1 PROJECT DESCRIPTION

This Statement of Work (SOW) is issued by the Public Buildings Service of the United States General Services Administration (GSA), Southeast Sunbelt Region, Atlanta, GA, hereinafter referred to as the “Government”, to obtain Construction Services who shall be singularly responsible to satisfy the terms of the resulting contract.

The Federal Building and U.S. Courthouse in Columbia, TN, is listed on the National Register of Historic Places as a contributing property to the Columbia Commercial Historic District and an individual National Register nomination is pending. The building is significant in the areas of Politics/Government and Architecture for its association with New Deal-area federal building construction campaigns, as well as for its notable representation of the Stripped Classical architectural style. The building retains a high degree of exterior integrity as alterations to the facade and side elevations of the building have been minimal and generally completed in-kind with the materials, finishes, and details of the original building. The General Services Administration proposes to undergo a project to restore the building façade at the Columbia Federal Building & Courthouse. The project will consist of tuck pointing the entire existing façade, removal of two or three of the stone panels at an inconspicuous location to access the condition of the anchors supporting them, Coating the coping top cap at the parapet roofs with a reinforced, fluid-applied waterproofing compound to prevent moisture infiltration through the porous limestone and through cracks in the material, replacing the existing roof strainers with new basket-type strainers, and routing/cleaning the existing roof drain pipes to remove dirt and debris that may be present in the pipes.

1.1 Project Type

This is a single Firm Fixed Price Contract for all Construction work including tenant improvements and all required specialty Construction work, procured by competitive negotiation or use of a Construction term contract, as further defined in the 2016 Facility Standards for the Public Buildings Service, Appendix A. (See the Standards and Criteria Documents section under General Requirements below.) This Project will not require the Contractor to provide any Design Services.

1.2 Project Goals and Objectives

GOALS:

The overall strategic project goal of the Contractor is to provide successful construction services for the completion of the agency-requested repair and restoration of the exterior building façade.

OBJECTIVES:

The objective of this project is to execute a Construction Contract that understands the needs and desires of the tenant agency and the GSA as well as the realities of budget constraints and limitations.

1.3 Project Delivery Approach

The Construction Services Contract project delivery method will utilize a qualified General Contractor who will be responsible for the construction services for this project. This Project will not require the Contractor to provide any Design Services.

2. In the event the existing local ambient noise level exceeds the maximum allowable receiving noise level (dB), the noise level from construction operations shall be adjusted by a maximum 5 additional dB above the local ambient.

3. Provide equipment, sound-deadening devices, and take noise abatement measures that are necessary for compliance.

4. When compliance with these criteria is in question, the CMa shall monitor noise produced from applicable construction operations in accordance with ASTM E1780 and report findings to the GSA Project Manager.
