PAGE NUMBER QUESTION

1 RFP Page 4, Paragraph 8.B, third paragraph The first sentence states, “Additionally, a Past Performance Questionnaire cover letter has been provided at Attachment 4, for vendors to provide to their selected POCs explaining the purpose and process of submitting Attachment 10 Questionnaires.”

Should the reference be to Attachment 9, as opposed to Attachment 10?

ANSWER:

1) Yes, the reference should be to “Attachment 9”.

2 RFP Page 4, Paragraph 8.B, third paragraph The second sentence states, “NOTE: If you have a CPARS in the last 3 years in reference to the PPRQ (Attachment 10), you will not need to submit any questionnaires, the government will take your CPARS from the system.” Does this mean that offerors will not need to submit either Attachment 9 or Attachment 10 if a CPAR for a particular contract is available within the last three years?

ANSWER:

Correct, there won’t be a need to submit either form (attachment 9/10).

3 RFP Page 5, Paragraph 9(A), CD/DVD Column Please clarify the number of CD/DVDs required.

ANSWER:

Provide either one of the formats (CD/DVD) and the number of CD/DVDs needed to provide the required information.

5 RFP Pages 13 and 19, Final Report Page 13 states the Delivery Date for the Final Report is 15 days from end of contract.

On Page 19, the Performance Standard is listed as 10 days from the end of contract, while the Acceptable Quality Level is 15 days from the end of contract. Is it the goal of the contractor to meet the Performance Standards as opposed to the Delivery Dates?

ANSWER:

The number of days is backwards and should state the following:

a) Deliverables: …final report 10 days from end of contract

b) PRS: …Final Report, due NLT 10 days from the end of contract

c) Performance Standard: …Provided 15 days from the end of contract

d) Acceptable Quality Level: …accurate final report to the COR 100% of the time, no later than 10 days from the end of contract.

6 SF 1449 and Page 27, FAR 52.219-6 The SF 1449 identifies the solicitation as unrestricted, but FAR 52.219-6 identifies it as a small business set-aside. Please clarify.

ANSWER:

FAR 52.219-6 is not applicable

7 RFP Pages 20-25 and Attachment 7 CLINs X003 for Travel say “Do Not Propose”. CLINs X002 for ODCs do not have that same language. However, in Attachment 7, in the ODC lines it states, “Do Not Fill-In NTE Provided at time of award at Cost.” Should offerors price labor CLINs only and not price either Travel or ODCs (Printing)?

ANSWER:

“Do Not Propose” a price for either travel or ODCs.

9 RFP Pages 13 and 64-65 Page 13 provides a list of all deliverables. On Page 13 the Draft Project Management Plan is due 45 days after contract award and the Final is due 15 days after Government approval of the draft. Pages 64-65 describe Factor 1 – Technical, Element B Project Management Plan and states, “Proposals shall describe the project management and quality control plans…..” Are offerors expected to provide their complete Project Management Plan with the proposal or a summary of the plan, with the complete plan due after award?

ANSWER:

A complete plan is required to support technical evaluation of the proposal.

If a complete plan, will the Government consider increasing the 20-page limit for Technical Capability?

ANSWER:

NO.

10 RFP Pages 16-17 and 64-65 Pages 16-17 address Quality Control Plan requirements. Pages 64-65 describe Factor 1 – Technical, Element B Project Management Plan and states, “Proposals shall describe the project management and quality control plans…..” Are offerors expected to provide their complete Quality Control Plan with the proposal or only a summary of the plan?

ANSWER:

A complete plan is required to support technical evaluation of the proposal.

If a complete plan, will the Government consider increasing the 20-page limit for Technical Capability?

ANSWER:

NO.

11 RFP Pages 13 and 64-65 Page 13 provides a list of all deliverables. On Page 13 the Final Transition Plan (In & Out) is due 7 calendar days after start of the contract and within 30 calendar days prior to the end of the contract. Pages 64-65 describe Factor 1 – Technical, Element B Project Management Plan and states, “The proposal shall also include the offeror’s plan for the transition-in and transition-out services.” Are offerors expected to provide their complete Final Transition Plan with the proposal or a summary of the plan, with the complete plan due after award?

ANSWER:

A complete plan is required to support technical evaluation of the proposal.

If a complete plan, will the Government consider increasing the 20-page limit for Technical Capability?

ANSWER:

No.

13 RFP Page 64-65 Pages 64-65 describe Factor 1 – Technical, Element B Project Management Plan and states, “The proposal shall also include the offeror’s plan for the transition-in and transition-out services.” Element D: Implementation/Transition also requires the offeror “…to submit a written narrative delineating an Implementation/Transition plan…..” Is a summary of the plan required under Element B while a complete plan is required under Element C?

ANSWER:

A complete plan is required to support technical evaluation of the proposal. TAB D is the Implementation / Transition (I/T) Plan. There is no I/T Plan requirement in Element C. With Element D being the I/T Plan, there is no need for it to be in Element B, other than to mention that it is at Element D.

If a complete plan, will the Government consider increasing the 20-page limit for Technical Capability?

ANSWER:

No.

14 RFP Pages 64 and 67 In Paragraph 4.0, Factor I – Technical, the RFP states offerors should complete Attachments 1, 2, 3, 7, 8 and 11 for the technical portion. In Paragraph 6.0, Factor 3 – Price, the RFP states offerors should complete Attachment 7 for Price. Please clarify if Attachment 7 should be included in the Technical Volume, Price Volume, or both?

Factor 1 Technical: 1, 3 and 8

Factor 2 – Past Performance: 4, 9 and 10 Factor 3 – Price: 1, 2 and 7 Business Section: Vol. 2 Section 2 Attachment 11

15 RFP Page 64 In Paragraph 4.0, Factor I – Technical, the RFP states offerors should complete Attachments 1, 2, 3, 7, 8 and 11 for the technical portion. Attachments 1, 2 and 11 will contain pricing information. Is it the Government’s intent that offerors include pricing information as a part of the Technical Capability Volume?

ANSWER:

Provide the following attachments for Technical 1, 3 and 8

16 RFP Page 7, Paragraph 4.2 The Government provides very specific requirements for SMEs (Master’s Degree in Information Systems from an accredited college and specific experience requirements). Is it the Government’ intent to direct incumbent capture?

ANSWER

No, it is not Government intent to have contractor personnel hired through “Incumbent capture”.

17 RFP Page 16, Paragraph 10.0 Government Furnished Property/Equipment states the Government will arrange access to DRRS, a SIPRNet computer terminal, and the necessary TOKENs. Does the Government intend to provide developmental hardware to the awardee and/or access to DRRS’ LRI sandbox to ensure seamless integration of DIO/DRRS standards-compliant, compatible software tools to the production servers?

ANSWER: Access to DRRS development team is granted by the DRRS Implementation Office once the contract is awarded and all necessary security protocols completed access will be granted. There is no hardware that’ll need to be transferred.

18 RFP Page 4, Paragraph 8.B., second paragraph Offerors are asked to submit PPRQs for each Past Performance reference. Do the completed PPRQs (up to three) make up the entire Volume I, Section II, Past Performance?

ANSWER

Yes.

19 RFP Attachment 4 PPQ Cover Letter The Cover Letter requests that questionnaires be returned no later than April 6, 2018.

Will this return date be updated?

Past Performance information will be due when the solicitation is due.

20 RFP Page 4, Paragraphs 8.C. and D. Paragraph C, Volume II, Section I, Price references return of the SF 1449. Paragraph D, Volume II, Section II, Business Information also references return of the SF 1449.

Should a copy of the 1449 be returned with Volume II, Section I as well as with Volume II, Section II? Or should only Pages 20-25 be returned with Volume II, Section I?

ANSWER:

Volume 2 Section 1 doesn’t require the first two pages of the SF1449. Only the pages with the Contract Line Item Numbers (CLINs) listed and pricing filled-in.

21 RFP Page 5 Page 5, Paragraph 9.(A) states, “All of the volumes will be separated into the following volumes. Each volume shall be submitted in an individual folder / binder as stated below.” The table lists Volumes I and II and each volume has corresponding sections I and II. Regarding number of copies, each section is required to have an original and one copy except for Technical Capability, which requires an original plus three copies.

In the table, two volumes are specified in the far-left column, while there are four Volume Titles listed.

Is the offeror expected to submit a total of four binders as follows:

Binder 1: Vol I containing original copies of Technical Capability and Past Performance;

Binder 2: Vol I containing three copies of Technical Capability and one copy of Past Performance;

Binder 3: Vol II containing original copies of Price and Business Information;

Binder 4: Vol II containing one copy of Price and one copy of Business Information.

Or, is the offeror expected to submit a total of 10 binders as follows:

Binders 1-4: Original copies of Technical Capability, Past Performance, Price, and Business Information volumes

Binders 5-10: Copies of Technical Capability (x3), Past Performance, Price, and Business Information volumes

If neither of the above two options, will the Government please clarify the correct number of binders and the contents of each required to be submitted?

ANSWER:The proposal can be submitted, however, a contractor deems necessary.

However, the preference is based on the number of volumes. Hence, 4 volumes so it is expected that 4 folders would be returned.
