4.
How many trailers of furniture will GSA Franconia accept from this project each day?
1 Trailer or 2 straight trucks per day. This is per side at the warehouse, so equipment can be delivered on the other side concurrently.
5.

6.
Are there any special requirements for the delivery of refrigerators/freezers to the warehouse?
Yes, we will accept working refrigerators on the furniture side. All refrigerators are in working order
7.
Is there a secured area for contractor to leave equipment after 6 pm?
No. GSA does not have an area for equipment removed from Metro IV.

with the rest of the spreadsheet and how the vendor is to ensure its represented in the pricing proposal, it would be appreciated.
12.
Are bidders to presume that the quantities to be moved, whether internally, to disposal, or to GSA
(excess), are the same as the quantities surveyed under the original RFQ?
The quantities have changed some, as the furniture slated for disposal has been further defined. Use the most current quantities list provided in the revised
SOW.
13.
Are there any 'substantive' changes between the RFQ
SOW and the Solicitation SOW that we should be made aware of?
Some language was changed to reflect the move activities to specifically an excess/surplus move.
Additionally disposal list was added, which changed the quantities on the
14.
At the GSA warehouse facility, must chairs with wheels be palletized, or only those without wheels?
No, chairs do not need to be palletized
15.
At the GSA warehouse facility, if goods arrive already palletized in keeping with warehouse procedures, will the GSA personnel use forklifts to unload the trucks or, must the driver bring a pallet-jack to perform unloading?
We will use our forklifts to unload as long as they are palletized. The contractor must unload all other property.
16.
At the GSA warehouse facility, once pallets are off the truck, is it the GSA warehouse responsibility to locate the pallets internally?
We can keep the pallets or you may pick them up once we have removed the property. It's up to you.
17.
Regarding security requirements, approximately how long is the start-finish time to file and receive approval for forms SF-85 and OF-306?
As specific to this project, the movers will be escorted, by GSA/Building Management, or CDC, therefore the security requirements will be as follows:
1) Fingerprinting or other fitness determination paperwork will not be required. The contractor will be issued a paper visitor badge.
2) The contractor will sign in daily at the visitor's register and provide a current approved government identification (e.g., drivers license, passport, military
ID) or other photo ID (e.g., student or employment) for identity verification. Sign in at loading dock.
For Non-U.S. Citizens working on the contract Meet all requirements in the SOW
18.
Regarding security requirements, the term "Fitness
Determination" is used with regard to clearances of personnel. Are we to assume that this is from a standpoint of 'paperwork' and 'authorizations' as opposed to 'physical' requirements? Not connected with physical requirements
19.
In keeping with the original GSA RFQ, are we to not include "Open Market" items in our pricing?
20.
At the GSA warehouse facility, is it to be expected that a 'limited' number of deliveries may be received within the first week? Can the GSA provide an approximate number of deliveries they might be able to receive?
The GSA warehouse is reserved to receive goods from time of award through March 31. It is the assumption that all furniture and equipment can be delivered to the warehouse in this time frame.
21.
Regarding the provided Proposal Breakdown, the format used is contrary to the listing of pricing, including all categories, that is generally provided. Is this not a firm, fixed price contract award? The
Quantity category would infer the Government is telling the bidders what quantity of each to provide pricing for. Question: How did the Government come up with these, and how can we use these quantities if they are significantly different than our calculations suggest? The categories Crew and
Labor, while listed separately, are the same in our terminology. Question: How are we to distinguish between drivers, helpers, installers, warehousemen, and packers, which are the labor categories we utilize? The Unit category should include pricing for single units, whether hours, materials, days, equipment, etc. Question: Inasmuch as this project is not being billed hourly (time and materials), why must we provide a pricing breakdown in this elaborate detail? What pricing is to be provided for
General Conditions? What is the Labor# 336 in the
Project management description? Please see attached revised breakdown.
22.
If materials are to be included in the pricing breakdown, where do they fit into this format? Please see attached revised breakdown.
23.
One part of the SOW states the requirement for the contractor to provide SKIDS (page 2.2.2), while
(page 3.9.iii) would infer that the goods are to be placed onto a SKID at the facility, which could lead a prospective bidder to think the GSA is responsible for providing the SKIDS. Question: Whose responsibility is it to provide warehosue skids? We(GSA Warehouse) will provide the skids.
24.
I fully understand wanting to know how long prospective bidders will require to remove the goods from the building, whether hours per day or number of days. It is understood that all bidders have between 5-10 days to complete the removal. The real intangible to this move, as with all large moves going to the GSA facility is their availability on any given day - which is rarely quick and/or flexible, due only to the volume of activity.
GSA PM has reserved days at GSA warehouse for deliveries Mon-Fri. 7-11 am as indicated in SOW from time of award to March 31, 2017.
25.
This project requires that all of the goods be removed from the building and returned to the bidder's facility, where they will then be palletized in preparation for transport to GSA - when GSA is ready. The goods cannot be palletized at the Metro
IV building because it could not be accomplished within ten days. For this reason, the Description
"Trucks - Pick Up and Delivery" cannot be utilized in addition to the Description "Move Labor Furniture and Equipment" because they are the same thing.
GSA will provide skids at the warehouse, so the need to palletize at contractor facility may be applicable.
The GSA warehouse is reserved to receive goods from time of award through March 31. It is the assumption that all furniture and equipment can be delivered to the warehouse in this time frame.
26.
It would appear that you are seeking a breakdown of move functions, including:
1) How many days to remove from Toledo IV and how much? (Which includes Move Labor - Furn and
Equip)
2) How much to prepare and deliver to GSA-
Franconia?
3) How much for trailer storage? Question: Are we all to bid on 2 months/60 days???
4) How much for disposal?
5) How much for building protection? Really???
This should be included in
#1
6) How much for installer charge for fitness equipment? Simplify this into one category.
7) General Conditions??? Unless you can clarify this, Strike it.
8) How much for Project Mgmt/Supervision?
For question 3. Bid on not to exceed 2 months
27.
My suggestion would be to ask for #s 1, 2, 3 (with a specified number of storage days), 4, 6 (how much for the fitness center-complete?), and 8, plus a separate category for materials, which you may further ask for an itemization thereof, or not. Please follow the instructions given.
28.
Unless you need to know the number of drivers, helpers, packers, installers, and supervisors and how many hours for each and number of days, you're asking for a very elaborate proposal breakdown form, which has not been provided as part of this solicitation. When you factor in the materials to be used, this format is not sufficient for completion. Please follow the instructions given.
