About this file
This is an Addendum #1 to RFP 27-02 for Snow Plowing Services issued by Holyoke Community College located at 303 Homestead Avenue, Holyoke, MA 01040. The addendum addresses six vendor questions regarding bid specifications and historical performance data. The college seeks proposals for comprehensive snow plowing services covering approximately 23 designated parking lots, perimeter loop roads, access roads, fire lanes, service roads, and specified sidewalks at the HCC campus. All plowing must be completed by 7:00 a.m., with late penalties of $500 per hour assessed for delays. Pricing is structured by snow depth in five tiers (3" to 5.9", 6" to 9.9", 10" to 12.9", 13" to 18.9", and 19" and over), submitted per storm for all three contract years plus an optional one-year renewal. Successful bidders must complete a site review with college personnel prior to winter, submit a written operational plan, and may bid separately for sand and salt services at a ratio of 75% sand and 25% salt. The addendum confirms that salting is required for every storm awarded. Site maps and previous bid results are provided as attachments.
Historical spending data demonstrates increasing demand, with FY24 expenditures of $18,907.38, FY25 expenditures of $36,600.75, and FY26 expenditures of $64,530.00. This procurement is targeted to businesses registered in the Commonwealth of Massachusetts Small Business Purchasing Program (SBPP), with subcontracting limited to no more than 20% of contract value unless performed by another SBPP-registered participant. Bidders must maintain a primary business location within 25 miles of campus and provide proof of equipment ownership and registration. Required insurance includes Workmen's Compensation, Public Liability, Automobile Bodily Injury, Property Damage, and Fire/Theft/Explosion coverage with minimum limits of $500,000 per person/$1,000,000 per accident for bodily injury and $500,000 per occurrence/$1,000,000 aggregate for property damage. Mandatory forms include the Commonwealth of Massachusetts Contractor Authorized Signatory Listing, Noncollusive Affidavit, Supplier Diversity Program Plan Form, and state tax compliance statements. For procurements of $50,000 or more, bidders must submit an Affirmative Action Commitment Statement and Affirmative Market Program Plan Form.
