QuestionsPWS/General QuestionsPageQuestionGovernment Response
01Can you please advise if the above Solicitation is related to Solicitation Number HC102818R0102?No, this is not relataed to HC102818R0102
02Is there a current incumbent supporting the contract? If so, please provide the name of the incumbent(s) and contract number(s).No
03Does the Government expect to have a pre-bid conference or site visit for the DISA Security Escort Services Contract (HC102818R0128)? We were unable to find the information when we reviewed the RFP.No.
04My main question surrounds conflict of interest, we have had internal staff review the requirements for the escort services and have deemed that there are no conflict of interest in us pursuing the escort services opportunity. I wanted to make certain we received confirmation from your end.It is up to the Contractor to identify potential conflicts of interest at the time of proposal. Reference the FAR clause in the RFP. (a) An offeror shall identify in its proposal, quote, bid or any resulting contract, any potential or actual Organizational and Consultant Conflicts of Interest (OCCI) as described in FAR Subpart

9.5. This includes actual or potential conflicts of interests of proposed subcontractors. If an offeror identifies in its proposal, quote, bid or any resulting contract, a potential or actual conflict of interests the offeror shall submit an Organizational and Consultant Conflicts of Interest Mitigation Plan to the contracting officer. The Organizational and Consultant Conflicts of Interest Mitigation Plan shall describe how the offeror addresses potential or actual conflicts of interest and identify how they will avoid, neutralize, or mitigate present or future conflicts of interest.

(b) Offerors must consider whether their involvement and participation raises any OCCI issues, especially in the following areas when:

(1) Providing systems engineering and technical direction.

(2) Preparing specifications or work statements and/or objectives.

(3) Providing evaluation services.

(4) Obtaining access to proprietary information.

(c) If a prime contractor or subcontractor breaches any of the OCCI restrictions, or does not disclose or misrepresents any relevant facts concerning its conflict of interest, the government may take appropriate action, including terminating the contract, in additional to any remedies that may be otherwise permitted by the contract or operation of law.

096.1.1How much advance notice is provided to the vendor to staff "TR" requirements? We intend to issue TRs 30 days in advance.
106.1.1Are the security escorts at the OCONUS locations typically country "residents" or do they "fly-in/fly-out" based on the requirement?Dependent on contractor's staffing strategy.
11While at OCONUS sites operate under SOFA provisions or are they considered "local hire/non-SOFA"?OCONUS escorts will not be covered under SOFA.
12Other than possessing a valid security clearance at the required level, are there any position qualifications? All qualifications are described in the PWS.
13Are there any travel/ODC elements within this contract? The contract is Firm Fixed Price - no additional travel costs or ODCs are allowable.
14In addition to the safety training, and USG required training, is there any initial and/or recurring training requirements? Some sites permit lead escorts to have network access using DISA workstations. Annual online training must be completed in order to retain network access -- this training may be completed during work hours.
15Is there a Collective Bargaining Agreement (CBA) currently in effect for this contract whether as a whole or at the site level? If there is a CBA applicable at any individual site, please identify sites subject to CBA provisions. We are not aware of a CBA at any of our sites.
16Please clarify whether pricing is to be provided on pages 12 through 25 corresponding to each item number or only on Attachment 3-Pricing Sheet or within both Supplies/Services and Attachment 3.Pricing information is only necessary on the Pricing Spreadsheet (Attachment 3). It is not a requirement to fill in the CLIN pricing on pages 12-25

246.1.1.14A Permanent Escort shall be designated as the site lead at each site and may have access to a workstation, desk, telephone, and on-site storage for contract-specific items such as personal protective safety equipment. Does the Government want a Permanent Site lead at sites where there are only Flex escorts (e.g., Chambersburg, Denver, Scott AFB, and all overseas sites) ? If not, how does the Government expect site lead duties to be accomplished? The Government does not want a permanent escort at the sites that only have flex escorts identified (e.g. Chambersburg, Denver, Scott AFB, etc.). 26Attachment_3_Pricing_Spreadsheet_AMD_03, CLINa 0001, 1001, 2001, 4001, 4001Since the Ford Island, HI position is considered overseas PERMANENT, will the Government consider changing its CLINs to separate CLIN numbers so that the overseas rate doesn't affect the CONUS PERMANENT positions? The permanent escorts are all on a single FFP CLIN for each contract period CLINs 0001, 1001, 2001, 3001, 4001, 5001). The CLIN price will encompass all permanent escorts at all sites (CONUS and OCONUS); however, Attachment 3 has been updated to separate each locations.
27Attachment_3_Pricing_Spreadsheet_AMD_03- clin 1003With 5 Flex escorts at an overseas, please consider converting 1 Flex escort to a Permanent Site lead. The permanent and flex escort numbers are based on individual site needs. The 5 flex escorts at Stuttgart are based on the site requirements. The site does not have a requirement for a permanent escort at this time.

Past performance information that fails this condition will not be evaluated. Relevancy Assessment: Relevant past performance is defined as the contractor or its subcontractors having performed in at least 2 geographically dispersed regions and at least 1 OCONUS location. However, please note a prospective contractor shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history.
34Can the Government advise if there are bilateral agreements in place to enable contractor personnel to obtain authorization to live and work in Germany, Bahrain and other OCONUS locations? No bilateral agreements are available to this contract for obtaining authorization to work/reside in OCONUS locations.

38DD 254We currently don't have a current TS FCL, even though we have had an S FCL for a long time. According to what I read, that is a requirement at the time of applying. Please help us in suggesting what we could do.We require a TS FCL at the time of proposal since some of the work will require TS cleared escorts.
39DD254Is there a way we could team with a company with a TS and some experience with security escort services?A prime contractor must have a TS FCL at the time of proposal. It is possible for a TS cleared prime to subcontract/team with a Secret cleared subcontractor (in this case the subcontractor would not be permitted to perform the TS portions of the work, but could perform the Secret tasks, but the prime would have clearance to supervise/oversee all aspects of the work). It is not permissible for a prime contractor with Secret FCL to subcontract the TS work to a subcontractor with TS FCL.
40Should this include Volume V?No, Volume V should be Volume IV. RFP will be corrected.
41RFP AMD 03Per Amendment U0004, it is not clear if the requirement is to re-submit the entire proposal (Volumes I through IV) or only those items listed in Block 14 of the Amendment. Question: Is it required to re-submit the entire Proposal or only the new Pricing Spreadsheet per AMO 03?Released AMD 03 was reposted. The entire proposal must be submitted.
42Amendment U0004 has a "DRAFT" watermark. Question: Should contractors expect a final "non-draft" version or should we take this version as final? The released AMD 03 has been posted.
43For pricing information purpose, does the Contractor has to provide both the Attachment 3 Pricing Spreadsheet AMD 03 and SUPPLIES OF SERVICES AND PRICES (PAGE 2 through 52 of Amendment 03) on only Attachment 3?Pricing information is only necessary on the Pricing Spreadsheet (Attachment 3). It is not a requirement to fill in the CLIN pricing on page 2 through 52.
