PERFORMANCE WORK STATEMENT
1.0 INTRODUCTION
The Defense Language and National Security Education Office (DLNSEO) requires support for the Defense Language, Regional Expertise, and Culture (LREC) Program (Defense LREC Program) and the Foreign Area Officer (FAO) Program in compiling data inputs, conducting analysis, preparing written and graphic reports and briefings, assisting coordination of pre-publication reviews, and participating in policy reviews and updates for Congressional reports, internal Department of Defense (DoD) reports, and FAO Program issuances.
2.0 BACKGROUND
As part of the Defense LREC Program structure, DLNSEO provides policy, programs, resources, training, research, and communications oversight to guide Department-wide efforts for language, regional, and cultural capabilities.
DLNSEO also provides policy oversight of the Defense Language Institute Foreign Language Center, Monterey, California, and the Defense Language Institute English Language Center at Lackland Air Force Base, San Antonio, Texas. Furthermore, DLNSEO provides policy oversight to develop, implement, evaluate, and research language proficiency testing within DoD. DoD Instruction (DoDI) 5160.70, “Management of the Defense Language, Regional Expertise, and Culture (LREC) Program,” requires preparation of an annual report on accession, promotion, retention, and attrition of personnel with language skills of strategic interest to the Department.
DLNSEO is also tasked to respond to ad hoc congressional reporting requirements that may be received concerning LREC, typically several requirements per year.
DLNSEO also provides policy oversight and program management for the Department of Defense (DoD) FAO Program. It issues guidance to the DoD in DoD Directive 1315.17, “Military Department Foreign Area Officer (FAO) Programs,” and DoDI 1315.20, “Management of the Department of Defense (DoD) Foreign Area Officer (FAO) Programs.” These issuances require preparation of annual reports to inform the DoD of the status and health of the FAO program. DLNSEO also has programmatic responsibilities for language and regional skill sustainment programs for FAOs who have completed their initial utilization assignments or are serving in utilization assignments. DLNSEO requires expert advice based on first-hand FAO experience to coordinate the activities of the FAO Council to ensure policies and skill sustainment programs are adequately focused to address the highly specialized DoD FAO community needs. This effort will support the alignment of FAO capabilities for the Department with the strategic goals and objectives of strategic DoD guidance.
3.0 SCOPE
The Contractor shall provide the personnel, management, and materials necessary to conduct data collection and analysis on language and culture related subjects pertaining to the DLP, synthesize the results, and produce initial drafts of the findings. Government personnel will then edit and develop the final reports. These reports include primarily the Annual Report on Accession, Promotion, Retention, and Attrition of Personnel with Language Skills, as required by DoDI 5160.70 and other smaller reporting efforts and products. The contractor will provide expertise based on first-hand experience as a Foreign Area Officer (FAO) (or Regional Area Strategist (RAS) for former Air Force personnel) or Defense Attaché to assist DLNSEO Federal staff members in the formulation of updates or refinements to policies and practices that impact the DLNSEO administered DoD FAO program. Work will include data analysis and compilation of various inputs to prepare written or graphical reports concerning the FAO program as well as coordination of activities in support of the FAO Council, a policy advisory group to the DLNSEO. The contractor will be able to provide expert analysis of policy proposals to advise DLNSEO Federal employees of the consequences of proposed program changes, either developed by DLNSEO or submitted from DoD Components, to the DoD FAO Program and incorporate these discussions into written reports.
