DESIGN/BUILD CONSTRUCTION PROJECT
SEATTLE, WA
See next page for details.
ATTACHMENTS
(1) Revised RFQ (see Section 00110)
A. GENERAL.
The RFQ is changed/clarified as follows:
1) Reference: Page 20, item 1 Design/Build (DB) Process, item a. With respect to project submittal requirements for Sub-factor 1(A) and Factor 2, it is our interpretation that we are allowed to submit past projects of the primary contractor and the key design/build contractors employed by the DB Contractor, as defined in the above reference on page 20. Please confirm or advise otherwise.
Answer: Reference page 13, para (i), Sub-factor 1(A) which requires project information on the proposed Builder (alternatively page 14, para (ii), Sub-factor 1(B) requires project information on the proposed Designer). Factor 2 considers all aspects of an Offeror’s history of past performance. Additional weight may be given to projects submitted under Factor two that were also submitted under Factor 1 and/or that demonstrate relevant experience as defined in Factor 1.
2) Number of customer satisfaction surveys required under Factor 2 is unclear; reference page 15, third para, third sentence that still states, “NO MORE THAN FOUR (4) CUSTOMER SATISFACTION SURVEYS SHOULD BE SUBMITTED FOR THE PROPOSED BUILDER AND NO MORE THAN FOUR (4) SHOULD BE SUBMITTED FOR THE PROPOSED DESIGNER,” whereas Amendment 01 and discussion at the Site Visit/Pre-proposal Conference clarified that no more than four (4) surveys total are required/permitted under Factor 2.
Answer: No more than four (4) surveys total for the D/B Team shall be submitted for Factor 2. See attached revised RFQ (page 15) for correction to the above referenced sentence.
3) Reference page 12, “Proposal Submission Requirements and Instructions”, item (b), wherein the Government is requiring “a commitment to maintain the evaluated Design Team intact through the entire design phase” as a minimum mandatory requirement. Is the “Letter of Commitment for Design Firm” letter format contained in Exhibit 3 used for this purpose? Can the commitment to maintain the Design Team be included in the cover letter at the introduction of the proposal?
Answer: Yes, the “Letter of Commitment for Design Firm” letter format contained in Exhibit 3 is intended to be used for this requirement; however, a statement the same as that contained in Exhibit 3 may be included in the proposal cover letter so long as the letter is co-signed by the Design Team authorized official.
4) Typically we have seen Form 1442 used in proposals where we are submitting a price. Is it your intention for us to submit the 1442 with our Phase I response? Or do you need this completed and returned with the Phase II submittal (for those that shortlist)? Please advise an answer for this for both the Jackson and Foley Federal Building Renovation projects.
Answer: Yes, the SF1442 should be submitted acknowledging all amendments and signed by an authorized official as required by page 12, para 5 “Post Site Visit Questions”. A separate second SF1442, inclusive of pricing, shall be submitted during Phase Two as well.
5) Factor 1: Concerning the use of Exhibit 2- the RFQ states “Limit the summaries to one (1) page each using the Project Experience Form attached (Exhibit 2)”. If all of the required information is supplied, are we able to use a different graphic format for consistency?
Answer: The format at Exhibit 2 is required for all projects to ensure consistency.
6) Factor 2: Concerning the number of customer satisfaction surveys- the RFQ states “No more than four (4) customer satisfaction surveys should be submitted for the proposed builder and no more than four (4) should be submitted for the proposed designer”. It was mentioned in the pre-proposal site visit meeting that to fulfill Factor 2, Past Performance, a total of four customer satisfaction surveys needed to be submitted. Please confirm the language as stated in the RFQ Amendment 01 is correct: “No more than four (4) customer satisfaction surveys should be submitted for the proposed builder and no more than four (4) should be submitted for the proposed designer” Answer: See answer to Question 2 above; confirm no more than four.
7) Factor 3: Concerning Factor 3 requirements for a Lead Civil Engineer. We do not anticipate the need for extensive site work on this project per our interpretation of the Scope of Work. Is it necessary to propose a Lead Civil Engineer?
Answer: No lead civil engineer is required. Information for Mechanical, Electrical, and Plumbing (MEP) engineers only. See attached revised RFQ, page 16 for related changes.
8) We understand the scope of work currently includes upgrading HVAC, windows and lighting to increase the efficiency and save as much energy as possible. Will work be phased while occupied?
Answer: Yes; as discussed at the Site Visit, the facility is to remain occupied and fully operational during project.
9) Will staff be moved out of the building or to different floors?
Answer: No. Tenants will remain in current space during project. As such, phasing and coordination are critical to continued facility operation during project.
10) Will the scope of work include assisting GSA with relocating staff?
Answer: No.
11) Please clarify: Form 1442, item 13, currently indicates as sealed offer. This does not appear to be correct in quantity or public opening due to the type of procurement. Please clarify?
Answer: Please refer to SF1442, Block 2 which indicates the type of procurement (i.e. Negotiated, RFP). Block 13 refers to the number of proposals that must be submitted in sealed packages; it does not specify “sealed bidding” procedures. For this procurement one (1) original and four (4) copies are required to be submitted to GSA no later than 4:00 p.m. by the proposal due date.
12) Reference Page 16 under Submittal Requirements for the Proposed Lead Designer. We would expect that since the majority of the design is MEP related, the Lead Designer would need to be a designer of a related MEP field (i.e. an Engineering firm). However, based on the requirements outlined for this key person related to biographical sketch and meeting client needs for program, vision, mission, etc. it appears to be written (the intent appears to be written) for an individual of Architectural Design (that is consistent with other GSA design build solicitations). Is it the intent that the person responsible for Lead Design be a person of Architectural design or MEP design?
Answer: No, see also answer under Question #7 above. Mechanical, Electrical and Plumbing (MEP) engineering disciplines are required; the Lead Designer should be from MEP design background. The biographical sketch and narrative regarding the Lead Designer’s experience in meeting client needs, vision, mission, etc. is still required and should be submitted from the MEP perspective.
13) Lead Designer requirements. Can the Lead Designer be a "studio" or group of individuals within the design firm?
Answer: No, one individual shall be designated as the Lead Designer.
14) Reference Section 00110, Factor 2 – Past Performance. Under Standard for Evaluation on page 14, the following is stated: “Specifically, the Offeror shall demonstrate itself as a business providing verifiable information and references […] that: 1) Demonstrate ability to meet project budget constraints […].” Are the offerors required to address each of the six (6) criteria listed under this factor within the proposal, or will these criteria be evaluated by GSA through the review of the Past Performance Questionnaires to be completed by the references?
Answer: Offerors are only required to provide a list of the projects (and project owner contact information) for the projects for which Customer Satisfaction Survey’s were requested to be provided by project owners. Project owners are required to submit the completed survey’s directly to GSA. GSA will then utilize the four (4) surveys and any available PPIRS/past performance database information to evaluate the Offeror’s past performance history. No additional submittals are required on the part of the Offeror.
