This Department of Defense directive outlines policy and responsibilities for the Major Range and Test Facility Base (MRTFB), which provides test and evaluation infrastructure and workforce capabilities to support the defense acquisition system. Key details include:
-
The MRTFB is designated as a national asset to provide test and evaluation capabilities across the full spectrum of Department of Defense requirements. It consists of various test centers, ranges and other infrastructure managed by the military departments and Defense Information Systems Agency.
-
The Under Secretary of Defense for Research and Engineering provides overall policy and guidance for the MRTFB and designates the Director of the Test Resource Management Center as the lead agent responsible for strategic planning, oversight, coordination and approval of changes to test capabilities.
-
The directive establishes policies regarding the sizing, operation and maintenance of the MRTFB to support research, development, test and evaluation needs, prevent unnecessary duplication, and allow use by other government agencies and commercial entities without increasing DoD costs.
