AMENDMENT 0001 of RFQ# GSASPB-16-Q-0010

1. Question: What does this mean for National Industries for the Blind?

Answer: This procurement is open to all small businesses.

2. Question: Is 2.6oz instead of 2.5oz soap bars ok?

Answer: No, the requirements are staying the same. No deviations will be accepted.

3. Question: A careful reading makes it clear that the NAICS assignment must be made according to the nature of the product or service being procured, and not the nature of the establishment from which it is expected to be procured.

As a consequence, use of NAICS codes in the 42, 44 and 45 series is prohibited, and may result in the establishment of an incorrect small business size standard for the procurement.

Answer: NAICS code has been updated in Amendment Number 0002.

4. Question: Are there packaging requirements? ( i.e “kits per package” , 10 kits per package, 20 packages per case)?

Answer: Please refer to Section C.2.2 that states

“All items listed above must be placed in the Wash Basin, enclosed in a clear 3 mil plastic bag, with a twist tie for closure.”

Furthermore, the RFQ does not specify the number of kits per packaged but does state that

“The vendor shall meet the following packaging requirements: Packaging shall be shipped on industry standard size pallets (48 inches in length and 40 inches in width, 4-way). Pallets of the items shall be fully covered on all sides (excluding the bottom only) with a minimum of (10) layers of stretch-wrap. The stretch-wrap shall extend over the top of the packaged product by a minimum of six inches which creates a protective layer on the top of the package. Material shall be stacked so the total height of each pallet and material does not exceed 55 inches.”

5. Question: Is this a new requirement?

Answer: Yes

6. Question: If currently under contract, who is the Contract Holder and what was the initial Award for the base and option years.

Answer: New Procurement

7. Question: I am asking if you would be willing to either set this aside for AbilityOne or look closely at awarding our NPA the contract?

Answer: This procurement is set aside for all small businesses as under FAR 8.703 and 8.704 the wash kits are not on the Mandatory Procurement List.

8. Question: In order to be able to deliver within 725 hours in case of emergency, we will need to have these kits ready to go. With this said, will FEMA/GSA guarantee that they will be purchasing at least

20,000 kits?

Answer: No, GSA will not guarantee purchasing any wash kits.

9. Question: Could you please revise the NAICS code to be more appropriate for Wash Kit?

Answer: The NAICS code has been revised in Amendment Number 0002.

10. Question: Could you extend the deadline for questions?

Answer: The deadline for questions will not be extended.

11. Question: Has this product been provided under a different contract previously?

Answer: No, this is a new procurement.

12. Question: B.2 General states that GSA estimates on average 20,000 wash kits will be delivered annually. What is the estimated 20,000 wash kits annually based on; is this quantity maintained on hand by FEMA?

Answer: The estimate is based off market research of similar kitting components procured for

FEMA or by FEMA over the past three years.

13. Question: Is there a minimum number of wash kits annually that can be guaranteed?

Answer: There is no minimum number of wash kits guarantee. As the RFQ stipulates “any actual orders that result from the establishment of the BPA(s) could result in orders requiring more or less than the stated annual estimate of 20,000 wash kits.

14. Question: Does GSA/FEMA have a preferred quantity per case for the items packaging?

15. Question: Is there a specific material required for the disposable towels?

Answer: There is no specific material for the disposable towels.

16. Question: Is there a specific material required for the disposable towels?

Answer: There is no specific material for the disposable towels.

17. Question: Are there any further specifications for the bar of soap that is required in the kit such as fragrance-free, antibacterial, deodorant or non-deodorant

Answer: There are no further specifications for the bar of soap.

18. Question: Section B.3 states this is a Firm Fixed Price BPA. Is the FFP contract type meant to set the unit price per wash kit for each BPA awardee?

Answer: The Firm fixed price BPA means that the offeror must submit wash kits pricing for the base period and all option periods.

19. Question: Section C.9 states that all future requirements for wash kits will be competed among BPA holders. Will unit cost pricing be set at unit price provided in the BPA holder’s original quote or will all pricing including the unit cost be re-bid at the time of each delivery order?

Answer: The RFQ stipulates that all delivery orders will be competed among BPA holders.

Emergency Delivery Orders

During Emergency efforts the requirements will be competed among the BPA holders either through verbal or electronic means. The basis for order awards will be a best value determination considering delivery (capability, tracking and palletizing) and price. For individual task orders, delivery is the single most significant factor in the award decision.

Delivery is significantly more important than Price.

The Government will perform a delivery schedule/price trade off analysis and select the BPA holder that provides the best value. If the delivery schedule is equal, price will become more important.

Replenishment

During replenishment efforts, requirements will be competed among the BPA holders by the government by electronic means. Under the circumstances of replenishment, the urgency of the requirement may be less and the government may find better value in utilizing the Lowest Price

Technically Acceptable (LPTA) approach. The government reserves the right to conduct a best value trade-off. The CO shall have the authority to make a best value determination once he or she has all the information available; and at that point he, or she, shall make a determination to utilize trade-offs or LPTA to support their best value determination for each individual acquisition.

20. Question: B.4 states to place a check mark in each box that applies to your ability to meet the requirements. Is this table to be used for pricing as well? Should pricing with the unit cost per kit or extended cost for the quantity shown at the top of each column?

Answer: Under Heading B.4, it states to put a check mark if the offeror can meet the estimate quantity delivery requirements within a 24, 48 and 72 hour time period. That section is not requesting pricing.

21. Question: Should the unit cost for the base year and each option year be provided as the table in section

B?

Answer: The RFQ does not stipulate a format for pricing. The RFQ requests the offerors to provide a price volume that must cover all requirements of Section C. All information regarding price must be submitted in this volume. The offeror must submit wash kits pricing for the base period and all option periods. The pricing must address the cost per wash kit for the Offeror to ship orders to all locations throughout the 48 contiguous United

States, District of Columbia, Alaska, Hawaii, Guam and Puerto Rico.

22. Question: There is not column for replenishment orders in the table provided in section B. Will a column be added for that type of order or should it be provided separately from the table?

Answer: The RFQ has been amended, please see Amendment Number 0002.

23. Question: Section E.10 states shipping costs will be requested and evaluated at the time of Delivery

Orders then a later sentence contradicts it. It states GSA will not require a detailed shipping costs; an estimate will be required instead. Is the estimated shipping cost due for all locations, timeframes, quantities listed in the table provided in section B with this solicitation response or at the time each delivery order is competed?

Answer: The RFQ has been amended, please see Amendment Number 0002.

24. Question: I would like to confirm that the bath, face and wash cloth are to be in separate individual heat sealed bags and all items placed in another bag?

Answer:

The RFQ stipulates that the disposable bath towel must be in a heat sealed clear plastic bag, the disposable face towel must be in a heat sealed clear plastic bag, and the disposable wash cloth must be in a heat sealed clear plastic bag. All items, the bar of soap, soap holder, disposable bath towel, disposable face towel, and disposable wash cloth must be placed in the Wash Basin, enclosed in a clear 3 mil plastic bag, with a twist tie for closure. Please refer to answer in Question

24.

25. Question: Our vendor is able to comply with all of the requirements including delivery schedule however states that it is not possible for some of the items to be made in the US. Is this request strictly

Buy American?

Answer: As the RFQ states in C.2.3 all wash kits must be Trade Agreement Act (TAA) compliant unless excepted by FAR Subpart 25.401 (1) Acquisitions set aside for small business. If excepted by

TAA the Buy American Act (BAA) still applies.

26. Question: Can all three wash towels/cloths be in a “heat sealed clear plastic bag” or must they be placed in the “heat sealed plastic bag separately?”

Answer: All wash towels and cloths must be individually sealed in a heat plastic bag. Please refer to answer in Question 24.

27. Question: Do you require samples of the kit? Or just pictures of the components?

Answer: As the RFQ stipulates in Section E.9, the offeror must provide item part numbers and pictures of each item demonstrating that it can provide all items and meet the specifications.

28. Question: If 20,000 kits are held in “contingency inventory” so that 1/3 can be shipped within 24 hours, 1/3 in 48 hours, and 1/3 in 72 hours, how will these kits be liquidated at the end of the contract?

Answer: The GSA is setting up a BPA, as the total quantity or delivery requirements are not known in advance and may vary considerably. As stated the total amount estimated could be more or less than 20,000. That could be zero or could be a number in excess of 20,000.

There is no guarantee minimum or maximum amount. The government is not requesting contractors to develop an inventory. If a contractor does create an inventory that company does so at their own risk.

29. Question: In the Price Volume will there be only 1 CLIN with two transportation costs: 1) normal replenishment, and , 2) for emergency transportation?

Answer: Please read the RFQ, this is not a contract. A BPA is an agreement with the government, so it would be an Agreement Line Item Number (ALIN). The Pricing section was revised in

Amendment Number 0002.

30. Question: Are the estimated shipping costs to be listed separate from the Kit cost? Do we provide estimate one-day, two-day and three-day shipping costs to:

i. CONUS

ii. Alaska

iii. Hawaii

iv. Guam

v. Puerto Rico

Answer: The Pricing section was revised in Amendment Number 0002.
