Statement of Work (SOW) for

U. S. Marine Corps Forces, Special Operations Command (MARSOC) Capability Development Services and Support (CDSS) Contract

1.0 Background

U.S. Marine Corps Forces, Special Operations Command (MARSOC) requires professional subject matter expert (SME) support to assist in developing MARSOC Technology Objectives (MTOs), to support requirements generation, to execute capability development projects, to conduct effective scouting and assessment of emerging technologies, and to conduct technical evaluations and combat evaluations (CVs) of potential solutions that satisfy MARSOC operational requirements.

Unlike other United States Marine Corps (USMC) warfighting commands or the United States Special Operations Command (USSOCOM) headquarters and adjacent SOF components, MARSOC is not staffed with Science and Technology (S&T) Advisor personnel, with acquisitions specialists, with capability development specialists or document writing specialists. To mitigate this capability shortfall, MARSOC utilizes a Capability Development Services Support (CDSS) contract to gain the services of an S&T Advisory Team and other SMEs required to support component capability development objectives.

The MARSOC CDSS contract provides the component with critical engineering, capability development and SME personnel to support component efforts to pursue and transition advanced technologies and capabilities. This CDSS contract enables the component to coordinate the augmentation of highly qualified individuals or task organized teams of subject matter experts (SMEs) to support component capability development efforts. The skills and services provided through the CDSS contract contribute immeasurably to successfully assessing, selecting and resourcing optimal solutions to fill component capability gaps and operational requirements.

MARSOC requires the support provided by the CDSS contract to assist in the development, refinement and effective communication of Commander MARSOC priorities for technology investment to U.S. Special Operations Command (USSOCOM), the United States Marine Corps (USMC), federal agencies and laboratories, academia and defense industry.

2.0 Contractor Responsibilities

The contractor will meet the scope of the service requirements for the CDSS contract as defined by MARSOC, and are set forth as follows:

Provide a dedicated S&T Advisor Team to support MARSOC capability development efforts that meets or exceeds the requirements stated in the objectives, tasks and experience defined in this SOW.

As required, resource individuals or task organized teams of highly qualified engineers and SMEs to support MARSOC capability development efforts.

SOW

Provide Support to Strategic Planning and Development for Technology Programs and Activities.

Support Requirements Generation Documentation and Capability Development Analysis.

Support Systems Engineering Design, Review and Integration Activities.

Support Technology Scouting and Test and Evaluation Activities.
