About this file
This document is a "How to Use This Contract" guide for the General Services Administration (GSA) Multiple Award Schedule (MAS) Alternate Contract Source (ACS) issued by the Florida Department of Management Services (DMS). The document provides guidelines for Florida state agencies to purchase products and services through the GSA Cooperative Purchasing Program, specifically outlining the requirements and procedures for state agencies to utilize this contract vehicle under section 287.042(16) of Florida Statutes.
The contract allows Florida state agencies to purchase any products, services, and solutions offered under the GSA MAS that are not available through existing Florida State Term Contracts. State agencies must request quotes from a minimum of 25 GSA MAS vendors, focusing on cooperative-purchasing vendors, and select the vendor offering the best value based on factors including price, past performance, warranty terms, maintenance availability, and delivery conditions. For purchases exceeding $10,000,000, agencies must submit a Form PUR 7102 to DMS for review and approval. The preferred purchasing method is through MyFloridaMarketPlace (MFMP), where agencies must create non-catalog requisitions and include specific details like the vendor's GSA contract number and appropriate commodity codes.

What Can be Purchased from This ACS?
Any products, services, and solutions offered under the GSA MAS through GSA’s Cooperative Purchasing Program, that are not available from a Florida State Term Contract, or another ACS as outlined below.
Procurement from GSA MAS Under This ACS:
• Executed Agency ACS Agreement. State agencies must have an executed GSA MAS Agency ACS
Agreement in place before purchasing from the GSA MAS. Executed Agency ACS Agreements can be viewed from the contract webpage at:
General Services Administration Multiple Award Schedule / Alternate Contract Source / State Contracts and Agreements / State Purchasing / Business Operations / Florida Department of Management Services - DMS (myflorida.com).
• State Term Contracts and Other Alternate Contract Sources.
o Prior to requesting any quotes or making any purchase off the MAS, state agencies shall determine in writing that the contractual services or commodities are not available on a State Term Contract as defined in section 287.012, F.S.
o Prior to making any purchase off the MAS, state agencies shall determine in writing that the contractual services or commodities are not available on another ACS established pursuant to section 287.042(16), F.S. or section 287.057(3)(b), F.S., or the state agency shall determine in writing that the MAS offers best value after requesting and comparing quotes obtained through an ACS and MAS. • Requesting Quotes. State agencies are required to request quotes each time they purchase from the GSA MAS. The specific format for requesting quotes is at the state agency’s discretion.
o Requirements for requesting quotes must be in accordance with applicable State of Florida statutes and rules. Quotes must be requested from a minimum of 25 GSA MAS vendors.
o Quotes must be requested from GSA MAS vendors that are authorized, through the Category(ies) and Special Item Number(s) awarded under their GSA contract(s), to provide the types of commodities and /or contractual services being sought by the agency.
o GSA MAS vendors without the cooperative purchasing designation may be counted for purposes of applicable quote requirements, provided the vendor responds with a quote. The cooperative-purchasing GSA MAS vendor offering the best value should ultimately be selected.
o State agencies must document justification for any selection based on receipt of fewer than two quotes. The written justification should be attached to any resulting contract and purchase order, as applicable.
o The GSA’s electronic quote system, eBuy, may be used to obtain quotes or proposals for services, large quantity purchases, big ticket items, and purchases with complex requirements.
When requesting quotes in GSA eBuy, the following language is recommended:
“These quotes are being requested under the GSA Multiple Award Schedule – (Insert applicable MAS Category and Special Item Numbers) by the authority of the GSA Cooperative Purchasing Program. Contractors must include their GSA contract number with their responses to be considered for award.”
• Best Value Determination. After receipt and review of quotes, the cooperative-purchasing GSA MAS vendor offering the best value should be selected taking into consideration, at a minimum and to the extent applicable, the following: price, past performance, probable life of the item, warranty terms, maintenance availability, delivery terms, and trade-in considerations.
o State agencies are encouraged to request lower/better pricing from GSA MAS vendors but are reminded that vendors are not required to comply. GSA MAS vendors are not required to pass on to all purchasing entities a price reduction extended only to an individual or specific authorized buyer.
o State agencies should ensure all quotes received are fairly considered and award is made in accordance with the quote request and Chapter 287, F.S.
• PUR 7102. For any MAS purchase exceeding $10,000,000.00 for the initial term (excluding optional renewal terms), state agencies should submit to DMS a Form PUR 7102, Agency Request for Approval of Alternate Contract Source, for review and approval prior to completing the purchase. State agencies must not separately procure portions of a project in a way that circumvents this requirement.
• Purchase Orders. State agencies that use MyFloridaMarketPlace (MFMP) must issue a purchase order through MFMP for all purchases made from the GSA MAS. Purchase orders must comply with all legal requirements, such as inclusion of statutorily required terms and conditions.
• Federal Ordering Guidelines. Pursuant to 40 U.S.C. § 502(f), state agencies must use the MAS in accordance with the ordering guidance provided by the Administrator of the GSA, including any restrictions on use or additional requirements contained therein.
