HC1028-11-R-2029 Facilities Engineering Support DISA CSD Facility Team Vendor Questions.

1. Is the Master Table of Contents requirement of Volume 1 – Executive Summary, included in the 3 page maximum?

RESPONSE: Yes, changed to 5 pages maximum.

2. In Section L, 7.3.4.6, required attachment in item 2 indicates Performance Work Statement (PWS). Should that be the PWS from the main solicitation package or Attachment J-6, Task Order 1 – PWS?

RESPONSE: The Task Order 1 PWS (Attachment J-6) identifies the locations of service requested for the first task order.

3. In Section L, 7.3.4.6, required attachment in item 8 indicates Past Performance Information Sheets (Attachments L-3 through L-6) should be included. Since this information is part of Volume III – Past Performance, are they still required for Volume V – Contract Documentation? If they are required in Volume V – Contract Documentation it would appear that it would not be necessary to include Attachment L-4 (Past Performance Questionnaire) since that will be coming from those resources identified to complete and Attachment L-5 (Sample Questionnaire Cover Letter) simply because it is just an example. Please confirm.

RESPONSE: The past performance information is included in volume III. Volume V Contract Documentation, Paragraph 7.3 Other Information Required, paragraph 7.3.4.6 identifies the attachment J documents that must be included in the entire proposal

4. Since pricing spreadsheet Attachment J-1 appears to be used to establish the hourly rates for all potential labor categories on this contract, it would appear that it is not necessary to put any labor hours in this spreadsheet. Could you please confirm? If Labor Hours are required, could you please explain the purpose of this pricing spreadsheet?

RESPONSE: Correct, pricing should be included - no labor hours are required in Attachment J-1.

5. In Section L, 7.1.2, are both the Section B and spreadsheet attachments (J-1) required within Volume V – Contract Documentation?

RESPONSE: The spreadsheet J-1 & J-2 shall be submitted as pricing breakout with the proposal. Volume V, Contract Documentation, Paragraph 7.3 Other Information Required, paragraph 7.3.4.6 identifies the attachment J documents that must be included in the entire proposal.

6. Is the incorrect date specified in Item 9 of the SF 33?

RESPONSE: Responses are due 3 October 2011. Change made.

7. Previous solicitations for this effort have been under the NAICS Code 541513, $25M size standard. Was market research conducted to justify the new NAICS Code of 541330, $4.5M size standard?

RESPONSE: In reviewing the requirement and developing our acquisition strategy, the NAICS Code which best correlates to this requirement is 541330.

8. Since Attachment J-2 is the pricing spreadsheet for Task Order 1, which is the basis for the initial award, wouldn’t the Travel CLIN 0002 amount of $276,000 and ODC CLIN 0003 amount of $90,000 be included in Attachment J-2 instead of J-1?

RESPONSE: Added not to exceed amounts in Travel and ODC CLINs on Attachment J-2 Task Order 1 for all tabs (base year and each option year). Attachment J-2 changes made highlighted in yellow. Attachment J-1 is the IDIQ document and remains unchanged.

9. In Attachment J-1, the note at the bottom reads, “Adds lines if necessary under labor category”. Does this mean that the offeror may propose additional labor categories and hourly rates in order to provide adequate coverage of all potential PWS requirements?

RESPONSE: Yes.

10. Section 7 (ODC/OT Requirement) of both the PWS and Task Order 1 – PWS states, “The overtime requirement will affect tasks 6.2.2, 6.2.4, and 6.3.2 and require approximately 1000 overtime hours. Are these overtime hours to be accounted for in the offeror’s FFP in Attachment J-2 or are these accounted for in CLIN 0003 ODC as a Time & Material item?

RESPONSE: The cost proposals shall include all cost associated with the PWS requirements to include any potential overtime the offeror determines may be required to meet the requirement. During contract performance, it will be the contractor’s responsibilty to work the hours necessary to meet the requirements of the PWS. The Government will not direct or pay for overtime outside the FFP CLIN awarded cost. CLIN 0003 is Cost Reimbursement per the travel regulations.

11. For Volume III – Past Performance, in some cases responding to the requirement of Organizational Structure Change History could get somewhat lengthy, it is requested that this section not count towards the 8 page limit of this volume.

RESPONSE: Instructions to Offerors, Paragraph 2.2 Organization/Number of Copies/Page Limits, Table 2.2 Proposal Organization has been increased to 20 pages. Change made highlighted in yellow.

12. In Section L, 7.3.4.6 (Required Attachments), required attachment #1 calls for a Form SF1449. Since this solicitation was issued using a SF Form 33, is that the required form instead of the SF1449, or are both required?

RESPONSE: No, Submit SF Form 33 - Instructions to Offerors - Section L, 7.3.4.6 Required Attachments. Change made highlighted in yellow.

13. The PWS, section 11, should the base period read 1 January 2012 – 31 December 2012?

RESPONSE: Yes, PWS section 11, changes has been made and highlighted in yellow.

14. Is the prime contractor offeror required to hold a final or interim Top Secret facility clearance on proposal submission, contract award, or contract start?

RESPONSE: Interim Top Secrete Facility Clearance is required at proposal submission and at award.

REPONSE: In reviewing the requirement and developing our acquisition strategy, the NAICS Code which best correlates to this requirement is 541330.

16. Under several of the sections for “Period of Performance”, the dates seem to be incorrect. What are the actual dates for this contract?

RESPONSE: The Government presently has ACAD 2006 installed available for use. The Government is in the process of upgrading to ACAD2011.

19. What happens if travel is requested to support the DISA contract but exceeds the estimated “Not to Exceed” dollar amount? Will a change order or addendum be issued to increase this dollar amount?

RESPONSE: A modification can be accomplished to add additional funds if the Government deems this necessary.

20. If our company has Secret clearances but not Top Secret can we submit as the prime contractor for this project? Can we obtain an Interim Top Secret clearance until we acquire the Top Secret clearance?

RESPONSE: A company can submit as prime if they have a final or interim Top Secret Facility Clearance (FCL) from the Defense Industrial Security Clearance Office (DISCO) at the time of submission of their proposal. RESPONSE: The solicitation does not include the statement that overtime work will not be paid other than normal hourly rates.

25. What are your expectations regarding as-builts of the electrical systems and how great of detail are we expected to go? Will we need to trace routes from the PDU to the end use receptacle for circuit identification? Does this information currently exist?

RESPONSE: As-built work will typically involve updating project work into ACAD.
