pursuant to FAR Subpart 13 procedures.

Volume Submittal Page limitation is five (5) pages. The factors are as follows:

Volume I: TECHNICAL CAPABILITY (Factor 1) –The Government will evaluate the offeror’s narrative response to meeting the needs of the requirements outlined in the Performance Work Statement. The quote will be evaluated on the offeror’s understanding of the work, including thoroughness demonstrated in understanding the

PWS objectives, specific tasks and planned methods and techniques for executing the requirement.

Volume II: PRICE (Factor 2): Price will be evaluated IAW FAR 13.106-3(a)

1. The price quote will be evaluated for price reasonableness and relationship to the offeror’s recommended solution. Prices will be evaluated to determine they are reasonable and within current market conditions.

2. Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the

Government to exercise the option(s).

3. Option to Extend Services. Offerors should note that FAR 52.217-8, Option to Extend Services clause is included in this Solicitation. The Government will evaluate this potential option to extend services by adding fifty percent (50%) of the offeror’s final option period price to the offeror’s total evaluated price.

Offerors are notified that the Government may choose to use the Option to Extend Services clause at the completion of any performance period. The price for the exercise of any portion of the available six months will be derived from the prices in effect at the end of the current performance period. Offeror’s pricing should reflect the potential exercise of the Extension of Services option at FAR 21.217-8, Option to Extend Services, keeping in mind that this solicitation is competitive and should reflect the offeror’s most competitive price and terms.

52.252-5 - -Authorized Deviations in Provisions (Apr 1984)

(a) The use in this solicitation of any Federal Acquisition Regulation (48 CFR Chapter 1) provision with an authorized deviation is indicated by the addition of “(DEVIATION)” after the date of the provision.

(b) The use in this solicitation of any Defense Federal Acquisition Regulation Supplement (48 CFR Chapter 2) provision with an authorized deviation is indicated by the addition of “(DEVIATION)” after the name of the regulation.
