COLUMBIA FEDERAL BUILDING & US COURTHOUSE (TN0010ZZ)
EXTERIOR TUCKPOINTING
SOLICITATION NUMBER: GS-04-P-16-EX-C-7078
RFI’S #2
DATE: 8-23-2016
1. In the RFI responses for the Columbia GSA Federal Building Tuckpointing project, it was requested to provide the correct system for the reinforced, fluid applied flashing system at the coping stones for RFI #3. This detail was not provided in the answer. Can you please provide the basis of design for this liquid applied, reinforced flashing called out to be applied to the tops of the coping stone along with the color? There are many different types & colors, and wide price range between possible system types
GSA Response: No option exists for removal of coping stone and to install metal flashing under coping stone. Contractor shall coat the coping top cap at the parapet roofs of the entire building. The tops of the coping stones shall be coated with a reinforced, fluid-applied waterproofing compound to prevent moisture infiltration through the porous limestone and through cracks in the material. The horizontal joints between the stones should also be repointed and/or sealed with lead “T” inserts.
Contractor to submit manufacturer product literature and/or product data sheets demonstrating compliance with all performance criteria in this statement of work. The manufacturers' data and literature for each product to be supplied to the project should be sufficient without generic specifications if they include all required data when combined with notes and instructions on project drawings. The documents must address the installation methods and requirements, industry compliances and standards, storage and handling requirements, manufacturing process, performance history, and other details for products required to meet the performance criteria of this statement of work.

2. There is no mention in the project solicitation or meeting discussions of utilizing the building interior elevator or stairs to access the building rooftop. Please confirm that building interior and elevator/stair access is acceptable to access building rooftop by GSA cleared workers. If interior access is not permitted, the contractor will need to access building rooftop from exterior via dedicated manlift or scaffold tower.
GSA Response: Contractor can utilize the building interior and elevator/stair to access the building rooftop. Contractor shall coordinate with the building manager on a daily basis regarding usage to insure that operations of building occupants are not adversely impacted.
3. There is no mention in the project solicitation of an extended project shutdown due to potential cold weather or delaying start date until Spring 2017. This would be predicated on contract processing and possible commencement of the project, which is unknown at this time. Should we assume that project will start in early-spring 2017 OR be shut-down due to potential cold weather if project begins in late 2016, and not count against the project duration days of 120? Or should we figure on adding winter protection costs to project?
GSA Response: The Contractor will be granted additional time for inclement weather delays only when the project site experiences rain or freezing temperatures which are above the normals documented at the following websites: If the website does not include data for Columbia,TN the data for the location nearest to Columbia, TN shall be used.
