About this file
This document is a Modification No. 1 Memorandum issued by the Florida Department of Management Services (DMS), signed by Secretary Pedro Allende, modifying the original authorization for DMS to use the General Services Administration (GSA) Multiple Award Schedule (MAS) as an Alternate Contract Source (ACS). The modification pertains to state purchasing guidelines under section 287.042(16) of Florida Statutes, involving the state of Florida's procurement processes.
The modification specifically updates Section 3.b. of the original authorizing memorandum, establishing new requirements for DMS when considering purchases through the GSA Multiple Award Schedule. Prior to making a purchase, DMS must now determine in writing that the required contractual services or commodities are not available on another Alternate Contract Source, or demonstrate that the MAS offers the best value after requesting and comparing quotes from different contract sources. If products or services are available on another enterprise ACS and DMS identifies the MAS offering as the best value, they must include a written justification statement in the contract file and purchase order explaining why the MAS purchase represents the most advantageous option.
