It consists of approximately 30 buildings with 600,657 gross square feet and all supporting infrastructure to include over 1000 surface parking spaces. Many buildings date back as early as 1916 and they have historical significance. The campus experienced growth as an educational institution until it was conscripted by the Navy after Pearl Harbor. The navy maintained a program of renovation and conversion of existing buildings and built some new buildings during WWII.
The Navy turned the campus over to GSA just after the 911 terrorist attacks and GSA has managed the property for the Department of Homeland Security customer since 2003. B.5. PRICE
Contractors shall quote a price for all contract line items in order to be considered for award, please follow format provided in section B7: Pricing Sheets.
For the price evaluation, the Government will evaluate price proposals of offerors for award purposes:
Step 1) adding the total price for the Base and all Option Years, Step 2) add the Additional Services (multiplied by estimated quantities) to the total price including all options. Award of options will not obligate the Government to exercise them.
B.6. ADDITIONAL SERVICES
(a) Maximum Total Amount for Additional Services: The additional work under the base year and each of the option years will each have a Minimum Order Amount of $_100.00_______ and Maximum Order Limit (MOL) of $500,000_ for a total potential aggregate contract total of $_2,500,000_in addi-tional services.
(b) Additional services and reimbursable repairs will be procured through the issuance of contract task orders as requirements occur. Contract task orders will be issued using the GSA Form 300, titled “Order for Supplies and Services.” A GSA Form 300-A may be used for continuation sheets when neces-sary. Attachments forming part of each contract work order may also be used for lengthy statements of work, etc. All contract task orders will be priced with an appropriate fixed dollar value and indicate a per-formance period for the required services. The task order performance period may extend beyond the expiration date of the current contract effective period (The end date for either the base year or exercised option years whichever is latest). Task orders, and associated modifications, must be signed by the Con-tracting Officer or a designated Contracting Officer’s Representative (COR) with sufficient contracting of-ficer authority to be valid. (The Contracting Officer will designated COR’s in writing.) The GSA Form 300 or SF30 will also be used to modify issued task orders when necessary.
(c) The hourly contract man-hour rates shall be used for pricing the level of effort in each contract task order. Rates for disciplines not included in the initial contract must be priced and incorporated by modification to the basic contract before being used in contract task orders unless adequate cost and pricing data is available to demonstrate the reasonableness of the rate/cost.
(d) When authorized or requested by the Government, reimbursable incidental expenses required in connection with the work scope shall be included as part of the cost breakdown in the proposal. The firm fixed price for each contract task order will be based on fixed hourly rates established in the contract for the effective period(s) when they will be performed, the negotiated level of effort for each required disci-pline, travel (if authorized), miscellaneous items, reproduction costs, deliverables, and all other terms agreed upon by the parties.
(e) The estimated hours provided on the attached spreadsheets are for evaluation purposes only.
They are not intended to provide any indication of the amount of additional work that the government may or may not request under the contract.
(f) The hourly rates proposed by the Contractor and accepted at contract award for each respective performance period, i.e., the base year or one of the four option years, are to be fixed for the duration of that period, including any short term extensions to the last option period not exceeding six (6) months.

SECTION C – STATEMENT OF OBJECTIVES
1.0 PURPOSE AND PROGRAM OBJECTIVE
GSA’s Public Building Service (PBS) National Capital Region (NCR) is seeking innovation with acquisition and implementation of a Federal Building Services Program (BSP). The objective of the NCR BSP is to procure an integrated and cost-effective operations and maintenance (O&M) program for the facilities covered by this solicitation that meets the objectives set forth herein.
2.0 BACKGROUND
Historically, GSA has procured only the mechanical maintenance component of the entire Facilities Management Program. These procurements were normally detailed guidance regarding the "how to" accomplish maintenance tasks and strict adherence with procedural guidelines. To ensure compliance, the government engaged an inspection program that effectively became the contractor’s Quality Control Program (QCP). This process denied the Government the benefit of the contractor's professional judgment, innovation, and collaboration. The objective of this solicitation is to employ a different approach.
3.0 MANAGEMENT OBJECTIVESThe primary management objectives include:
• Allowing the contractor maximum flexibility to innovate while managing program cost, schedule, performance, risks, warranties, contracts and subcontracts, vendors, and data required to deliver an effective BSP,
• Maintaining a clear government visibility into the program deliverables, costs, schedules, tech-nical performance, and shared risk, and
• Operating, maintaining and preserving real property assets.
4.0 OPERATIONAL OBJECTIVES
The contractor will integrate all aspects of building operations and maintenance, tenant satisfaction, energy conservation, environmental quality, as well as providing stewardship of each building via coordination with other contractors serving the mission. The contractor will support on-going coordination with design and construction programs, and the implementation of cost-effective repair strategies. The contractor will be responsible for efficient building systems operations and maintenance, facility engineering, repairs, and customer /tenant relations programs.
Unless specifically excluded, the contractor will become responsible for the operation and maintenance of all aspects of physical infrastructure (Hard Systems). The contractor will also become responsible for a number of federally sponsored programs and initiatives that are inclusive within a successful BSP (Soft Systems). See Exhibit J-20 (listing the Hard and Soft Systems). The contractor will exhibit ownership of both assets and these programs.
5.0 PERFORMANCE WORK STATEMENT
To accomplish these goals, GSA is issuing this solicitation without a performance work statement.
Instead, GSA has developed this Statement of Objectives (SOO), which will not become part of the contract. Offerors shall develop a performance work statement in response to this SOO, which will be incorporated into the resulting contract as Section C. To be acceptable for award, offerors must submit a performance work statement that meets all of the objectives reflected in Exhibit J-1. Performance work statements must define exactly what the contractor is required to do and when, with the same level of detail and scheduling as set forth in Exhibit J-1. (see M.2.1 Factor 3). The proposing contractors shall thoroughly express how they intend to accomplish each specific task in the requirement. Performance work statements shall contain the same numbering and subtitles as indicated in Exhibit J-1. Any additional verbiage that the submitting Contractor may make to the Exhibit J-1 document must be visually distinct from the original document.
The contractor’s performance work statement is constrained by the limitations contained herein, along with constraints in any other sections of this solicitation, the resulting contract, all Federal, state and local laws and regulations.
SECTION D – PACKAGING AND MARKING
D.1. PAYMENT OF POSTAGE AND FEES
All postage and fees related to submitting information including forms, reports, etc., to the Contracting Officer or the Contracting Officer’s Representative shall be paid by the Contractor.
D.2. PACKAGING & MARKING
All packaging, marking and storage expenses which are incidental under this Contract shall be within firm fixed price amount set on this contract. The cost of all packaging must be included in the solicitation price.
All packaging must be new and suitable for shipment and short term storage.
Sites vary in ability to accommodate storage of parts and materials. The Contractor should assume off-site storage unless the Government has indicated storage areas are available at a given site. The Contractor shall take security and weatherproofing precautions in storing materials on site; the Government is not responsible for theft or damage.
All information submitted to the Contracting Officer or the Contracting Officer’s Representative shall clear-ly indicate the contract number of the contract for which the information is being submitted.
SECTION E – INSPECTION AND ACCEPTANCE
E.1. CONTRACTOR RESPONSIBILITY
The Contractor is responsible for the day-to-day examination and monitoring of all work performed to ensure compliance with the contract requirements, according to the Quality Control Plan submitted by the Contractor. The examinations conducted shall be documented. The Contractor shall follow through to assure that all defects or omissions are corrected.
E.2. ROLE OF GOVERNMENT PERSONNEL AND RESPONSIBILITY FOR CONTRACT
ADMINISTRATION
E.2.1. CONTRACTING OFFICER (CO)
The Contracting Officer has the overall responsibility for the administration of this contract. She/he alone, without delegation, is authorized, but not limited to take the following actions on behalf of the Government to: amend, modify or deviate from the contract terms, conditions, requirements, specifications, details and/or delivery schedules; make final decisions on disputed deductions from contract payments for non-performance or unsatisfactory performance; terminate the contract for convenience or default; issue final decisions regarding contract questions or matters under dispute. However, he/she may delegate certain other responsibilities to his/her authorized representatives.
E.2.2. CONTRACTING OFFICER’S REPRESENTATIVE (COR)

E.2.3. GOVERNMENT QUALITY ASSURANCE
COTR/QAE: Contracting Officer’s Technical Representatives (COTR), Quality Assurance Evaluators (QAE). COTR’s and QAE’s will be responsible for monitoring, assessing, recording and reporting on the technical performance of the contractor’s day-to-day operations. The COTR’s will have overall responsibilities at their facility sites in the areas of contract compliance, contract administration, cost control and property control. The COTR’s will evaluate the contractor’s performance at their sites with reports from QAE’s, as well as feedback from tenant agencies. A representative sampling of all Preventive Maintenance (PM) and service call work performed. A monthly 220 and 3423 will be completed for each facility site by the COTR, and submitted to the COR along with any relevant reports.
Each phase of the services rendered under this contract is subject to Government inspection, during the Contractor’s operations and after completion of the tasks. The Government’s Quality Assurance Surveillance Program is not a substitute for Quality Control by the Contractor. All costs associated with rework are the responsibility of the Contractor.
