This document provides details regarding a forthcoming solicitation for Human Capital and Training Solutions (HCaTS) contracts. The General Services Administration (GSA) anticipates releasing two Requests for Proposals (RFPs) in May 2015 for the HCaTS contracts to replace the Office of Personnel Management's Training and Management Assistance vehicle. One RFP will be unrestricted while the other will be a total small business set-aside. Multiple contracts are expected to be awarded under each RFP as Governmentwide, Multiple Award, Indefinite Delivery, Indefinite Quantity task order contracts. Interested parties can find an unrestricted draft RFP attached and are invited to submit comments by March 30, 2015. A pre-solicitation conference regarding HCaTS is also scheduled for May 14, 2015 in Washington D.C. The final RFPs will be posted on GSA's Federal Business Opportunities website. Additional details on the HCaTS initiative can be found at an online collaborative community platform.

GENERAL INSTRUCTIONS

1) Reference Section L.5.2 for complete instructions.

2) This attachment provides a section for each of the Relevant Experience Projects submitted for Pool 1. If applying for

Pool 2, the Offeror shall also submit Attachment J.12.2 (Relevant Experience Projects Supplemental Form Pool 2).

3) If one or two of the Relevant Experience Projects is based on a “collection of task orders”, use Attachment J.12.3

(Relevant Experience Projects Supplemental Form Pool 1-Collection of Task Orders) for each “collection of task orders” submitted. Do not fill out Relevant Experience Projects 5 and 6, if submitting two “collection of task orders” in lieu of Relevant Experience Projects. Do not fill out Relevant Experience Project 6, if submitting one “collection of task orders” in lieu of a Relevant Experience Project.
