52.212-1 ADDENDUM – INSTRUCTIONS TO OFFERORS
The following are additional instructions to Offerors and shall be followed for proposal submissions:
(m) 1 General Instructions to Offerors
1.1 This is an all-electronic solicitation release. No hard copies will be mailed. Amendments to the solicitation will be posted to www.sam.gov. It is the responsibility of each Offeror to review the webpage for notice of amendments, updates, or changes to current information. The exclusive responsibility for the source selection will reside with the Government. Proprietary information submitted in response to this solicitation will be protected from unauthorized disclosure as required by the Procurement Integrity Act, 41 U.S.C. §§ 2101 et seq. and as implemented in the FAR. The proposal will be unclassified and treated as Source Selection Sensitive Information.
1.2 All proposals must be complete, self-sufficient, and respond directly to the requirements of the solicitation.
Any commitments made in the proposal shall become part of the resultant contract. Any significant inconsistency, if unexplained, raises a fundamental issue of the Offeror’s understanding and/or ability to perform under a contract.
This may be a basis for rejection of the proposal. In no case shall words like “we will comply with the requirements of the contract,” or equivalent statements, be acceptable to meet the requirements of this Request For Proposal (RFP). The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements. Use of documentation by reference, and not substantively incorporated into the proposal, will not be allowed and may be a basis for rejection of the proposal. Offerors shall provide separate responses to each Proposal Volume within the identified page limitations. Offerors shall not exceed the page limitation by cross referencing other sections of their proposals.
Failure to comply with these instructions may result in an Offeror’s proposal being excluded from further consideration for award. Offerors shall submit with their proposals a list of names and telephone numbers of persons authorized to conduct negotiations.
1.3 The Government intends to award a single Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this solicitation in accordance with FAR Part 12 Commercial Acquisition and FAR Part 15 Contract by Negotiations. The Government reserves the right to award a FFP contract without discussions or award FFP contract after discussions, whichever is in the best interest of the Government In addition, the Government reserves the right to not make any awards as a result of the solicitation.
1.4 The term “offer” as used in this solicitation shall be understood to mean “proposal”, respectively. Further, the term “award” shall be understood to describe the Government’s issuance of an order.
2 Proposal Preparation and Submission Instructions
2.1 Question Submittal. Offerors may submit written questions during the proposal preparation period. The technical proposal shall describe the Offeror’s capacity to produce and/or source items required by the solicitation and deliver them on-time without damage or defect. Orders will be placed throughout the year to support training needs and delivery will be to numerous locations. 6 VOLUME 3 – FACTOR 2 – Past and Present Performance
This section is limited to five (5) pages. Cover page, table of contents and/or acronym lists are not included in the five (5) page count.

Recent. In order to facilitate the Government’s evaluation of this factor, the Offeror shall provide information on contract performance within the last three (3) years from the date of this solicitation issuance. Experience prior to the last three (3) years will not be considered.
Relevant. The Offeror shall provide information on no more than the three (3) previous contracts whose effort was relevant to the effort required by this solicitation. Relevant is defined as similar performance in terms of scope (i.e.
PD types of doors/support material), magnitude (i.e. overall dollar amount ~$15M and/or approximately $2M or more per year), and complexity (i.e. multiple delivery locations) to the requirements of the RFP. The Government evaluation will focus only on work experience already performed. Yet-to-be performed work will not be considered. Past performance as a sub-contractor will be considered, but each submission shall state the percentage and type of work performed as a sub-contractor.
6.3 Past and Present Performance Questionnaire (Attachment 4). The Past and Present Performance Questionnaires shall include a minimum of one (1) and maximum of three (3) Past Performance Experiences. If there is no associated CPARS for the Past Performance experience, the Past Performance Questionnaires (Attachment 4) shall be utilized for performance under recent contracts or delivery orders that involve supplies that are similar in scope, magnitude, and complexity to the requirement contemplated herein. Offeror shall send Questionnaire(s) to the reference Government Point of Contact (POC) for that contract/delivery order, then the POC shall return the completed questionnaire directly to Holly Deignan at the following email address holly.l.deignan.civ@socom.mil with the following in the subject line: PAST AND PRESENT PERFORMANCE FOR H92240-21-R-0003 no later than close of solicitation to receive consideration. The Government is not required to, but reserves the right to, review any information received after the close of the solicitation. It is the Offeror’s responsibility to ensure the reference POC submits a timely questionnaire. At its discretion, the Government may also use the Past Performance Questionnaire to contact sources for additional information, where appropriate.
6.4 Past and Present Performance Information Sheet. For each Past and Present Performance Experience identified in para 6.3, the Offeror shall provide a background description of the effort along with discussing problems encountered during performance and its approach to solving them and any other constraints that may be encountered in performing the current requirement. The Offeror shall limit this volume to three (3) pages and shall reference only one contract/order per Sheet. The page count does not include the Past Performance Questionnaires.
6.5 Additional Past and Present Performance Information.
a. The Government may verify past performance information through existing data sources to include but not limited to CPARS. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government.
This past performance information may be used for the evaluation of past performance.
b. Offerors must clearly state in the proposal if they have no relevant prior past performance. If left blank, the proposal will be considered “not responsive” and may result in exclusion of the Offeror’s proposal from consideration from award.
c. In accordance with DFARS 215.305(a)(2)(A) Past Performance Evaluation: When a past performance evaluation is required by FAR 15.304, and the solicitation includes the clause at FAR 52.219-8, Utilization of Small Business Concerns, the Offeror shall provide information documenting its past performance in complying with FAR 52.219-9. (Limit of up to two (2) pages)
7 VOLUME 4 – FACTOR 3 – Price
7.1 The Offeror shall submit a fully completed Attachment 2 – Exhibit Line Item Number (ELIN) Price Listing TEP spreadsheet within the Microsoft Excel spreadsheet format provided by the Government. All proposed prices shall be provided as a Firm Fixed Price, therefore all proposed prices shall be inclusive of all material and shipping costs. All ELINs/Material require pricing for five (5) ordering periods lasting one year each, with pricing applicable based on the date of delivery order issuance. The per unit pricing for each ELIN/material for each of the five ordering periods will become the IDIQ Master Price List upon award of the contract. The Total Evaluated Price (TEP) will be automatically formulated by the Microsoft Excel spreadsheet provided by the Government, by calculating the Offeror’s proposed pricing across the total life of the contract. The quantities and locations utilized in the ELIN spreadsheet to calculate the TEP are estimated numbers utilized for pricing purposes and do not obligate the Government to purchase the material or quantities indicated. The TEP quantities and breakout per ordering period are based upon actual estimated needs. The Offeror shall not alter formulas in the Microsoft Excel spreadsheet provided by the Government. Failure to comply with this instruction may result in the Offeror’s proposal no longer being considered for award. The established pricing upon award will be utilized to award the first Delivery Order, which will satisfy the established minimum contract value to be obligated. The Government may require additional “other than cost and pricing data” prior to award.
7.2 The option provision at FAR 52.217-8 will be calculated at 50% of the value of the fifth ordering period for each applicable ELIN. This will be auto-calculated in Attachment 2 – Exhibit Line Item Number (ELIN) Price Listing TEP spreadsheet, thus no additional information is needed.
(End of provision)
52.212-2 ADDENDUM – EVALUATION
1 Introduction
1.1 This section outlines the criteria the Government will use in evaluating the Offeror’s capabilities and proposals for the Multifunctional Door and Support Material contract. The Government will compare each Offeror’s capabilities and proposal elements against the predetermined evaluation criteria related to the Government’s requirements defined herein. This is a competitive, Lowest Price Technically Acceptable (LPTA), source selection that will be conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15 and Defense Federal Acquisition Regulation Supplement (DFARS) Part 215 and applicable agency regulations.
1.2 Discussions. The Government intends to evaluate proposals and award a contract without discussions. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms and conditions from a technical, past and present performance and price standpoint. The Government reserves the right to make no award. The Government reserves the right to establish a competitive range and conduct discussions if the Contracting Officer later determines them to be necessary. The Government also reserves the right for efficiency purposes to only include the most highly rated proposals in the competitive range. Offerors may be asked to clarify certain aspects of their proposal. Exchanges conducted with regard to adverse past performance, or to resolve minor or clerical errors in any of the proposal volumes will not constitute discussions, and the Contracting Officer (CO) reserves the right to award a contract without granting an opportunity to revise the original proposal.
1.3 While the Government Source Selection Evaluation Board (SSEB) and the Source Selection Authority (SSA) will strive for maximum objectivity, the source selection process, by its nature, is subjective, and therefore, professional judgment is implicit throughout the entire process. The proposals will be evaluated based upon a rating system consisting of Acceptable or Unacceptable. The SSA will base the source selection decision on the LPTA proposal when evaluating all factors stated in the solicitation. Proposals receiving an Unacceptable in any Factor will be ineligible for award.
2 Lowest Price Technically Acceptable Evaluation. The Government intends to issue a single IDIQ award and the initial Delivery Order as a result of this solicitation; however, the Government reserves the right to not make any award based upon the results of the proposal evaluations.
2.1 The evaluation will consist of an evaluation of the Technical Capability, Past and Present Performance, and Price, which are outlined below.
2.1.1 Factor 1: Technical Capability will be evaluated on an Acceptable or Unacceptable basis using the DOD Source Selection Guide adjectival rating technique. An Unacceptable rating will render the proposal ineligible for award and the Government will not further evaluate the remainder of the proposal.
2.1.2 Factor 2: Past and Present Performance will be evaluated on an Acceptable or Unacceptable basis using the DOD Source Selection Guide adjectival rating technique. An Unacceptable rating will render the proposal ineligible for award and the Government will not further evaluate the remainder of the proposal.
2.1.3 Factor 3: The Price Factor will not be given an adjectival rating or scored.
The Government will award a contract resulting from this solicitation to the responsible Offeror whose proposal conforming to the solicitation is the LPTA proposal. The following factors shall be used to evaluate proposals:
Administration Information: Contract Forms and Certifications Volume 1
Factor 1 –Technical Capability Volume 2
Factor 2 – Past and Present Performance Volume 3
Factor 3 – Price Volume 4
All proposals received from eligible Offerors will be initially evaluated for completeness and conformance with the RFP instructions. Incomplete and nonconforming proposals will not be further evaluated. All complete and conforming proposals will be considered in terms of price, lowest to highest, and then the apparent lowest-priced Offeror will be evaluated for acceptability under the Factor 1 - Technical Capability as well as under Factor 2 - Past and Present Performance. If the lowest-price Offeror is determined unacceptable under Factor 1 or 2, the acceptability of the next lowest-price Offeror will be evaluated, continuing this process as necessary until the LPTA Offeror is identified. The Government reserves the right at its discretion (but is not required) to seek additional information from the lowest priced Offeror for evaluation and award purposes without seeking information from other Offerors or allowing other Offerors to submit revised proposals.
3 FACTOR 1 – Technical Capability
The Government will evaluate information submitted by the Offeror for this factor and will assign an Acceptable or Unacceptable rating per Table 1 below.
Table 1 – Technical Capability Ratings
Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation Unacceptable Proposal does not meet the requirements of the solicitation
Offerors must have the capacity to produce and/or source items required by the solicitation and deliver them on-time without damage or defect to receive an Acceptable rating. The proposal must demonstrate a thorough comprehension of, and capabilities to perform, the requirements outlined in Attachment 1 – Product Description (PD) which include the ability to ensure conforming, non-defective/damaged products in accordance with Attachment 1 – PD para 5.0, 2) ability to deliver items to numerous locations within the Continental United States (CONUS), and 3) capability to deliver ALL items within the stated delivery timeline and at varying (large and small) quantities.
Offerors are cautioned not to simply rephrase or restate the Government’s requirements; lack of sufficient detail for substantiating the validity of stated claims will result in an Unacceptable rating. Proposals that do not demonstrate a thorough comprehension of, and capabilities to perform, the requirements outlined in Attachment 1 – Product Description (PD) will be rated Unacceptable.
4 FACTOR 2 – Past and Present Performance
4.1 The Government will evaluate the Offeror’s probability of meeting the contract requirements considering recency, relevancy, and quality of the Offeror’s record of past performance. The Government will consider the holistic nature of the offeror’s record in assessing an Acceptable or Unacceptable rating at the Factor level. The performance evaluation will be based on the data in the Offeror’s proposal along with any additional information found in Government systems such as Contractor Performance Assessment Retrieval System (CPARS), the Federal Awardee Performance and Integrity Information System (FAPIIS), and the Supplier Performance Risk System (SPRS). In conducting a past performance evaluation, the Government is not limited solely to these resources.
4.2 With respect to Recency, the Government will assign a rating of Recent or Not Recent to each contract/order in accordance with the Recency ratings in Table 2 below. The Government will not evaluate past performance submissions that are not recent.
Table 2. Past and Present Performance Recency
Recent
Contracts/orders performed within the last three (3) years from date of solicitation issuance or the Offeror’s performance record is unknown.
Not Recent
Contracts/orders performed outside the last three (3) years since solicitation issuance
4.3 With respect to Relevancy, the Government will assign a Relevancy rating to each contract/order in accordance with the Relevancy ratings in Table 3 below. Relevancy will be determined based on the degree to which the submitted experiences are relevant to this effort concerning scope (i.e. PD types of doors/support material), magnitude (i.e., overall dollar amount ~$15M and/or approximately $2M or more per year), and complexity (i.e.
multiple delivery locations). The Government does not assume the duty to search for data to cure any problems it finds in the past performance information provided by the Offeror; the burden of providing thorough and complete relevant past and present performance information remains with the Offeror.
Table 3. Past and Present Performance Relevancy
Relevant (R)
Present/Past Performance effort involved similar scope and magnitude of effort and complexities this solicitation requires, or the Offeror’s performance record is unknown.
Not Relevant (NR)
Present/Past Performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
4.4 The quality of offeror’s past performance will be considered in assigning an Acceptable or Unacceptable rating at the Factor level in accordance with Table 4 below. The Government will not assign separate quality ratings.
Table 4. Past and Present Performance Ratings
Adjectival Rating Description
Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, Or the Offeror’s performance record is unknown.
Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.
4.5 Regarding evaluation ratings and findings listed above, since it is impossible to anticipate the nature of each Offeror’s proposal in advance or to describe all the qualities and considerations that could result in one of the above definitions, these definitions should be looked upon as examples of typical characteristics, and will be used as a guide or reference rather than a rigid measure to be followed word-for-word. Evaluators will be instructed to select the rating/definition that most closely fits the value or desirability of the Offeror’s proposed performance.
4.6 Neutral Rating: Offerors without a record of relevant past performance or for whom information on past performance is not available (“unknown”) will not be evaluated favorably or unfavorably on past performance and as a result, will receive a “neutral” rating. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable”.
4.7 ADVERSE PERFORMANCE INFORMATION: Adverse past performance is defined as past performance information that supports a less than acceptable rating on any evaluation aspect or any unfavorable comments received from sources without a formal rating system. When relevant performance records indicate performance problems, the Government will determine the appropriate rating of Acceptable or Unacceptable, taking into consideration the number and severity of the problems, the appropriateness and/or effectiveness of any corrective actions taken (not just planned or promised), and the Offeror’s overall work record. Prompt corrective action in isolated instances may not outweigh overall negative trends. If adverse performance information is provided to the Government, and the Offeror has not previously had an opportunity to comment on the finding, then the Offeror will be given the opportunity to provide clarifications concerning the adverse information. Such exchange alone does not constitute discussions.
5 FACTOR 3: Price Factor Evaluation
5.1 All prices for each ordering period covering the entire five years of proposed pricing and FAR 52.217-8, will be evaluated in order to determine that the Total Evaluated Price (TEP) is fair and reasonable IAW FAR 15.404 based on a comparison of the Offerors’ prices at the TEP level and using adequate price competition in accordance with FAR 15.404-1(b)(2)(i). The Attachment 2 – Exhibit Line Item Number (ELIN) Pricing spreadsheet which contains the TEP example will also be evaluated for completeness on each ELIN, and for evidence of unbalanced pricing in accordance with FAR 15.404‑1(g). The Government reserves the right to use other price analysis techniques and procedures, if deemed necessary, to ensure a fair and reasonable price. The Government is not performing price or cost realism and will conduct price analysis to assess whether prices are excessively high.
Note that pricing for all items is required, otherwise the proposal may not be considered eligible for award.
The Government will evaluate proposals for award purposes utilizing the TEP Pricing Example provided in Attachment 2. The quantities included in the pricing example are for evaluation purposes only and does not obligate the Government to purchase that exact amount. The TEP will be automatically formulated by the Microsoft Excel spreadsheet provided by the Government, by calculating the Offeror’s proposed per unit pricing for each material item listed for each ordering period (5 ordering periods total) x the Estimated quantity (same quantity is being utilized for each ordering period) plus the option provision at FAR 52.217-8. The Offeror shall not alter formulas in the Microsoft Excel spreadsheet provided by the Government.
The Government will evaluate the option provision at FAR 52.217-8 at time of award. The value of this option shall be 50% of the value of ordering period five for each applicable ELIN.
