Response to questions 12/20/16
Is a C-Cure Client Workstation required for this location? I’m assuming NO. Not required.
What Network Video platform is required for this facility? Vendor should propose system that meets specification of ICE Security SOW.
Is a DMP IDS approved for this facility? Yes.
Is the Customer providing the PIV Card Validation and Enrollment Software? It’s possible they already have this in place. Yes, do not include in your price.
Is Electronic Locking hardware part of our Scope of Work or is it supplied and installed by Division 8? We don’t have a door schedule. It is part of this scope and to be included in price.
The vendor should propose a door schedule if needed to meet turn-key solution.
What is a Video-Phone as shown on the Access Control drawings? Is it simply a Video Intercom? Security SOW states AiPhone type system. The system will need to open certain doors and the vehicle gates.
The SOW mentions Video Intercom for the dual height posts at the Entry/Exit Gates. Where do these Intercoms communicate to? Also, is there a Site Drawing to show these Gate location(s)?
Video phone locations are indicated in ICE Security SOW. Basically the gates and inside front entry door will communicate back to a master station in the vicinity of Open Office 108. The locations for posts indicated on the security markups are approximate. Contractor should verify site properties on walk through.
On Page 11, is states that the Contractor shall provide ICE replacement parts to be utilized in the event of an equipment failure. What parts are required? See amendment 0001.
In consideration of the FICAM adherence, is the project considered as set-aside for GSA schedule 70? No.
With the specifications stated for FIPS 201-2, will GSA be indicating that ICAM certification for the contractor also be a pre-requisite? ICAM certification is not necessary.
Must the proposed system demonstrate a cyber security vulnerabilities test, inclusive of controllers and reader interfaces among other peripherals? No.
Does the contractor have to provide material-solution cyber security to the systems that are being proposed? No.
Are there benchmarks for energy efficiency for controllers and peripherals as part of the systems, in efforts of cost-savings and “green” engineering? None required.
Can you provide any drawing of the location? See amendment 0001.
Can you provide name of existing PACS (Physical Access Control System), CCTV, and IDS?
PACS is Brivo; CCTV is Altronix; IDS is on a Honeywell panel.
PACS System, CCTV System, and IDS are currently integrated? No.
Can you provide information how old is the existing system? CCTV and current PACS has been installed since 2008, the wireless IDS was installed in 2015 as a compensatory measure unit this security upgrade project.
How old is the Software House System installed at the ICE HQ's infrastructure. Installed in 2016.
Does that system needs software updates? No.
If the ICE HQ's has existing Software House System and this location has a different system why not install Software house on both location or vise-versa fron the installation of Software House? This ICE location PACS shall be established as a client to the HQ ICE’s Enterprise C- Cure 9000 system.
On your Document ERO_GF_45_Specifications_-Edited_11-7-16 Paragraph 2. Scope of Work on one portion of the paragraph state that the contractor is to install all wiring including, but not limited to, communication and power support necessary for the operation of the ESS. Can we use existing wiring for the doors with existing card access. Wiring from the control panel installed at IT Room #107? Use of existing wiring and existing infrastructure is permissible as long as it meets specified project requirements for delivery of turn-key system to ICE.
Can we use existing cameras wiring if it is CAT6 or CAT5e? Use of existing wiring and existing infrastructure is permissible as long as it meets specified project requirements for delivery of turn-key system to ICE.
The existing IDS system is using wireless devices? If the answer is yes, can you mention what devices are wireless? A wireless IDS was installed in 2015 as a compensatory measure unit this security upgrade project and consists of approx. (8) motion detectors, (3) door contacts and
(2) keypads. This was a compensatory (temporary) measure and all devices should be wired for this current security upgrade project. See amendment 0001 for drawing.
On Attachment (1) Section C - Card Reader Locations can you specify existing and new? See amendment 0001 for drawing. All devices are believed to be installed as listed with the exception of the CR annotated. Contractor should verify all fielded devices on walk through.
On attachment (1) Section G - Interior Video Coverage Areas can you specify existing cameras that will require replacement and new additional camera required? See amendment 0001 for drawing. In reference to cameras in cells, since this is hard lid ceiling the existing camera locations are fine but new cameras should be installed. Contractor to replace all cameras necessary and deliver turn-key solution as defined in Security SOW at project completion.
Contractor should verify all fielded devices on walk through.
On Attachment (1) Section I - Specify existing cameras and new cameras? See amendment 0001 for drawing. Note distinction between current fixed and PTZ require in this project.
Contractor to replace all cameras necessary and deliver turn-key solution as defined in Security SOW at project completion. Contractor should verify all fielded devices on walk through.
New Software House PACS System will integrate with new CCTV system and IDS System?
No, separate electronic security system components should complement each other.
Will you accept bids using Honeywell products as approved by the GSA FIPS 201? Honeywell is acceptable for IDS but not PACS. See ICE Security SOW for specifications. Note: IDS specific requirements can be found in the FPS MegaCenter Alarm Requirements (MAR form) which is attached to the ICE Security SOW. The FPS MegaCenter will monitor alarms for this site and project must meet their specification. The ICE Security SOW referred to is our ERO specification.
I would be proposing the Pro-Watch door access control, Vista Intrusion and MAXPro NVR with MAXPro VMS(CCTV). These three products would have complete integration with each other.
And meet the specs as put forth. Pro-Watch door access control is not acceptable. This site will be on the ICE Enterprise PACS which is run off Software House C-CURE. SOW states the iSTAR panels required for this project. Vista product from Honeywell that meets the FPS MegaCenter Alarm Requirements discussed above is acceptable. CCTV must meet specification in ICE Security SOW. The ICE Security SOW referred to is our ERO specification.
Also for the outside gates for the parking area and garage access would you accept having a UHF Reader for the vehicles. This would provide a read of the vehicle form 10 – 20 feet, without having to have a high and low card reader that will only work at a range of 12 inches at best. The tags for the vehicles would attach to the windshield. Removing the tag from the windshield would destroy the tag and render it useless. Vendor’s price should provide what is called for in the ICE Security SOW (dual height card readers).
Please defined the assurance level required for the doors. In the context of these terms defined by NSIP SP 800-116, the perimeter doors and High-Security doors (LAN Room, Weapons Room, Detention doors indicated, etc.) and would be considered Limited Security Access areas;
other non-high security doors just need single factor (PIV card) and would be considered Controlled Security Areas.
Will there be a visual verification of the credential at each entry? No.
Is the CAK function available on the PIV credentials issued to enrolled users? No.
Given that the Scope of Work requires the design and installation of an Electronic Security System, it would seem that the NAICS code 561621 would be more appropriate that the selected NAICS Code 236220. This construction NAICS code requires bonding and payroll requirements not typically seen with NAICS 561621, which can add potential “non value added” costs to the project. The Scope of Work does not seem to describe any “construction” experience with government projects, and many of the managers have taken several classes on FAR requirements. Many FAR instructors have suggested that offerors should inform contracting offices when there are opportunities for the government to possibly save on projects costs. Having said all that, can you please clarify the requirement for NAICS code 236220 as opposed to 561612? This procurement was originally marketed to FSS Schedule 84 contract holders with no response. It was determined that no one FSS contractor worked with all systems in this project. Market research was conducted and SBA approved the 236220 NAICS code as it involves multiple systems.
Is the bid bond required to be on SF24 form? Yes.
Is there a C-Cure head end unit we are connecting to in this system or do we need to supply new head end unit in the ERO Facility?
Contractor will provide a Juniper device and connect each iStar Ultra panel to the device, if more than four iStar Ultra panels are used then a CISCO Switch device is needed. The contractor shall work with the HQ's ESS Team for any network handshakes that will be required to do with the installed iStar Ultra panels and Juniper devices. This work is not limited to re-programming the Juniper to set specifications within the Web Interface Graphical User Interface (GUI). The Contractor will remain involved in this task until the connection is successfully completed. After acceptance by ICE the contract configuration as a back-up in case of C-Cure server failure.
If we are using an existing C-Cure head end who is responsible for the programing of that unit?
The Contractor is required to complete the Output Board Form and Port Chart Numbering Form.
With the Output Board Form and Port Chart Numbering Form being provided by the Contractor, ICE shall perform programming and access administration in the Enterprise C-Cure 9000 server.
