Amendment 0002

1. The date and time for receipt of Phase One proposals remains Friday, February 25, 2011 at 3:00PM.

2. This amendment must be acknowledged with your Phase One proposal.

3. The following change is made to DB201.1 – Phase I – Request for Qualifications:

II.B Technical Qualifications, Factor #1 – Prior Experience on Relevant Projects:

Page 8: DELETE Paragraph c. (Lead Design Firm) in its entirety and REPLACE with the following:

c. Lead Design Firm and Lead Designer

(1) Lead Design Firm ‐ For the proposed Lead Design Firm, the offeror is requested to submit detailed project descriptions and narratives for not more than three (3) projects similar to this one completed by the lead design firm within the past ten (10) years.

The detailed description submitted for each project should include, as a minimum, the following information:

(a) Description of services provided by the lead design firm (design/build, design only, construction only, etc.)

(b) The lead design firm’s level of authority on the project (prime contractor, joint venture partner, major subcontractor, etc.)

(c) Facility details, including type of facility, tenant mission and population, square footage, type of IT equipment housed in space, Power Usage Effectiveness, KW per rack, security level, LEED certification, type of construction (new or renovation)

(d) Total dollar value of the project (awarded price and final contract price)

(e) Dollar value of the lead design firm’s effort on the project

(f) A list of significant subcontracted services and subcontractors used, along with the estimated cost of each subcontracted service.

(g) Type of contract (e.g. firm fixed price, cost reimbursable, incentive fee, award fee, time and materials, CMc, etc.).

(h) Dates of contract start and completion

(i) Name, title, address, phone number and email address of the customer contact and building owner who can attest to the quality of the work provided.

(It is incumbent upon the offeror to ensure the information submitted is current and accurate).

The narratives associated with each project should address the design approach with salient features for each project and discuss how the client’s program, mission, schedule, image, budget requirements and operational objectives were satisfied by the overall design/planning solution. In addition, the narratives should identify any working relationships on previous projects between the Lead Design Firm and the offeror for this project.

(2) Lead Designer – The offeror is requested to submit a portfolio demonstrating the proposed Lead Designer’s qualifications for performing in this capacity for the subject project. The portfolio should include tangible evidence of the proposed Lead Designer’s successful performance such as certificates, awards, peer recognition, etc.

demonstrating design excellence.

4. The following answers are in response to questions submitted by contractors.

RFI # Question Response

0023 (In response to RFI 0012 regarding Project Labor Agreements): Receiving no credit for a non‐PLA proposal would still seem to me that the GSA is requiring a PLA. Otherwise there would not be a credit differential in this evaluation. What is this credit differential and could a D/B team in fact lose on this opportunity without the PLA evaluation credit imposed by GSA?

Project Labor Agreement (PLA) is just one of several non‐price evaluation factors listed in the solicitation. It will be assigned a relatively lesser degree of importance than other non‐ price factors. Offerors will have to decide if the potential benefits associated with entering into a PLA outweigh the potential liabilities, including cost. Firms will be evaluated on both technical and price proposals. The non‐price factors, when combined, will be considered approximately equal in importance to price.

Award will be made using the best value trade‐ off process as described under FAR 15.101‐1 and 15.3. Further information regarding project labor agreements may be found at FAR subpart 22.5

0024 Please reference the proposal submission requirements for Factor 1. Prior Experience on Relevant Projects as related to the Lead Design Firm (See page 8 of 15). Item Nos. (1) through (5) refer to the "Offeror" in lieu of the Lead Design Firm entity. Please confirm that all project information to be submitted for the Lead Design Firm is to include project description and information as related to the services provided by the Lead Design Firm since the project in question is the Lead Design Firm's and not the Offeror's.

Confirmed. Submission requirements under "Lead Design Firm" under Factor 1, Prior Experience on Relevant Projects, pertain to the Lead Design Firm.

0025 Please advise if SF1442 is required to be submitted as part of the Phase 1 Qualifications Proposal. If this is not the case, please advise how the offeror is to acknowledge the receipt of amendments for this solicitation.

The SF1442 is not required to be submitted as part of the Phase 1 Qualifications Proposal.

The offeror may acknowledge an amendment by signing Block 15 of the Standard Form 30 ("Amendment of Solicitation/Modification of Contract") or by written acknowledgement in a cover letter or other similar document (if such a document is submitted with the proposal)

0026 Please reference solicitation section DB201, paragraph II.D.3. In this paragraph, it is indicated that "Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture."

Please advise what financial documentation is required to be submitted as part of this proposal. Also, please advise if this documentation can be excluded from the 200‐page limit.

For the Phase One solicitation, the only financial documentation requested for joint venture offers is the information set forth in the joint venture agreement, such as ownership information and any limitations on liability or authority for each member. Additional financial documentation will be requested from firms in Phase Two of this solicitation. This will include submission of the GSA Form 527, Contractor's Qualifications and Financial Information. The 200‐page limit applies only to the information requested for the technical qualifications. It does not apply to the additional information requested for joint ventures (such as the joint venture agreement).

0027 Please confirm that cover and tabs are not included in the 200‐page limit.

Confirmed.

0028 TBD TBD

0029 The solicitation requires the submission of the proposal on 8.5"x11” papers. We respectfully request that GSA allow the submission of charts (e.g., the organization chart) on 11x17 paper. If this is acceptable, would the 11x17 format count as one or two pages?

This is acceptable. Charts may be submitted on 11x17 paper and will count as one page.

0030 Section II.B Technical Qualifications, 1. Prior Experience on Relevant Projects states:

“Relevant projects would be those that involved designing and building a mission‐ critical data center…..”

Please confirm that only design‐build projects will be considered relevant.

As stated in solicitation paragraph II.B.1.a, this factor will measure the number of opportunities the offeror has had to learn by doing. The greater the relevance of a project, the greater the number of opportunities to learn. The subject project is sufficiently defined so as to allow the offeror to determine which of his past projects are most relevant. The Government will not define relevance any more strictly than is already stated in the solicitation.

0031 Please confirm that all projects must have been performed by the office or division proposing on the project and that projects performed by other branches or divisions or affiliated companies will be considered not relevant or less relevant.

As stated in solicitation paragraph II.B.1.a, this factor will measure the number of opportunities the offeror has had to learn by doing. The Government will assess the experience of those entities and individuals who will actually be working on the project.

Per FAR 15.305(a)(2)(iii), the amount of credit allowed for affiliates will depend to a large degree upon the level of involvement the affiliate will have on the subject project.

0032 On page 8 of 15 (11) states that “The portfolio should include tangible evidence of the Lead Designer’s successful performance such as certificates, awards, peer recognition etc. demonstrating excellence.” Is the “portfolio” referencing the 3 projects the lead design firm is already submitting, or is #11 an additional portfolio more specific to the Lead Designer himself.

This information is specific to the Lead Designer. The evaluation factor has been revised to clarify the submission requirements for the Lead Design Firm and the Lead Designer.
