BASIS OF AWARD

The Government will award a contract resulting from this Solicitation to the Offeror whose proposal conforms to the Solicitation and provides the best value to the Government. Best value will be determined after verification that the Offeror meets the experience requirement (go/no go) and will then be based upon two evaluation factors. The evaluation factors which shall be used to determine best value are (1) past performance and (2) total evaluated price. Past performance is significantly more important than price. As past performance becomes more equal, then price becomes more important.

An offeror that does not meet the experience requirement will receive a “no go” rating and be eliminated from the competition and will not be considered for award. An offeror who does meet the experience requirement will receive a “go” rating, and will then be further evaluated on their past performance and total evaluated price to determine best value.

Note: The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government reserves the right to make an award to other than the lowest priced offer if it is determined that to do so would result in the best value to the Government.

DESCRIPTION OF EVALUATION FACTORS

A. Past Performance.

Past performance is relevant information regarding an offeror’s actions under previously awarded contracts. It includes the offeror’s overall quality of performance, record of conforming to contract requirements and to standards of good workmanship; the offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness of management; the offeror’s history of reasonable and cooperative behavior and commitment to customer satisfaction, including the offeror’s business-like concern for the interest of the customer; and the offeror’s overall performance on their contracts.

To be relevant, past performance information must be provided for contracts that are: (1) current (completed within the last 8 years of the closing date of this solicitation or if a project currently in progress, at least 90% complete), (2) the project involved a commercial or government-owned building that was fully occupied and functional during construction, and (3) was a Design Build (DB) project to build and install a hydraulic passenger elevator similar in nature, type, and complexity to the Government requirement as defined in the Statement of Work.

The contracts submitted may have been governmental (federal, state, or local) or private sector contracts.

Offerors shall complete Attachment A–Past Performance Reference Sheet included in this solicitation. This form must be completed for each reference submitted that meets the criteria identified above. The offeror cannot use the same reference/contact person more

PREPROPOSAL CONFERENCE Page 4 of 5 than once. Offerors shall provide a minimum of three (3) but not more than five (5) references meeting the above-established criteria.

B. Total Evaluated Price Total Evaluated Price shall be calculated using the prices indicated in the Price Proposal, using the following formula:

The sum of line items 0001 and 0002 on the SCHEDULE PAGE attached to the SF1442.

Offerors should verify that the total amount proposed for line items 0001 and 0002 equals the amount represented in block 17 on the

SF1442.

The Government will use various price analysis techniques and procedures (e.g. comparison of proposed prices received in response to the solicitation, comparison of proposed prices with independent Government cost estimates) to ensure a fair and reasonable price.

Note: FAR 52.219-4 Notice of Price Evaluation Preference for HubZone Small Business Concerns is applicable to this procurement. Therefore, a price adjustment to an offeror’s proposed price may be made, if applicable, for evaluation purposes only.

C. Experience This factor considers the extent of the Offeror’s past experience as a firm in providing similar construction services. The Offeror must demonstrate successful experience as a Design Build (DB) Contractor responsible for the construction of three (3) similar projects substantially completed (90%) within the past eight (8) years as defined below. One similar project is defined as a project that is comparable in nature, type, and complexity as defined by the all of the following characteristics:

(a) The project involved designing a hydraulic passenger elevator in to an existing building which included design drawings, calculations, field surveys, and specifications.

(b) The project required construction services to install a hydraulic passenger elevator which included various architectural, fire protection, structural, electrical, and mechanical work.

For each project presented in relation to this factor, the Offeror must explain how the characteristics of the project relate to the characteristics of this project. The similarity to this project is more important than the quantity of projects presented. The Offeror shall use Attachment B- Experience Verification for each project presented. If additional space is needed for the written response, the offeror may attach additional pages.
