ATTACHMENT G
Industry Q&A
Q1. On the PWS (p. 27) section 5.1.1 - it states "demonstrate extensive advertising experience in the area of military recruiting, such as in-depth knowledge of DoD's major market segments (parents, educators, recruiters, and youth)." Will advertising agencies who have experience in the market segments, but not military experience in those market segments be considered? We ask because there's only a small number of agencies who have specific military recruiting experience.
A1. See Attachment C, Evaluation Factors, Criteria, and Rating Methods.
Background Questions:
Q2. Who is the incumbent agency? When were they awarded the contract and when does it expire?
A2. Mullen is the incumbent agency. The contract was awarded in July 2007 and expires on 27 July 2012.
Q3. When do you anticipate awarding this contract? If a new agency is selected, how long of a transition period are you projecting?
A3. The contract should be awarded in September/October 2012 timeframe. See Section 8.0 of the PWS.
Q4. How much was spent through this contract in FY 2010, 2011, & 2012? What is the anticipated budget for FY 2013?
A4. Approximate amounts spent through this contract are:
FY 10:
$30M
FY 11: $8M
FY 12: $19M
Q5. Can you provide a ballpark allocation of resources among the various deliverables outlined in the scope of work.
A5. The contract has historically been serviced by approximately 20-25 personnel across the General Advertising, Direct Marketing, Interactive Marketing, Media, Finance/Budgeting and Brand Planning accounts.
Q6. Can you tell us what types of direct marketing campaigns are being supported today by JAMRS today and what is their frequency and average volumes / year by channel?
A6. Influencer Email Campaign = Twice annually; Futures magazine distribution = Print run of 450,000 magazines distributed once annually; Selective Service System Business Reply Cards = 215,000 distributed monthly.
Q7. Section B requires annual FFP pricing for five separate (CLINs 01 - 05) services areas. . Marketing Communications, Public Relations, Direct Marketing, Interactive Marketing & Account Services. Can you provide some form of mapping to the requirements in the SOW? For example, in which CLINs would you expect to see media planning/buying, collateral, creative development, production, marketing training?
A7. Per your example, we would expect that media planning/buying, collateral, creative development, production and marketing training would align with the Marketing Communications CLIN.
Q8. Can you provide information regarding the historical contractor manpower requirements needed to support the JAMRS contract (e.g. man-hours, equivalent people, etc.)?
A8. See answer to Q5.
Database Questions:
Q9. Similar to above on award timing but specific to database, if a new agency is selected, what is deadline for the database solution to be in production (it would appear February 2013).
A9. A database solution must be in production within the 90-day transition-in period following award of the contract.
Q10. Does requested solution include email delivery services?
A10. Yes, email delivery services could possibly be included as a services solution.
Q11. Does requested solution include campaign management applications to centrally manage campaign lists? If so, what campaign management software, if any, is currently being used for JAMRS today?
A11. Yes, there are applications used to assist with managing various campaign records. These applications are traditional Commercial Off The Shelf (COTS) products.
Q12. What reporting and analytic software is currently used for JAMRS today?
A12. The reporting and analytic software currently used consists of traditional Commercial Off The Shelf (COTS) products.
Q13. Are all data sources currently licensed or should data sourcing be included in proposal? For example, 4.4 College File is our solution meant to source this data and purchase it or incorporate existing College source files?
A13. Current data sources are obtained through usage agreements. Offerors are expected to source and purchase these data.
Q14. Does the proposed solution assume full or self-service support of campaign creation and execution? reporting?
A14. Full service marketing support of campaign creation, execution and reporting is assumed.
Q15. Is the contractor expected to provide fulfillment facility for inventory?
A15. The awarded contractor shall provide fulfillment facilities for inventory.
Sample Task 2 Question:
Q16. Are you expecting Creative comp directions and sample articles for FUTURES MAGAZINE to be developed as a part of our RFP submission.
A16. No.
Q17. For the section 4.4 Database Services and 5.1.7 “The DIACAP certification to be maintained” would this mean our Database partner would maintain and augment an existing database that is currently DIACAP certified, or would our partner create an entirely new database that would then need tom become DIACAP certified?
A17. The offeror shall create an entirely new database that would then need to become DIACAP certified.
Q18. If our partner does not have this certification would we be immediately disqualified? Or, is the certification specifically for the means of storing of the data, and it would be appropriate to become certified once the new database was installed?
A18. Systems or databases are DIACAP certified, not vendors. The solicitation specifically asks offerors to “demonstrate extensive Direct Marketing expertise in list purchasing, secure database management, and the DIACAP accreditation process. Offerors must also “demonstrate current certification (training) in the DIACAP accreditation process.”
Q19. If our subcontractor does not have this certification at the time we submit our response to Solicitation H98210-12-R-0026, is it possible for them to be in to process of becoming certified or would the certification need to be in place at the time of submission?
A19. See answer to Q18.
Q20. Is there a directory of DIACAP certified vendors approved by DoD so we might select another partner if necessary?
A20. See answer to Q18.
Q21. What is the total amount and duration of the award contract?
A21: See Addendum to SF1449, page 20 of the solicitation.
Q22. From page 35 of 93, C. Volume III Price Proposal: Where would we find the “Labor Categories” so that we may clearly identify the categories appropriate to the language of JAMRS and DoD?
A22: The offeror decides which labor categories are appropriate.
