With regard to the above listed project, the solicitation is hereby amended to include the following:

Question: The RFP on page 11 refers to a “registered fire protection engineer” is this professional required for this project?

Answer: The “registered fire protection engineer” referenced in the RFP page 11, is not required under this project, please

Question: Is the contractor or GSA responsible for purchasing “Wet Land” if “Wet Land” is used for the development of the Pembina Wind Project?

Answer: The Contractor is not responsible for wet land purchase

Question: Would it be appropriate to leave the crane pad and construction pad for maintenance work or will it be required to be removed?

Answer: GSA is requesting to have the pad stay in place for future O&M.

Question: Will there be Geotech reports available for preliminary design use?

Answer: The Geotech Report is related to the Land Port of Entry Site (built in 1994), the report is not site specific for the proposed Wind Turbine Project.

Question: Has the GSA received any preliminary requirements for the access road from the DOT.

Answer: There are no requirements for the tie in associated with the turbine access road provided the Access Road stays within the boundary of the LPOE.

The following references are located in the "Proposal Submission" documents listed in the solicitation.

· Wind Feasibility Study, dated September 2008

· Pre-Engineering Study, dated April 2010

· Power Purchasing Agreement, dated, January 2008 Note: Please note that the above listed documents are considered Sensitive But Unclassified (SBU) information and will only be distributed via request. All requests shall be submitted on the company's official letterhead with the completed Sensitive But Unclassified (SBU) form and submitted to: General Services Administration, Attn: Shonita Mueller, One Denver Federal Center, P.O. Box 25546 (8PSMP), Denver, Colorado 80225-0546, requested via email at shonita.mueller@gsa.gov, or requested via facsimile at (303) 236-0310. Documents will be furnished via USPS or email.

Note: Wind Turbine Site Location: The proposed site location for the Wind Turbine is contained within the Pre Engineering Wind Study.

Question: Will the GSA be providing a Phase I or Phase II environmental assessment (EA)?

Answer: GSA owns the border station site therefore, a Phase 1 Site Assessment is not necessary. GSA has completed a NEPA checklist, which is available upon request. GSA does not plan on completing an Environmental Assessment as the Checklist did not indicate a need for further study.

Question: Will the EA include a detailed flood study? If not, do we need to provide one?

Answer: GSA is aware that the site is in the 100-year floodplain and have completed a recent 8-step floodplain compliance process for this project, which is available upon request.

Question: Will the EA delineate any jurisdictional wetlands on the property?

Answer: There are jurisdictional wetlands on the property. GSA initiated a wetland delineation study earlier this year but was unable to complete it due to snowcover. The wetland delineation will be completed in June, 2010.

Question: Any environmental permitting required (ie. floodplain development permit, etc…)?

Answer: It is the responsibility of the contractor to determine the applicable laws for the project.

Note: The contractor must follow the requirements set forth by U.S. Fish & Wildlife Service regarding avian and bat mitigation and the specified Service Interim Guidance on Avoiding and Minimizing Wildlife Impacts from Wind Turbines and the recent Federal Advisory Committee Wind Turbine Guidelines. The Report is available upon request.

GSA will conduct a pre and post construction survey and monitoring studies however; the contractor is responsible for following the above guidelines and providing a justification for the sitting decisions, etc. per the USFWS letter mentioned above.

Question: Was the Monday, 5/10/2010 meeting mandatory?

Answer: No, the meeting was not mandatory however, a site visit is highly recommended.

Question: Will you publish the attendee list?

Answer: The attendee list will not be posted.

Question: Will you publish meeting minutes including Q&A's.

Answer: Q&A's will be answered in the form of an amendment to the solicitation.

Question: Will our lack of attendance have an influence on the evaluation of our submittal should we submit?

Answer: Attendance at the meeting held on May 10, 2010 was not mandatory and will not influence the evaluation of contactor proposals.

Question: How do we arrange for a site visit with our general contractor and key subcontractors?

Answer: A site visit can be arranged by contacting Jason Hessling at 303-236-8000 ext. 5296 or via email: Jason.hessling@gsa.gov.
