CONTRACTOR QUESTIONS II
DISA Travel Telecommunications Services
HC1013-09-R-2003
Q-1. In their October 7 response to Contractor questions, the government provided the following response to a question requesting CLINs be added to the solicitation to permit vendors to price the 3 fixed MPLS sites:
A-3. No CLINs are necessary. The service for the fixed sites are not included in this solicitation; services at trip sites merely need to run back to pre-existing fixed service sites.
Request additional clarification for this requirement. Section 3.6 of the Performance Work Statement states that 50mbs of bandwidth An MPLS network is in almost all instances provided by a single vendor as it is a private network. The successful vendor of this solicitation would not be able to interface their MPLS offering to three sites which are provided MPLS services by another vendor.
If the 3 permanent MPLS sites are not to be procured via this solicitation, how does the Government intend to procure the MPLS service to these sites?
If MPLS service to these three sites already exists, what vendor(s) is/are providing the current service?
A-1. MPLS is not being used at this time and no information can be given in regards to the procuring of the service and who the vendor may be.
Q-2. In their October 7 response to Contractor questions the Government provided the following response to a question regarding the Private Line services.
A-5. T-1 should have a single price for 30 days anywhere within CONUS.
Request the Government define the geographical boundaries of the term CONUS. Does this mean the 48 contiguous states or does it also include Hawaii and Alaska?
A-2. Geographical boundaries for CONUS includes the 48 contiguous states.
Q-3. Request a revised submission date for vendor proposals 3 weeks from the date the Government provides answers to this and any other vendor questions.
A-3. Government will not be extending the proposal due date at this time.
Q-4. If the 3 MPLS fixed sites are not a part of the contract then contractors need to know the current or expected carrier as the trip location connections have to be on the same carriers/provider network there is no inter carrier MPLS connection capability offered at this time at the national backbone level.
If there is not a system in place now, then consider having contractor being allowed to build up the system with options to bill the government for fixed site monthly fees or to have carrier direct bill the government for the 3 fixed sites when operational , this will result in overall saving and more effective system deployment to the government in the short time contractors will have to meet the January start date.
In any case contrators will need to know the carrier to quote location connections from that carriers MPLS backbone network in a cost effective mannor.

Q-5. Please confirm my understanding of the Radio lines under CLIN 2 and now also under CLIN 11
The CLIN 2 and 11 5 lines are for one CLIN fee charged for the up to 5 lines per charge?
A-5. CLIN’s 0002, 1002, 2002, 3002, 4002 are to be priced at 5 lines per lot. CLIN’s 0011, 1011, 2011, 3011, 4011 are for quantities of one each and should be priced individually for 30 days worth of service. Quantity 260 is an estimated annual requirement.
Q-6. The Dry lines under ar CLIN 11 are listed as within the same location Is this location as in a building or complex or is the meaning to be a trip location and line will be around a city location or reggion?
A-6. Same location refers to the same building or complex.
