(1) Performance bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.
(2) Payment Bonds (Standard Form 25A). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.
(3) Additional bond protection.
(i) The Government may require additional performance and payment bond protection if the contract price is increased. The increase in protection generally will equal 100 percent of the increase in contract price.
(ii) The Government may secure the additional protection by directing the Contractor to increase the penal amount of the existing bond or to obtain an additional bond.

(End of Clause)
22. Question: Please advise how passes will be available at gate for employees assigned to abatement and or demo work. Any Costs? and requirements on type of individual regarding their background or what type of security investigation must the typical employee pass?
Answer: There are no costs associated with the background checks that the contractor pays.
However, each employee must take the time to fill out the online questionnaire in its entirety in order to become cleared and badged for work.
23. Question: On Removal and disposal of black iron gas piping instructions say to include in quote a recycle credit to the government. Please advise what type of credit is expected as normally recycling of steel by demo company proceeds are used to pay part of costs of trucking and loading the steel pipe material?
Answer: Please show the expected credit as a specific line item in the Bid Form provided.
This credit will offset the removal and/or trucking costs at the bottom line price.
24. Question: Item VII. Proposal pricing on page 23 of 56 shows forms in section 00800, attachment 5 to be filled out to breakdown prices A quick review of the Bid Format form has CSI Numbers of items that are really not applicable to this job for abatement and or demo.
For example items listed included Concrete, Masonry, Wood Plastics and Composites, thermal and Moisture Protection, openings , finishes and specialties, fire suppression, plumbing, exterior improvements, earthwork, electronic security, havc and electrical which are not all applicable to this type of work for abatement and demolition. Can you provide a revised form for us to fill out specific to abatement and demo that you desire us to breakdown? the form should come from you folks to everyone so everyone submits the breakdown on a apples to apples basis we assume??
http://www.fms.treas.gov/c570
Answer: The Proposal Pricing Form is to ensure equitable comparison of all submitted proposals. GSA will not remove any of the CSI numbers. If a CSI Division does not apply to your proposal, please place an N/A or Numerical Zero (0) in the box. In the CSI numbers that do apply, please remember to type in your own description of the pricing so we know what you are including.
25. Question: Is there to be a specific location for dumpsters, supplies and equipment storage?
Answer: Per Section XXII: Material Removal, these locations will be coordinated with GSA Building Management, Project COR and Environmental Program Group.
26. Question: Will the fire suppression/detection system be deactivated by the Abatement contractor or GSA?
Answer: GSA has not specified anywhere in the SOW that the fire suppression system was to be tampered with. It is not part of the demolition. If the detection system has any smoke sensors in the space dust covers should be used prevent false alarms. If it is found that the system needs to be taken off-line for any reason, the outage would be coordinated with GSA Building Management 72 hours prior to the outage.
