Addendum to FAR 52.212-2 Evaluation – Commercial Items (Oct 2014)
(a) The Government will award one contract resulting from this solicitation to the responsible vendor whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: Technical, Past Performance, and Price. Technical is weighted more than past performance and price combined.
Factor 1 - Technical: Offeror’s technical submission will be evaluated in terms of how well it demonstrates their understanding and ability to perform the requirements as set forth in the PWS and on the overall quality of the products and services proposed by the Offeror.
Subfactor 1: Key Personnel
Subfactor 2: Experienced Facilitators
Subfactor 3: Approach to meeting the PWS requirements
Factor 2 - Past Performance: Offeror’s Past Performance submission will be evaluated to determine the vendor’s likelihood of success on the present requirement. Additionally, the Contracting Officer reserves the right to examine other sources of past performance information such as PPIRS or the Contracting Officer’s knowledge to determine the vendor’s likelihood of success on the present requirement.
Subfactor 1: Quality of product or service
Subfactor 2: Customer Service
Subfactor 3: Scale
Subfactor 4: Overall satisfaction of performance/service, and training
Factor 3 - Price: The Price proposals will be evaluated to ensure price reasonableness for the products and services being provided to the Government, considering the specific terms and conditions and relevant commercial practices.
(b) Options. The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. This evaluation will include an option to extend services for 6 months (as allowed by FAR 52.217-8), to run after the completion of the last annual option period. The Government will extrapolate the vendor’s pricing of the last annual option period to arrive at a price for the potential 6 month extension of services option. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(d) Basis for Award. This source selection will be conducted in accordance with procedures set forth in FAR parts 12 and 15 and as described above.
