CLARIFICATIONS
The following items clarify items in the solicitation or provide additional information based on questions/comments received from vendors:
1. The specifications under “experience” call for at least 3 past projects that were DB & Elevator related projects. We can meet both requirements independently, but not combined. We have completed at least 3 DB projects & 3 elevator related projects, but not DB Elevator related projects. Is it possible to modify this requirement to allow competition to companies that have proven they have successfully completed DB projects and elevator projects, but not necessarily under the same contract? The Government currently will not be changing any of the evaluation factors and methods for award.
2. Will any lay-down areas be provided for tools and new equipment? Yes, there are several areas available for use on this project. The contractor shall be responsible for coordinating the areas to be used for lay-down areas with the Property Manager. The contractor shall be responsible for properly securing all tools and equipment within the facility.
3. What are the requirements for the specifications format? The design documents shall include a full specification package in AIA Masterspec format.
The front-end (Division 1) specifications shall be an edited version of the GSA boilerplate specs. The required specification sections shall be added as part of Amendment 01 to the solicitation. Note: Some sections may not be applicable to this project. For example, the existing fire suppression system is a wet-pipe system, so the other boilerplate specs regarding other types of sprinklers will not apply.
4. What other types of existing elevators are currently in the building? There are two existing hydraulic elevators. The property manager believes that they were manufactured by the Detroit Elevator Company.
5. Is there any known asbestos within the project area? We assume that there is not any asbestos-containing materials within the project area.
However, the contractor shall be responsible for verifying that this assumption is true during the design phase of the project. For the purposes of providing a proposal, all potential offerors shall assume there is no asbestos. If abatement is needed, a change order shall be issued after award.
6. Is there an existing card reader system at the facility? Yes. The contractor shall be responsible for coordinating any new card readers (or other devices) as needed to install a dedicated elevator system that connects with the existing systems.
7. Is there any available stock stone material to match the walls where the new elevator doors are to be installed? Yes, there is stock stone material at the project site. However, the assumption is that the project can be completed without needing any new stone materials. The government may expect to be compensated if stock stone material is needed due to damaged wall finished.
Additionally, the property manager has requested that any removed stone shall be retained and stored per his direction.
8. Can any of the new equipment be ordered prior to receiving notice to proceed with the on-site construction work? Yes. For example, if during the design phase of the project the elevator system is designed and formally approved by the Government, the contractor can elect to order the equipment while the remaining design solution is finalized. This overlap of lead time for equipment and final design requirements may cut down on the total project duration and shall be coordinated and approved by the Government.
9. What are the requirements for the new elevator cab finishes? The scope of work states that the new elevator cab shall be a "Class A passenger elevator..." and "shall have finishes that are aesthetically appropriate for a passenger elevator to service executive personnel and which coordinate with the historic qualities of the existing building." For bidding purposes, assume the new elevator cab shall have hardwood paneling on the walls with custom millwork detailing. The floors shall have high-end carpeting. The finishes in the existing District Judge's chambers can be used as a reference for the quality of finishes which can be expected.
10. Is there an existing hoistway beam? For the purposed of providing a proposal, offerors shall assume that a new hoistway beam will be required.
11.Are there any existing drawings or photos of the existing conditions of the project area? Yes, there are existing drawings which are hard-copies of the original construction package. Those hard copies shall be provided to the awarded contractor. For reference, a feasibility study that was conducted last year will be included with Amendment 01. Note: The feasibility study is included as reference material only and shall not be used to modify the statement of work of this solicitation/contract in any way.
12.Will the new elevator need to be tied in to any back-up electrical services? No.
