Defense Information Systems Agency Security Escort Duties and Responsibilities Orientation & Training
1. Purpose. To provide guidance to all personnel who are assigned to Security Escort duty.
2. References. Security Escort Contract SOW DOD 5200.1-R Chapter 6 DISA Computing Services Directorate Security Handbook Chapter 4
3. Policy. The Defense Information Systems Agency (DISA) Computing Centers have Secret Open Storage areas and critical infrastructure that requires security clearances to enter. The Security perimeter is defined as all areas of the DISA Computing Center facility and exterior fenced areas. As such, all personnel who are not granted “unescorted entry” authority will be escorted in DISA facility work spaces at all times during their visit. As a result of a constant need for visitor escorts to support various construction, renovation, repair and maintenance projects, Security Escorts have been assigned to assist in watching over these visitors. Security Escorts will be assigned by the site Facility or Security Managers to oversee facility project personnel.
4. Procedures (Security Escort Duties).
4.1. All assigned Security Escorts will be personally responsible for monitoring movements and/or actions of all personnel being escorted. The number of personnel that a Security Escort can oversee at one time is not limited, however the Security Escorts must be able to maintain visual contact with the all individuals being escorted until that visitor departs the facility or fenced areas. This includes all exterior areas, hallways, break rooms, smoking areas, and all spaces within the security perimeter. In all cases, Security Escorts must be capable of positively controlling their assigned visitor at all times and in such a manner their circulation and ability to depart without detection is limited. Moments where a Security Escort cannot visually see their visitor is permissible as long as the Security Escort can detect unauthorized acts or procedures or attempts to depart the area without notice.
4.2. Upon assignment to escort duty, the Security Escort will identify themselves to the visitor(s) to be escorted. The Security Escort will make certain the escorted individual(s) understand that at no time are they permitted to move about within the restricted areas they are about to access, unless the escort accompanies them. Security Escorts will make certain that the visitor understands that failure to abide by this escort requirement will result in the visitor’s removal from DISA controlled spaces.
4.3. Security Escorts will verify that the visitor displays the proper ID/badge. It is also the escort’s responsibility to challenge anyone who is within DISA spaces and is not displaying the proper ID/badge. Brief periods of time where a visitor is not displaying their ID badge are permissible to prevent unreasonable delay to their work efforts. Examples of this are workers unloading equipment from a vehicle and carrying equipment inside the mechanical room will not be required to stop at the door and place the equipment on the ground for the sole purpose of attaching their identification badge or removing cold/wet weather gear in to expose their badge.
4.4. Security Escorts will verify that the visitor does not have in their possession any unapproved communication or computing devices, e.g., cell phones, two-way pagers, laptop computers, thumb drives, and other wireless devices unless specifically cleared by the site Security Manager.
4.5. While in restricted spaces/areas, assigned escorts are responsible for all persons being escorted. Security Escorts must ensure all individuals being escorted, are under their control at all times. At no time while in restricted spaces, will uncleared escorted individuals be left unattended or allowed to move about unescorted. DoD civilians, military, and contractor personnel with at least a Secret security clearance that have been issued a DISA badge may escort non-cleared personnel in all non-SCIF areas.
4.6. Escorts will announce that uncleared personnel are entering the secure area before the uncleared individual is allowed to enter any space where classified is being discussed, viewed or processed.
4.7. Escorts will ensure escorted personnel are not permitted to have access to classified material. The escort will confirm any classified material is removed from view and all classified conversations cannot be overheard by the uncleared personnel. Computer screens should be turned off if visible by the visitors.
4.8. Security Escorts will remain vigilant to detect unsafe acts or procedures. Although safety is an individual responsibility, Security Escorts will provide reminders if they notice personnel are not wearing required eye protection, hearing protection or other safety equipment.
4.9. If an emergency situation arises, e.g., fire alarm sounds while escorting visitors, the Security Escort will immediately escort the visitor to a safe uncontrolled location via the most expeditious safe route possible. The Security Escort will then promptly report to Visitor Control Center personnel for further instructions.
4.10. If the Security Escort needs to be relieved, requires a restroom break or is otherwise unable to continue with their escort duty, they must be relieved by another Security Escort or have the escorted visitor wait in the lobby of the facility. All attempts will be made to arrange relief with another Security Escort before considering delaying the visitor’s work efforts. Ensure that the relieving Escort i s briefed on the requirements for that visitor and the security desk is informed prior to changing escorts if the visitor will stay after duty hours.
4.11. The Security Escort will immediately notify security if escorted personnel attempt to gain access to restricted areas, attempt to obtain or view classified material, have prohibited items in their procession, or otherwise fail to follow the Escort's direction.
4.12. Escorts must ensure that all DISA security badges are returned prior to the visitor exiting the building.
5. General Conduct.
5.1. Security Escort personnel may dress in appropriate casual attire, however it is unacceptable to wear shorts, sweatpants, sandals, halter tops or tank tops. Sturdy/comfortable walking shoes are recommended as Security Escorts will spend the majority of their workday standing or walking. Additionally, Security Escorts are required to wear any protective equipment required for particular areas such as hard hats in overhead construction areas and eye protection where airborne debris is present.
5.2. Security Escorts will annotate any vacation, medical appointments and/or requests for early departures/late arrivals with the site Facility/Security Manager.
5.3. It is crucial to effectiveness and success of the DISA mission that Security Escorts work with and communicate with one another throughout the course of their duties. If a Security Escort must leave one of their visitors with another Security Escort temporarily, the departing Security Escort is responsible for ensuring the assisting Security Escort is aware they are now monitoring the visitor left behind.
5.4. Security Escorts will monitor the actions of assigned visitors but will not impede their ability to conduct work. This is especially true during construction work where a Security Escort standing too close to a worker would impede their ability to perform work and creates a safety concern. Security Escorts may engage in conversation with assigned visitors as long as conversations are of an appropriate nature and does not distract the visitor from accomplishing their duties.
5.5. At no time are escorts permitted to sleep or assume an unreasonably relaxed position while on duty whether they are actively escorting visitors, performing other assigned duties or awaiting their next assignment.
5.6. Security Escorts will not read newspapers, magazines, books, etc., or be distracted with cell phones or having unnecessary conversations with other people while performing escort duties.
5.7. During those times when Security Escorts are not actively performing escort duties, they will report to their break area to await their next assignment.
