This is a COMBINED SYNOPSIS/SOLICITATION to procure MARSOC G8 Engineering Services support in accordance with the format in Subpart 12.6 and Part 13.5 as supplemented with additional information in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92257-17-Q-0138, and a firm fixed price contract is contemplated.
The Government intends to award one contract as a result of this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, 13 Jan 2017 and the DFARS Publication Notice (DPN) 20161222, effective 22 December 2016. The associated North American Industrial Classification System (NAICS) code for this requirement is 541330, Engineering Services, with a size standard of $15 million. The proposed acquisition is set aside 100% for Small Business vendors only.
This requirement will be evaluated and awarded based on best value. Technical acceptability is deemed as meeting or exceeding the requirements listed in this RFQ and Attachment #1 – Statement of Work. The Government’s intent is to make a single award for this requirement.
TECHNICAL ACCEPTABILITY: Technical acceptability is deemed as meeting or exceeding the service requirements listed in Attachment #1 and associated documents, and meeting the required period of performance dates.
TECHNICAL COMPLIANCE: To ensure technical compliance:
a. The quoter’s complete breakdown of services shall be submitted in the quote. A mere statement that the quoter will meet the Government requirement is NOT sufficient. Quotes shall clearly state all specifications for quoted services.
b. Meet Past Performance requirements stated in 52.212-2 (a) (ii)
The Government reserves the right and may award based solely on information contained in the quote and is not obligated to seek completion or clarification of any or all of the evaluation factors if the original quote is unclear.
The contract shall be awarded on an all or none basis, please do not submit partial quotes.
All quotes submitted shall be the Contractor's Best Quote as it is the Government's intent to entertain one final quote only; this includes any discounts on volume.
Offerors must scrutinize this solicitation and ensure their proposals and submissions comply with all requirements. It is not sufficient to merely state your proposal complies with the solicitation requirements. You must clearly identify how your quote meets ALL of the solicitation requirements.
All questions concerning this procurement, either technical or contractual must be submitted in writing, via email, to the Contracting Office. The deadline for submittal of questions regarding this solicitation is 4:00 PM Eastern Standard Time (EST) on 22 Aug 2017. Answers will be provided no later than (NLT) 4:00 PM Eastern Standard Time (EST) on 25 Aug 2017, via solicitation/RFQ amendment. No direct discussion between the technical representative and a prospective offeror will be conducted unless it is deemed necessary by the Contracting Officer. Questions shall be sent by email to the following points of contact:
Joshua Wells at Joshua.wells@socom.mil Michael Pockette at Michael.pockette@socom.mil mailto:Joshua.wells@socom.mil mailto:Michael.pockette@socom.mil
RFQ: H92257-17-Q-0138 Page 2 of 34
Quotes must be received no later than 4:00 PM Eastern Standard Time (EST) on 14 September 2017. Quotes received after this time frame shall not be considered for award. The Government will award the contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be the most advantageous to the Government. The prospective offeror must be registered with the System for Award Management (SAM) website at http://www.sam.gov to be considered for award. The offeror agrees to hold the prices in its quote firm for 45 calendar days from the date specified for receipt of quotes.
AWARD: The Government will place an order resulting from this solicitation to the responsible contractor whose quote conforms to the solicitation. The following factors shall be considered in descending order of importance:
1. Technical: Evaluation will include, but will not be limited to the following:
Subfactor 1 – Understanding: Display and communicate an understanding of the requirement, including descriptive literature, and adequately address all requirements identified in the SOW. Simply providing a restatement of the Government SOW is unacceptable.
Subfactor 2 – Objectives: Contractor suitability will be evaluated based on education, general and specialized engineering and management experience (work history), and the demonstrated knowledge of the MARSOC G8 Engineering Services support process. Contractor should provide an advisory plan that can be executed in accordance with the requirements of the SOW. Provide all required certificates, certifications, supporting documentation and work experience in accordance with the requirements of the SOW.
Subfactor 3 – Qualifications: per Section 6 of the SOW.
2. Past Performance: Provide a minimum of (3) references for similar work experience occurring within the past (3) years with the point of contact name, e-mail address and contact numbers and a brief overview and description of the work completed. Documented and successful Engineering Services support program management experience within the special operations community is required.
3. Price: Pricing shall be submitted in an easy to understand price per hour format.
Travel The Government has identified travel as a basic requirement and minimum function under this task. In accordance with Section B (of the eventual contract award), a separate cost reimbursable travel CLIN will be utilized.
Accordingly, in addition to the requirements contained in the SOW, all offerors shall include a reimbursable travel CLIN in the price proposal. Based on multiple years of records and experience, all quotes shall designate $20,000 to the travel CLIN for each year as appropriate. If additional unique material or travel costs are anticipated, the offeror must identify that in the price proposal.
Contracting Officer’s Representative The COR is designated as a representative of the Contracting Officer for the purpose of technical supervision, inspection, and acceptance under this contract award. CORs for this task order will be identified upon contract award.
