1 NA Is there a single current contract and if so who is the incumbent and what is the contract number?

Yes, current contract is H92240-19-D-0025 awarded to Trofholz Technologies, Inc.

2 NA If there is not a single current contract are there incumbent employees performing this work under other contracts. Not applicable, see response to Question 1

3 Attachment 1, PWS Paragraph 9.2.1.2. Senior Engineer (Key).

There seems to be a discrepancy in the last sentence of the paragraph.

Experience for qualifications must be within the last ten 15 years. Question. Is it 10 or 15 years?

Attachment 1 has been corrected to read "…within the last 15 years."

4 Solicitation Instructions Paragraph 4.1.a

Subfactor 1 states; “…If certifications are not required in accordance with Paragraph 9.1.1 of Attachment 1 – PWS, the Offeror shall provide an affirmative statement to this effect and identify the specific OEMs and products for which certifications are not required in the Factor 1 proposal separate and distinct from trouble ticketing system and VAR information.”

Solicitation Instructions Paragraph 4.1.c Subfactor 3 states; If a VAR agreement is not required by the OEM or product in accordance with Paragraph 7.2 of Attachment 1 – PWS, the offeror shall provide an affirmative statement to this effect and identify the specific OEMs and products for which a VAR is not required.

Question. Is the Offeror’s affirmative statement identifying the specific OEMs and products for which a VAR is not required supposed to be in Subfactor 1 or Subfactor 3 of our Volume 3 – Technical Proposal?

Subfactor 1 addresses personnel certifications.

Subfactor 2 addresses the Ticket System.

Subfactor 3 addresses VAR.

Certifications, Ticketing System, and VAR should be addressed only once and in their respective subfactor.

Attachment 1 – PWS NSWC IESS Support – Base Contract and Attachment 4 – PWS NSWC IESS Support – Task Order One.

How are current individual systems managed; at a location, across locations?

Centralized administrative management.

Decentralized technical management. The Program Adminstrator manages the work effort from one location but relies on local Site Leads to oversee daily technical work at the sites.

Attachment 1 – PWS NSWC IESS Support – Base Contract and Attachment 4 – PWS NSWC IESS Support – Task Order One.

Has there been any analysis by the client done on an IESS approach yet?

Yes. The Government has a notional design for a unified IESS architecture that connects all sites. There remains work to be done to finish that assessment and develop a final approach.

Reference. Attachment 1 – PWS NSWC IESS Support – Base Contract and Attachment 4 – PWS NSWC IESS Support – Task Order One.

Paragraph 1.3

Will the government consider “next iteration of technology” designs, recommendations and past performance as part of the proposal to address government’s requirements stated in Paragraph 1.3 of PWS?

The Government is unclear on the question and how it relates to the evaluation criteria, which does not include assessment of Task Order Paragraph 1.3. To the extent the Offeror is asking what the Government will consider relevant for past performance, please see detailed RFP criteria for Factor 2.

Attachment 1 – PWS NSWC IESS Support – Base Contract and Attachment 4 – PWS NSWC IESS Support – Task Order One, Paragraph 3.1.1 and 3.1.3

Would the government find it advantageous to have solutions with predictive maintenance systems and data analytics integrated into the system approach to preventative maintenance as stated in Scope Paragraphs 3.1.1 & 3.1.3?

The Government is unclear on how the question relates to RFP evaluation criteria which does not include proposed technical solutions for Task Order One, Paragraph 3.1.1 and 3.1.3. Further, the Government cannot comment as to how it will actually evaluate a particular aspect of a prosposal until it receives all proposals.

Attachment 1 – PWS NSWC IESS Support – Base Contract and Attachment 4 – PWS NSWC IESS Support – Task Order One, Paragraph 3.1.4.

Will the government accept and consider favorably existing technologies and past performance and capabilities that represent types of special projects found in Paragraph 3.1.4?

The Government is unclear on the question and how it relates to the evaluation criteria, which does not include Task Order Paragraph 3.1.4 assessment. Further, the Government cannot comment as to how it will actually evaluate a particular aspect of a prosposal until it receives all proposals. To the extent the Offeror is asking what the Government will consider relevant for past performance, please see detailed RFP criteria for Factor 2.

10 Attachment 5 – Past and Present Performance Information Sheet. Will the government provide Attachment 5 in a Microsoft Word format?

To protect the documentation from being edited, no Microsoft Word document will be provided. Responses can be provided using the Add Text feature or hand written.

11 Attachment 1, Paragraphs 5.5, 5.7.3, and 5.7.4.

Does NSWC currently have a video command center across all locations/video management systems? If not is NSWC interested in this or will that always be a location-specific requirement?

The Government is unclear how the question relates to the evaluation criteria, which does not include Attachment 1 Paragraphs 5.5, 5.7.3, or

5.7.4 assessment. Further, the Government cannot comment as to how it will actually evaluate a particular aspect of a prosposal until it receives all proposals.

To assist Offerors in understanding performance requirements, the Government provides the following for informational purposes only. Video management is currently managed at specific locations (generally one VMS for a cluster of buildings.) During performance, pursuant to processes set forth in the PWS, the Government may consider other solutions if they support the goal of a standardized, integrated IESS solution.

12 Attachment 1, Paragraphs1.3.

Has a high-level analysis been completed to understand the needs of a technological integration across all systems/locations or would that be up to the offeror?

The Government has done some work in this area. However, the Offeror could expect to be asked to assist in further analysis and to offer advice and recommendations.

13 Attachment 1, Paragraphs 5.8. Does NSWC have a current inventory of vendor/system model by location/facility?

The Government has this information for a majority of its systems. However, some work is left to be done to achieve a full, comprehensive inventory.

41 As this is set aside for small businesses, can subcontractors be VARs for some of the OEM systems in order to provide a complete, competitive proposal?

The Government considered the recommended approach and concurs in providing additional flexibility. Any deviations should be noted in the Offeror's proposal along with an explanation as to how the proposed arrangement benefits the government from a cost, schedule, and performance perspective despite not meeting VAR requirements.

See amendment to RFP.

42 Will the cost of software support agreements be quoted separately as needed or is it included in the bid?

Costs of software support agreements will be quoted separately under ELIN 0001AC after award. For evaluation purposes, Offerors shall use the applicable NTE amount identified in the ELIN spreadsheet.

43 PWS Para 1.0 Background (1.2), Page 1 Does the government require a PSIM to integrate the disparate ACS, CCTV and IDS systems or does the government plan to implement a common platform (ACS, CCTV, and IDS) across its network?

The Government does not anticipate using a PSIM. However, it is the Government's intent to standardize ACS, CCTV, and IDS systems and components and integrate them (e.g., share ACS database) when practical.

44 PWS Para 2.0 Objective, Page 1 How will the Government budget for, and fund “special projects” and “engineering assessments”?

Special Projects may be executed under the provisions of Task Order 1 or through a separate Task Order. Engineering Assessments will be executed under a separate Task Order.

45 PWS Para 3.0 Scope (3.1.3), Page 1 What are the number of after-hours emergency maintenance calls for 2019 broken down by region (Coronado, CA, Virginia Beach, VA, Stennis, MS and Oahu, HI)?

The government averages about 10 EM calls a month. Most occur in Virginia Beach. Less than 50% are handled after hours. However, the Government cannot warrant that historical emergency maintenance call data is indicative of future emergency maintenance calls. Such response shall not serve as basis for a price adjustment in the event more or less emergency maintenance is required under the effort.

Offerors shall account for any such risk in FFPs.

What are the number of during business hours emergency maintenance calls for 2019 broken down by region (Coronado, CA, Virginia Beach, VA, Stennis, MS and Oahu, HI)?

The government averages about 10 EM calls a month. Most occur in Virginia Beach. Less than 50% are handled after hours. However, the Government cannot warrant that historical emergency maintenance call data is indicative of future emergency maintenance calls. Such response shall not serve as basis for a price adjustment in the event more or less emergency maintenance is required under the effort.

Offerors shall account for any such risk in FFPs.

47 PWS Para 3.0 Scope (3.1.7), Page 2 Does the government maintain spare parts at Coronado, CA, Virginia Beach, VA, Stennis, MS and / or Oahu, HI?

The Government maintains spare parts in Coronado, CA but not at the other sites at this time.

48 PWS Para 5.1 General Requirements (5.1.5), PaDoes the Government require formal training or hands on training for Government personnel?

The Offeror is required to provide hands-on training in the operation of sytems and components when those systems or components are new or unfamiliar to the Government.

Attachment 1 has been updated to reflect this.

49 PWS Para 5.2 Preventative Maintenance, Page Do all IDS Systems report to a dedicated control center? Most do. Those that do not are being converted to do so.

50 Attachment 2 - Ordering Period Can the government verify the number of bits required for HID 1386-LGGMN? Please quote the 26 bit format card.Attachment 2 ELIN Spreadsheet has been amended.

51 Attachment 2 There are obsolete parts listed in Attachment 2 Exhibit in Ordering Periods 1 – 5 that cannot be quoted. Does the Government require recommended parts be substituted in lieu of the obsolete parts, when applicable?

52 Do all installed IESS systems have current and up-to-date software support agreements?

To the Government's knowledge, yes; however, the Government cannot warrant that all systems have up-to-date software support agreements and such response shall not serve as basis for a price adjustment in the event additional, new, or revised agreements are required. Offerors shall account for any such risk in FFPs.

Costs of new/added software support agreements with be quoted separately under

ELIN 0001AC.

53 Are all currently installed systems IESS systems and components at all locations in good working order and maintained properly?

The Government currently has in place a preventative and corrective maintenance plan to keep IESS operational; however, the Government cannot warrant that all systems and components are currently working and such response shall not serve as basis for a price adjustment in the event systems or components require repair and/or maintenance under the effort. Offerors shall account for any such risk in FFPs.

54 Can the Government clarify any locations / sites that have non-working systems and/or components?

While certain sytems and components are currently under repair, the Government is not aware of any locations or sites that have non-working systems; however, the Government cannot warrant that all systems and components are currently working. Such response shall not serve as basis for a price adjustment in the event systems or components require repair and/or maintenance under the effort. Offerors shall account for any such risk in FFPs.

56 PWS Para 8.1, Page 11 Does the Government expect a TS clearance to execute any tasking under the PWS in any of the stated locations? No

57 PWS Para 3.2, Page 2

The certifications required, in totality for each key / non-key personnel and/or key personnel group, seem excessive. Offerors should be able to demonstrate proficiency through work history and past performance to not require certifications in all OEM products. Would the Government consider allowing vendors to propose key personnel with some but not all these certifications?

The Government has considered the request and reassessed requirements. It declines to change requirements as written which are appropriate for the work required.

58 RFP Page 13

The Government indicates the “TEP will be automatically formulated by the MS Excel spreadsheet provided by the Government, by calculating the offeror’s proposed pricing across the total life of Task Order 01 and all IDIQ ordering periods, to include the value of the option at FAR 52.217-8 calculated at 50% of the value of ordering period five.” This calculation does not seem to occur as the option period at FAR 52.217-8 calculates the same value as that of Ordering Period 5. Is this what the Government intended?

Attachment 2 ELIN Spreadsheet has been amended.

59 Will the Government consider a virtual site visit for the offerors? Virtual site visits are not being considered at this time.

60 RFP Page 13, Para 6.1 Is a written narrative required in addition to the Excel spreadsheet requested? No.
