JITC INSTRUCTION 630-225-07* 24 June 2013
INFORMATION SERVICES
Instruction for Placing JITC Information on the Worldwide Web (WWW)
1. Purpose. To prescribe policy and provide procedures for making Joint Interoperability Test Command (JITC) information available to the public via use of the Worldwide Web (WWW) and assign responsibilities for maintaining JITC web sites.
2. Applicability. This instruction applies to all military and civilian personnel assigned to or employed by JITC, contractors engaged in work on behalf of JITC where this instruction would apply, and visitors to JITC.
3. References.
3.1 DoD Instruction 8550.01, DoD Internet Services and
Internet-Based Capabilities, dated, 11 September 2012.
3.2 DISA Web Handbook (undated).
4. Policy.
4.1 The proliferation of access to the Internet allows JITC
personnel to share or provide information electronically. This does a great deal to promote interaction between JITC and the general public and to promote the Department of Defense’s commitment to maximizing the availability of timely and accurate Defense information to the public. However, great care must be taken to ensure that only properly reviewed and cleared information is placed on electronic systems accessible to the general public.
4.2 Information placed on the JITC Web Site will be presented so that visitors are:
4.2.1 Directed to the correct office for providing the
information they desire.
4.2.2 Instructed on how to obtain JITC services and products.
4.2.3 Provided with JITC organization, mission, vision, testing capabilities, and points of contact.
4.3 Proposed changes or additions to the JITC Web Site must be coordinated with and approved for posting by the JITC Webmaster.
4.4 The JITC will coordinate new pages and significant changes to the JITC Web Site and existing subordinate pages with the DISA Office of Public Affairs (PAO) in accordance with Reference 3.2.
4.5 Information that is classified or sensitive as described in Reference 3.1 will not be entered on any system available to the public. Additional caution must be exercised when dealing with unclassified but sensitive information. Information pertaining to JITC activities in foreign countries, contracts, budgets, or personnel strengths, etc, will undergo a security review prior to submission.
5. Procedures. If an action officer wishes to create a new web page(s), the Webmaster will provide templates that describe the format used for pages on the web site. The action officer may use these templates to create their page(s) or meet with the Webmaster to develop a design to be used by the web team, who will create the page(s).
5.1 To make minor or simple changes to web pages, action
officers will print out a hard copy of the web page(s) and mark the hard copies with the proposed changes.
5.2 Newly proposed pages and changes to existing pages will
then be submitted to the JITC Webmaster/Content Manager who will review for information sensitivity.
5.3 The Webmaster/Content Manager will forward new pages and
significant changes to current pages (i.e., more than an update to existing information) to DISA (attn: DISA Webmaster) for approval. The DISA will obtain PAO and Security approval. Upon approval of the new or changed page(s), the JITC Webmaster will place the page(s) in the appropriate location on the WWW server.
6. Responsibilities. The JITC Strategic Planning and Engineering Division (JT4) will:
| DOUGLAS J. ORSI |
