2. Contract Title. DISA Security Escort Services

3. Background. Defense Information Systems Agency (DISA) Enterprise Services (ES) datacenters provide routine and mission-critical computer processing resources and support to numerous government agencies on a 24 hours per day, 7 days a week basis. The datacenters are located throughout the Continental United States (CONUS) and outside of the Continental United States (OCONUS). Typical OCONUS locations include Europe (Stuttgart and Wiesbaden), Hawaii (Pearl Harbor, Ft Shafter, and Schofield Barracks), Pacific (Yokota AB, Japan, and Anderson AB, Guam) and Southwest Asia. As the requirements to support data center equipment change throughout the enterprise and routine and emergency maintenance on building systems increase, DISA's organic manpower to support these requirements continues to be reduced.

Because of the sensitive and technical nature of DISA's mission, it is mandated to provide proper security and supervision of Contractor personnel who are granted access at DISA facilities to perform maintenance and new work. DISA has multiple short-term and long-term requirements at many sites to provide qualified, trained, and cleared security escort personnel to support these facility requirements in classified areas that cannot shut down or effectively cover classified work in-progress without sever negative impact to the DISA mission. The security escort personnel have direct access to classified materials and IT processing equipment. Unescorted access to the facilities is strictly limited to Contractor personnel who have a valid contract and an appropriate security clearance.

4. Objectives. Provide Security Escort Specialists at each DISA site to support Facility projects and Infrastructure services with a very specific duty and responsibility of accompanying and overseeing other Contractor personnel that do not possess adequate security credentials while they are working within the DISA facility. Accompaniment is termed to mean within physical proximity, including visual and verbal range. The security escorts will accompany uncleared personnel during the performance of their tasks in secure areas where they have direct access to classified materials and IT processing equipment within the data centers that cannot shut down or effectively screen or otherwise ‘cover-up’ classified work in-progress without sever negative impact to the DISA mission.

5. Scope. The Contractor shall provide security escort services, manage and account for security escort personnel, manage the overall contract execution and performance, and maintain a safety program.

Performance Requirements.

6.1 Task 1 – Provide Security Escort Services.

Performance of this task currently requires access to classified materials and IT processing equipment classified at the Secret level in order to accompany non-cleared personnel in controlled access areas.

The Government anticipates that access to classified materials and IT processing equipment classified at the Top Secret/SCI level will be needed throughout the course of the contract.

6.1.1 Security Escort Services:

All security escort services shall be provided by appropriately cleared and trained Security Escort personnel to perform security escort duties in support of operational requirements for DISA facilities. These escorts have direct access to classified materials and IT processing equipment as well as critical facility infrastructure areas of the electrical and mechanical rooms. The Contractor shall provide each DISA site with the minimum numbers of appropriately cleared security escorts to perform the required security escort services within 30 days from contract award or Technical Requirements modification.

The description of the staffing necessary to meet the Government’s escort service requirement is as follows:

6.1.1.1. “Permanent Escorts” work at a DISA site on a regular, full-time basis performing security escort duties. These individuals shall work up to 40 hours per week with schedules to meet continuing escort requirements. Weekly work schedules may be adjusted to support evening and weekend work. A Permanent Escort shall be designated as the site lead at each site and may have access to a workstation, desk, telephone, and on-site storage for contract-specific items such as personal protective safety equipment. The Permanent Escort requirements are described in SOW Attachment 1 – Security Escort Requirements Table. The permanent escort CLIN will be a firm-fixed-price CLIN.

6.1.1.2. “Flex Escorts” work at a DISA site on a full-time or part-time basis for the duration of projects when extra security escorting services are required. These individuals are term in nature and may be needed only during the time that the facility projects are in-progress with an expected ceiling of up to 1880 hours per year. The Government anticipates that these individuals may work up to 40 hours per week with schedules to meet continuing escort requirements. Weekly work schedules may be adjusted to support evening and weekend work. The flex escort CLINs will be labor hour CLINs with fixed hourly rates for each contract period.

6.1.2 Security Escort Assignments:

The Security Escort project assignment(s) are provided by the Government site Facility Manager or Security Manager on a daily or weekly basis. While specific project assignments may vary from site to site, the security escort duties will be the same at all sites. All work performed at each site will be performed in accordance with local base/installation and individual facility orders and directives, as long as those do not conflict with the specific provisions of this contract. The site Facility Manager and/or Security Manager at each individual facility are the local Government representatives responsible for informing the Contractor of these individual site requirements.

6.1.2.1 The site Facility Manager and/or Security Manager will provide orientation in-briefings to newly-assigned Contractor personnel when performance of this contract begins, and as new personnel are brought onto this contract. Site-specific requirements will be addressed during the orientation phase as determined by respective managers for the Facilities and Security departments. Some sites require Permanent Escorts to access unclassified DISA IT systems in order to communicate electronically with the site Facility and Security Managers. The contractor, not the Government, will be responsible for supervising and managing the Contractor personnel.

6.1.2.2 There is not an established ratio of Security Escort Specialists to escorted personnel. This must be established using a 'fair and reasonable' standard that meets the intent of accompaniment within physical proximity, including visual and verbal range. The site Facility Manager and/or Security Manager will coordinate the appropriate number of Security Escorts from the available pool to meet the anticipated need.

6.1.3 Security Escort Duties:

The contractor shall ensure the security escort personnel does not distract themselves from their charges while in a controlled area or abandon them without an assigned replacement while on duty. The contractor shall ensure the Security Escort personnel that are specifically tasked to provide visual oversight of any project or service to contractor personnel not cleared for the sensitive areas in and around the DISA facilities. The contractor shall ensure Security Escort personnel do not have other specific duties such as assisting other Contractors or providing other services as directed by other than the Contractor's Contract Manager. Refer to the Security Escort Duties and Responsibilities at SOW Attachment 2.

6.1.3.1 The contractor shall ensure that the Security Escort personnel perform their duties in order to follow the intent of the local in- briefing, to maintain safety of DISA and Contractor personnel, to control access to sensitive areas and information and to provide additional security to the national interest through his/her accompaniment and control of other Contractor personnel. The Security Escort has no authority to consent to work requests or orders from the Contractors they are escorting. If a request is made of the Security Escort Specialist by the Contractor they are escorting for differing support, the Specialist must contact the site Facility Manager for further instruction.

6.1.3.2 The Contractor shall NOT perform other locally requested services unless specifically authorized in writing by the COR/ACOR. Guidance for appropriate and inappropriate uses of this contract, without explicit authorization for the exception by the Chief, DISA Facilities Engineering and DataCenterManagement Division, includes:

6.1.3.2.1 Appropriate Facility Security Escort Duties include:

A. Escort of base civil engineering, US Army Corp of Engineers or NAVFAC public works engineers and technicians performing engineering investigations or equipment maintenance.

B. Escort of project personnel performing capital upgrade projects (roof replacement, Uninterrupted Power Supply (UPS) installation, Heating, Ventilation, Air Conditioning (HVAC) installations, Electrical installations, etc.).

C. Escort of contracted electricians installing power cabling to support workloads; escort of janitorial contract personnel on a temporary basis or on raised floor spaces (janitorial Contractors shall have clearances for all DISA administrative spaces).

D. Escort of Contractors performing ACS and IDS maintenance/repair and installation.

E. Escort of Contractor personnel performing facility infrastructure services under facilities contracts, such as Critical UPS and Battery Equipment System (CUBES) maintenance, roof maintenance or repair, underfloor cleaning, raised floor surveys, building automation system (BAS) repairs or installations, security system maintenance or installs, and design investigations.

F. Escort of technicians installing IT hardware, software or cabling for IT workloads or IT administrative requirements as time permits if the Facility project escorts are available as determined by the site Facility Manager.

6.1.3.2.2 Inappropriate Facility Security Escort tasks include:

A. Escort of concessionaire vendors or other persons filling vending machines, selling wares, or providing personal services.

B. Entry control monitoring at facility entrances or secure rooms.

C. Escorting of general administrative guests (not at the site to perform facilities related work).

DISA Escorts SOW

D. Escort personnel for any task(s) other than those specifically delineated in this scope (for example, as receiving clerks in a dock or warehouse, or as porters or casual labor).

E. Duties as site key custodian.

6.1.3.3 Duty Hours:

The Government plans for 90% of the escorting work under this contract to generally occur during core hours (0600-1800, Monday-Friday) at a DISA facility and that 10% of the escorting work to occur in the evening hours and/or during the weekends. The site Facility Managers will coordinate evening and weekend escort requirements with the Contractor representative as far in advance as possible. Security Escort duties required based on extended scheduled work (generally more time intensive and defined requirements) will typically be coordinated a week prior.

Permanent escort shifts at each site are as follows:

Columbus, Mechanicsburg, Montgomery, Ogden – 0600-1630, local time, Monday - Thursday Oklahoma City, St. Louis, San Antonio, Hawaii – 0700 -1530, local time, Monday – Friday

Permanent escort shift may be modified as facility projects and site operations require, but the shifts will fall within core hours 90% of the time.

Flex escorts shifts will vary and are dependent on the facility projects in progress. The flex escorts shifts will fall within core hours 90% of the time.

6.1.3.4 Breaks:

The contractor shall be responsible for the management of its personnel. It is anticipated that breaks may be taken by Security Escort Specialists when the personnel they are escorting take breaks. Many of those requiring escort will be trades craftsmen or similar, often associated with a union. The breaks and working hours of those being escorted will take precedence and should be ample and satisfactory. In the event of a dispute of this assumption during performance of this contract, the Contract Manager shall discuss it with the site Facility Manager and COR/ACOR. Any lunch breaks or mid morning and mid afternoon breaks shall taken by the contractor’s personnel shall not interfere with the contractual requirements of escorting and overseeing personnel without adequate security clearances.

6.1 Task 2 – Personnel Management and Accountability

6.3 Task 3 –Monthly Summary Reports and Status Calls.

6.3.1 Monthly Summary Report:

The Contractor shall provide a monthly summary report to the COR and ACOR by the fifth (5th) calendar day of each month in electronic, editable, spreadsheet format.
