Amendment 0001

This amendment provides clarifications to the subject solicitation.

Furthermore, the following clauses and provisions are hereby removed in their entirety from this RFP:

● FAR 52.222-57

● 52.222-58

● 52.222-59

● 52.222-60

● 52.222-61

This amendment requires offerors to acknowledge the CBA posted in conjunction to Section J, posted along with responses to questions asked.

This amendment clarifies that the requirements as stated in Section M are required to be submitted in order for any proposal package to be considered complete (see checklist L.9).

** Note, all references to Go-no-Go in the subject RFP are hereby replaced by “comparative analysis”.

M.2 Technical Factors ** Note only changes to the technical factors are referenced in this section, otherwise note, that all references and submission requirements as per the RFP remain the same unless changed specifically below.

Technical Factors - Proposals will be evaluated in accordance with the following technical factors, based on the weights assigned to each:

Evaluation factor Weight Max Raw Points

A.Management Plan & Approach Comparative Analysis

i. Management Plan 20% 20

ii. Quality Control Plan 20% 20

a. Work and Staffing Plan 10% 10

b. Service Call Plan 10% 10

B. Past Performance/ Experience 40% 40

Total 100% 100

Total Evaluated Price (TEP) – TEP will not be rated or scored in the same manner as will the technical factors. Price, however, will be considered in establishing the competitive range and in making the final source selection. The location and the equipment within represent a substantial capital investment, and it is in the Government’s best interests to secure the services of a technically qualified firm to provide O&M services. The Government is also eager to ensure that pricing for these services are fair and reasonable.

Based on the above, for this solicitation, technical factors are slightly more important than past performance, and when combined technical factors and past performance are significantly more important than TEP. As proposals become more equal in their technical factors, the TEP becomes more important.

Section M.3. is hereby revised in its entirety to the following:

Total Evaluated Price is the sum of the extended total price for the basic monthly service and the extended prices for all line items.

The Government reserves the right to accept or reject the line item prices when awarding the contract.

Section L.6 is hereby updated to clearly reflect the above referenced changes made to section M as noted above. The following sections are hereby revised in their entirety.

L.6. Instructions for Submitting Proposals Provided below are instructions for the preparation and submission of proposals. The purpose is to establish requirements for the format and content of proposals so that proposals are complete, contain all essential information and can be evaluated equitably. The Government is not required to conduct or complete reference checks on more than 3 contracts, although it may choose to do so. Additionally, if more than 3 references are provided, the Government reserves the right to choose which references to include in its evaluation.

In addition to those references provided directly by the offeror, the Contracting Officer may identify and analyze the past performance of the offeror on any other relevant contract that they currently have or had of which the Contracting Officer has knowledge or obtains knowledge, including but not limited to projects listed in the Past Performance Information Retrieval System (PPIRS).
