SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

INDUSTRY QUESTIONS AMENDMENT 3

Question 5: Regarding the PWS, Section 4.0 states up to six days of training for up to 20 students – are we to price each CLIN as a full 6 day course for the maximum of 20 students?

Answer 5: Yes pricing shall be based on a six day course for up to 20 students. In addition, please complete Attachment 1, Pricing Section B, in accordance 52.212-1 Addendum Quote Preparation and Submission Instructions.

Question 6: Regarding the PWS, Section 4.2.1 "Training Site" can a contractor submit a proposal with multiple subcontracted training sites to meet the requirements of this PWS? Is there a maximum distance between training sites?

Answer 6: Yes, there can be multiple subcontracted training sites. It is preferred that the distance between sites is no greater than 150 Miles. Student travel to and from any training site should not exceed 60 minutes per day.

Question 7: Regarding the PWS, Section 4.2.1.1 and 4.2.1.2 "Paved and Unimproved Road Driving Course" the provided maintenance down time for the paved driving course is 15 minutes and for the unimproved course, zero.

We suggest that 15 minutes maintenance be provided for the unimproved course as well. Maintenance to keep the unimproved course is essential to safety and vehicle longevity throughout the duration of training.

Answer 7: PWS 4.2.1.2 “Unimproved Road Driving Course” is hereby changed as follows:

“The unimproved road driving course shall be capable of supporting training in inclement weather conditions with no greater than 15 minutes down time for maintenance during these training periods.”

Question 8: Regarding the PWS, Section 4.2.1.1 and 4.2.1.4 "Paved driving course and Skid pad"; would a proposal without a paved driving course and skid pad be considered or would it be "technically" non-compliant?

Answer 8: It would not meet the requirement of the PWS.

Question 9: Regarding the PWS, Section 4.2.1.5 "Simmunitions Shooting Range" please clarify range certification and how to receive range certification if applicable.

Answer 9: There are no specific range certifications that are required for the contractor to provide simmunitions training. WARCOMINST 3591.C directs that a qualified NSW Range Safety Officer (RSO) must do an initial assessment of the training site/range prior to the first iteration of training. At that time, he must develop an Operational Risk Management plan, ensure appropriate medical and safety mechanisms are in place and that the training site is suitable for the intended purpose. This cannot be accomplished until the NSW RSO is on site after contract award.

Question 10: Regarding the PWS, Section 4.3 "Curriculum Requirements" please clarify the relative importance/priority of each training element found in section 4.3

Answer 10: All of the elements identified in the Performance Work Statement (PWS) are important to the Government. Therefore a breakdown of importance will not be provided.

Question 11: Regarding the PWS, Section 5.2 "Class Size" is it likely for the contractor to know the class size earlier than 21 days in advance?

Answer 11: Class size may be known five to six weeks in advance of requirement. Contractor will be provided as much notice as possible.

Question 12: Regarding the PWS, Section 5.3 "Class Iterations" how many class iterations are expected per year and option year(s)? Will there only be one class iteration in August and February respectively?

Answer 12: It is anticipated that there will be one 6 day iteration in August and one 6 day iteration in February. Those courses do not preclude ordering of additional tailored courses.

Question 13: Regarding the solicitation, page 13 "Technical Capability and Management Approach" please clarify the location of QASP form "Attachment 2"

Answer 13: Under Technical Capability and Management Approach paragraph (d) the QASP was referenced in error as Attachment 2 and it should read Attachment 3. The attachments are all available on the FBO.gov website.

Question 14: Does this solicitation require off /on road vehicles of various types for training exercises?

Answer 14: Yes. Automatic transmission sedans for Improved Roads. Front and rear wheel drive and manual transmission for unimproved roads. SUV with winches for off-road training.

Question 15: Are 2 wheeled motorcycle and ATV type vehicles required for purposes of cross training exercises?

Answer 15: No.

Question 16: Will vehicles be needed at all times for (CS OR COR) for purposes of course monitoring?

Answer 16: No. Different vehicles will be needed for different phases of training (see Answer #14).

Question 17: What is the maximum distance from 2000 trident way, San Diego, CA where training exercises can take place?

Answer 17: There is no travel limit within CONUS.

Question 18: Will EMS support be required to attend and be present during in class session training?

Answer 18: EMS must be present during exercise portions of the course.

Question 19: What system of course rescheduling is recommended in regards to factoring, yearly bid proposals?

Answer 19: Vendor to offer.

Question 20: Are references A-E safety directives available now?

Answer 20: Yes. References will be provided via email upon request.

Question 21: Section 4.0 states “The contractor shall also provide a wide variety of vehicles and a suitable training site with classroom to support up to six days of Tactical Driving Techniques instruction for up to 20 students. The contractor shall provide classroom instruction, demonstrations and behind-the-wheel training. Tailored courses may be up to 10 days and no more than 20 students.” Please clarify the standard course length as opposed to the tailored course.

Answer 21: The standard course shall be six (6) days for up to twenty (20) students. A tailored course is anything different than the standard course content and length.

Question 22: Will the Government provide meals and lodging or would the option for onsite meals and lodging be welcomed as part of the proposal?

Answer 22: The government shall provide meals and lodging for government employees. If contractor has onsite facilities to support meals and lodging and would like to provide a quote for such, please make that a separate item.

Question 23: Is a PDSS anticipated prior to award?

Answer 23: Yes. If Course Supervisor has not been to training site previously.

Question 24: Reference: Sample Task Order, Page 4 of 43, RFP and Attachment 2; “Sample Task Order 0001 is an awardable task order that may convert to an actual Task Order upon contract award.”

Question: There is no Sample Task Order in the solicitation or as part of the package documents. Does the government have a Sample Task Order to price (i.e. another Attachment), or is the contractor required to price a “generalized” Tactical Driving Instruction course, providing the applicable ELIN costs on Tab 2 of Attachment 2 Excel Spreadsheet? (i.e. 6-day course, 12 students, with multiple training options?)

Answer 24: The Sample Task Order is for the standard Tactical Driving course of instruction as described in the PWS. The pricing for the Sample Task Order is required to be submitted in the appropriate tab within Attachment 2.

Question 25: Reference: PWS, Page 2, Section 4.1.4, which states; “The contractor shall ensure that all instructors are ready to teach the content assigned consistent with the contractor’s approved Contractor Quality Assurance Plan (QASP) (Section 5.4.8). In addition, RFQ Solicitation document, Page 13 of 43, Instructions for Volume 2, Section (d), which states; “The Quote shall include a completed Attachment 2 - Quality Assurance Surveillance Plan (QASP). The Offeror shall limit Volume 2 to 20 pages, exclusive of Resumes or Certificates and the completed QASP (Attachment 3).

Question: With Attachment 2 (Sample Quality Assurance Monitoring Form) being part of the Governments Quality Assurance Surveillance Plan (QASP) for the solicitation, are vendors requested to complete and submit with their proposal the sections of Attachment 2 covering the following to meet the Governments intent? Service or Standard, Survey Period, Surveillance method, Level of Surveillance, and Percentage of Items sampled During Survey Period.

Answer 25: The Government intends to use the QASP during performance of the contract Offerors are to submit a copy with their quote in acknowledgement of its use. Changes to enhance the QASP are acceptable.

Attachment 2 is a sample of the type of monitoring the government will employ, there is no requirement to fill out any portion.

52.222-99 - ESTABLISHING A MINIMUM WAGE FOR CONTRACTORS (DEVIATION 2014-O0017)

(JUNE 2014)

This clause implements Executive Order 13658, Establishing a Minimum Wage for Contractors, dated February 12, 2014, and OMB Policy Memorandum M-14-09, dated June 12, 2014.

(a) Each service employee, laborer, or mechanic employed in the United States (the 50 States and the District of Columbia) in the performance of this contract by the prime Contractor or any subcontractor, regardless of any contractual relationship which may be alleged to exist between the Contractor and service employee, laborer, or mechanic, shall be paid not less than the applicable minimum wage under Executive Order 13658. The minimum wage required to be paid to each service employee, laborer, or mechanic performing work on this contract between January 1, 2015, and December 31, 2015, shall be $10.10 per hour.

(b) The Contractor shall adjust the minimum wage paid under this contract each time the Secretary of Labor’s annual determination of the applicable minimum wage under section 2(a)(ii) of Executive Order 13658 results in a higher minimum wage. Adjustments to the Executive Order minimum wage under section 2(a)(ii) of Executive Order 13658 will be effective for all service employees, laborers, or mechanics subject to the Executive Order beginning January 1 of the following year. The Secretary of Labor will publish annual determinations in the Federal Register no later than 90 days before such new wage is to take effect. The Secretary will also publish the applicable minimum wage on www.wdol.gov (or any successor website). The applicable published minimum wage is incorporated by reference into this contract.

(c) The Contracting Officer will adjust the contract price or contract unit price under this clause only for the increase in labor costs resulting from the annual inflation increases in the Executive Order 13658 minimum wage beginning on January 1, 2016. The Contracting Officer shall consider documentation as to the specific costs and workers impacted in determining the amount of the adjustment.

(d) The Contracting Officer will not adjust the contract price under this clause for any costs other than those identified in paragraph (c) of this clause, and will not provide price adjustments under this clause that result in duplicate price adjustments with the respective clause of this contract implementing the Service Contract Labor Standards statute (formerly known as the Service Contract Act) or the Wage Rate Requirements (Construction) statute (formerly known as the Davis Bacon Act).

(e) The Contractor shall include the substance of this clause, including this paragraph (e) in all subcontracts.
