Text version

Under Tab C: Technical Approach, we are directed to “provide a written narrative describing the Quality Control Plan used for the contract submitted for consideration in Factor 1A.” The term “Factor” does not appear in the “Instructions” discussion, save for this mention. The described contents are designated only in terms of “Tabs,” while the “Evaluation” discussion is conducted in terms of “Factors” and “Tabs.” If we are guided by “Factor 1A” of the “Evaluation “discussion, this would appear to lead us to “Factor 1: Corporate Experience – TAB A.” Are you requesting that our “Corporate Experience” (alternately listed as “TAB A” and “Factor 1 – TAB A”) discussion be focused on our “Experience” with Quality Control Plans?

Response: The Tabs are placeholders where the submission of information shall be organized. For example; Factor 1 should be under Tab A.

GSA requires that a offerors ‘s Corporate Experience focuses on the actual requirement that demonstrates a Bidders actual experience to provide O&M services as specified in the SOW.

The “Instructions” are listed in terms of “Volumes” (I and II) and TABs, while the “Evaluation” discussion lists items in terms of “Factors” (4 in total) and TABS (A, B, C & D). Since “Factor 4: Pricing” is listed as TAB D in the “Evaluation” discussion, does this mean the TAB D is actually “Volume I – Price Proposal” as discussed in the “Instructions?” If so, which would you prefer we designate the Price proposal – Volume I or Tab D or both?

Response: Tab D is not need and is hereby removed from the RFP. The Price Proposal shall be Volume 1 and the Technical Proposal shall be Volume 2.

Under the directive of the “Performance Work Statement” of the SOO, offerors are directed that “To be acceptable for award, offerors must submit a performance work statement that meets all of the objectives reflected in Exhibit J-1”(emphasis added). This is clearly and important submission, but it does not appear in the “Instructions to Offerors,” nor is it mentioned in the “Evaluation” narrative.

Response: In order for Bidders to have their proposals evaluated, the offerors MUST submit a written narrative describing the Quality Control Plan as a requirement for this procurement. If the written narrative describing the Quality Control Plan is not submitted with the proposals the offerors’s proposal WILL NOT be evaluated.

The Primary 8(a) must meet the past performance requirements solely.

Response: GSA will accept and evaluate the Joint Venture’s past performance and relevant experience jointly as one 8(a) entity.
