DIVISION 1 - GENERAL REQUIREMENTS GENERAL REQUIREMENTS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division 1 Specifications, apply to this Section.

1.2 DESCRIPTION OF WORK

A. The Project consists of modifications to the Building 500 chilled water system and main air handling system.

B. The Work:

1. Replace the existing building chilled water pumps and provide new variable frequency drives

(VFD).

2. Add system temperature control valves and variable flow control sequences to the chilled water system.

3. Replace the main air handling unit's Outside Air (OA) Damper.

4. Provide building pressurization and humidity sensors and new control sequences to optimize

OA control.

5. Bid Option 1 - Replace existing chilled water coil control valves at air handling units with new

2-way control valves.

6. Bid Option 2 - Provide a carbon dioxide sensor in the building conference room and control sequence for Demand Controlled Ventilation (DCV) override.

1.3 CONDITIONS OF WORK

A. Disruptions: The Contractor shall perform his work in a manner with minimal disruption to normal Air Force operations.

B. Area of Work: The Contractor will be allowed a reasonable working area at all times. The Contractor shall confine his operations, including material storage, to the area of work coordinated with the Contracting Officer. The Contractor will be required to schedule and coordinate use of all elevators and docks with the Contracting Officer.

C. Regulations: The Contractor shall comply with all applicable Federal, State, local and Air Force regulations pertaining to safety, traffic control, and fire prevention.

D. Working Hours: The Contractor's working hours shall be between 7:00 a.m. and 5:00 p.m., with no work on weekends or Federal holidays. Permission to work at times other than those stated above must be obtained from the Contracting Officer at least five working days in advance.

E. Access Routes: Only those routes indicated on the drawings shall be utilized by the Contractor for access to the work site.

F. Product Delivery, Storage, and Handling: The Contractor will be allowed a material storage site as directed by the Contracting Officer. The Contractor shall erect a sign with his name and phone number at the storage area. The area shall be kept orderly and free of litter.

1. Deliver, store, and handle products in accordance with the manufacturer's recommendations, using means and methods that will prevent damage, deterioration, and loss, including theft.

2. Schedule delivery to minimize long-term storage at the site and to prevent overcrowding of construction spaces.

3. Coordinate delivery with installation time to ensure minimum holding time for items that are flammable, hazardous, easily damaged, or sensitive to deterioration, theft, and other losses.

4. Deliver products to the site in the manufacturers’ original sealed containers or other packaging systems, complete with labels and instructions for handling, storing, unpacking, protecting, and installing.

5. Inspect products upon delivery to ensure compliance with the Contract Documents, and to ensure products are undamaged and properly protected.

6. Store products at the site in a manner that will facilitate inspection and measurement of quantity or counting of units.

7. Store heavy materials away from the Project structure in a manner that will not endanger the supporting construction.

8. Store products subject to damage by the elements above ground, under cover in a weather-tight enclosure, with ventilation adequate to prevent condensation. Maintain temperature and humidity within range required by manufacturers’ instructions.

G. All work shall not interfere with operations in adjacent areas. Work conducted concurrent with Air Force operations shall be performed using all temporary safety and protection procedures necessary to allow for such work.

H. Use of the Site: Confine operations at the site to the areas coordinated with the Contracting Officer and permitted under the Contract. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to site rules and regulations affecting the work while engaged in project construction.

1. Keep existing driveways and entrances serving the premises clear and available to the

Contracting Officer and his employees at all times. Do not use these areas for parking or storage of materials.

2. Limit the amount of materials and equipment stored on site. Confine stockpiling of materials and location of storage sheds to the areas indicated on the drawings. If additional storage is necessary, obtain and pay for such storage off site.

3. Lock automotive type vehicles, such as passenger cars and trucks and other mechanized or motorized construction equipment, when parked and unattended, so as to prevent unauthorized use. Do not leave such vehicles or equipment unattended with the motor running or the ignition key in place.

I. Protection of Existing Work: Contractor shall provide protection for all existing floor coverings, walls, and other building finishes in the area of work and access way to the project area. The method of protection shall be at the Contractor’s discretion; however, the Contractor shall be liable for leaving the building in the same condition as existed at the start of the Project. The Contractor shall schedule a walk-through with the Contracting Officer to document existing conditions.

J. Dust Protection: The Contractor shall furnish and install a temporary dust protection enclosure at every door to the Project area. The enclosure shall consist of temporary, removable partitions constructed of plywood and framing lumber. Each enclosure shall have two (2) entry openings that shall form a vestibule separating the work area from the adjacent building corridor. The enclosure shall be installed in such a manner that it does not block the corridor or require building occupants to enter the vestibule to pass by the work area. The Contractor shall remove the enclosure and repair any damage to the existing adjacent finishes or installed work in accordance with the appropriate sections of these Specifications.

New openings cut into existing walls which adjoin spaces outside the work area shall be sealed to prevent migration of dust until such time as permanent doors are installed.

1.4 WORK SEQUENCE REQUIREMENT

A. Critical to the success of this project will be the phasing and sequencing of the work to minimize down time and inconvenience to the facility. The existing steam/heating hot water system shall be shut down not more than one time for a maximum of 8 hours during this project.

B. Maximum power shutdown windows shall be from 5 p.m. to 4 a.m. during weekdays.

The Contractor is required to develop and submit to the Contracting Officer a steam/domestic hot water outage schedule 30 days prior to commencing of work for approval. The Contractor shall also submit request to perform any outage 15 working days prior to a planned outage. In this request the contractor must submit a plan that details the actions to be taken during the outage, all contingency plans to be taken if proposed actions are not successfully completed, the estimated dates and starting times of the outages and the estimated elapsed time of the outages as well as which section(s) of the facility will be affected.

C. The Contractor must determine what means and methods best fit the design intent and requirements, and to expedite the work with absolute minimum interruptions.

1.5 VERIFICATION OF DIMENSIONS

A. The Contractor shall be responsible for the coordination and proper relation of the work. The Contractor shall field verify all dimensions and advise the Contracting Officer of any discrepancies prior to proceeding with that phase of the work. Where exact locations are not given for the positioning of equipment and devices, they shall be positioned to permit easy access for maintenance and for removal and replacement of component parts.

1.6 UTILITIES

A. Maintenance: The Contractor shall be responsible for installing and maintaining temporary cords, lines, or other equipment in a safe condition.

B. Fire Hydrant Connections: Only compatible adapters shall be utilized for hydrant connections. A gate valve shall be provided and installed by the Contractor between the hydrant and supply hoses to control flow. Connection shall include certified backflow protection. Temporary connections to fire hydrants shall be disconnected at the end of each working day. No quick-closing valves such as plug or butterfly valves will be used. Notify the Fire Department prior to connection.

C. Removal: Prior to final acceptance, all temporary cords, lines, or other equipment shall be removed and the exiting outlets and lines restored to the condition existing prior to the start of construction.

D. Outages: Any proposed utility outages necessitated by the work shall be requested in writing at least 15 working days prior to the proposed outage. The request shall be directed to the Contracting Officer and shall stipulate the specific utility systems and circuits to be affected, the location of the work, the time at which the shutdown will occur, and the duration of the outage for each system.

Outages shall be kept to a minimum both in number and in duration. Where multiple outages are required, as many outages as can be accurately scheduled shall be submitted as a group.

1.7 DAILY WORK SCHEDULES

A. To closely coordinate work under this contract, the Contractor shall prepare for and attend a weekly coordination meeting with the Contracting Officer and Using Service. At each meeting the Contractor shall submit for coordination and approval, their proposed daily work schedule for the next two-week period.

1.8 CONSTRUCTION SUPERINTENDENT

A. The Construction Superintendent shall be on the job site any time work is being accomplished. The Construction Superintendent shall carry a pager through which he can be contacted during working hours. The Construction Superintendent shall make a daily construction report listing all trades, number of people, equipment utilized, work being accomplished, and any problems or unforeseen conditions encountered during the course of the work. Reports shall be turned in at the weekly coordination meeting to the Contracting Officers technical representative.

B. The Construction Superintendent shall schedule a weekly coordination, progress, and schedule review meeting with the Contracting Officer’s technical representative.

1.9 TRASH REMOVAL

A. All non salvageable items and trash shall be hauled off the Base grounds and disposed of in accordance with applicable state and local regulations. Items shall be transported in tarp covered or closed vehicles. Any materials dropped or blown off vehicles shall be immediately picked up by the Contractor.

1.10 SALVAGEABLE ITEMS

A. Refer to Section “Selective Demolition” for identification and description of items to be salvaged.

All items removed and not to be salvaged or scheduled for reuse shall be come the property of the Contractor and removed from the Base grounds.

1.11 FILL MATERIALS

A. Excess fill material, including rock, gravel, broken concrete or asphalt, plaster, etc., shall be hauled off the Base grounds and disposed of in accordance with applicable state and local regulations.

B. Additional fill material shall be hauled to the site from off the Base grounds as a necessary part of the work.

1.12 PARKING

A. Parking of the Contractor's vehicles shall be restricted to the area designated by the Contracting Officer. The company name shall be prominently displayed on all construction vehicles parked in the designated spaces. The Contractor shall provide temporary parking signs for his assigned spaces.

Parking for contractor personnel will be restricted to these designated spaces. Parking signs will conform to USAF standard.

1.13 TRAFFIC CONTROL DEVICES

A. The Contractor shall comply with the recommendations contained in Part 6 of the U.S. Department of Transportation, Federal Highway Administrations Manual of Uniform Traffic Control Devices (D6.1-1978) to insure proper warning to motorists and adequate traffic control. All signs, warning lights, barricades, and other traffic control devices shall be provided by Contractor.

1.14 TELEPHONE, PAGER, AND TWO-WAY RADIOS

A. Business Telephone: At the beginning of construction, the Contractor shall provide the Contracting Officer with a telephone number at which the Contractor or his representative may be contacted at any time during regular working hours and off-duty hours. RF pagers must be approved by Contracting Officer prior to use.

B. Construction Telephone: The Contractor may have temporary telephone service installed at the project site. The Contracting Officer's approval of the installation method shall be required prior to installing any telephone equipment. At the completion of the construction, all temporary equipment, materials, etc., shall be removed. All costs incurred as a result of the telephone installation shall be borne by the Contractor.

C. Two-Way Radios: The Contractor shall be responsible to coordinate radio frequencies used with the Contracting Officer.

1.15 FIELD OFFICE

A. Contractor may provide a temporary field office on Base for his use. The location, type, proposed maintenance, and other considerations, shall be approved by the Contracting Officer prior to moving such a facility onto the site. At the completion of the construction, the facility shall be removed from the site and the area adjacent to the office restored to that condition existing prior to the start of construction. All costs incurred in connection with the facility shall be borne by the Contractor.

1.16 SANITARY PROVISIONS

A. Contractor shall utilize only those toilets specified by the Contracting Officer for his use, provided that such usage does not conflict with usage by Base personnel and that such usage does not result in unsanitary conditions or damage to the toilet. Should usage by Contractor result in unsatisfactory conditions, the Contracting Officer shall have the authority to restrict or prohibit further usage by the Contractor. In no instance, shall paint or other construction materials be disposed of in the toilet equipment, nor shall the fixtures be utilized for cleaning construction equipment.

1.17 POLLUTION ABATEMENT

A. The Contractor shall perform all work in a manner minimizing pollution of air, water, and land, as required. In addition, the following requirements shall be mandatory:

1. Transporting materials to or from the site shall be accomplished in a manner preventing materials or particles from becoming airborne.

2. Burning of any material, by the Contractor, on Base grounds is prohibited.

3. Stream beds, lakes, drainage ways, sanitary and storm sewers, etc., shall not be polluted by fuels, oils, bitumen, acids, or other harmful materials. Surface drainage from the construction site that contains harmful amounts of sediments shall not be allowed to drain onto adjacent

areas. All grading shall be accomplished to allow sedimentation to settle out prior to flowing onto adjacent areas.

4. Flushing of concrete trucks is prohibited at this project site.

5. Excess mortar, plaster, or drywall materials shall not be disposed of on Base grounds. Water utilized for plastering or drywall equipment shall be disposed of in accordance with the instructions of the Contracting Officer. In no instance shall water be disposed of in areas that are planted or scheduled to be planted.

1.18 PROJECT CLEANUP

A. The Contractor is responsible to maintain the construction site in a clean and orderly condition from the start of the project to completion. Daily cleanups are required. The Contractor shall have a dumpster on site for disposal of debris and shall arrange for transport of dumpster and debris to and from the base. The dumpster shall be clearly marked with signs that the dumpster is the Contractor’s and not the Government’s. This shall be done to avoid unauthorized personnel from throwing trash into the Contractor’s dumpster.

B. At project completion the Contractor shall remove all equipment, materials, and debris from the site including toilets and dumpsters. Areas around work sites shall be cleaned with dirt/grass surfaces raked clean of any slag from the Contractor's operations. Remaining dirt/fill material shall be removed or may be scattered with the approval of the Contracting Officer.

1.19 LOAD LIMITS ON PAVEMENT

A. Vehicular Load Limits: Vehicle traffic on concrete walkway pavement shall be restricted to equipment with pneumatic tires.

1. The limit for vehicular loading on all areas of concrete walkway pavement over building structures and access bridges shall be a pickup type truck with a payload not to exceed 1,000 pounds or a gross vehicular load of 5,000 pounds.

2. The limit for vehicular loading on concrete access ramps on “on-grade” concrete walkway pavement shall be 5,000 pounds per vehicle wheel. For the purpose of this limitation, dual wheels shall be considered as two wheels.

DIVISION 1 - GENERAL REQUIREMENTS SUMMARY OF WORK

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division 1 Specification, apply to this section.

1.2 SUMMARY

A. This section specifies administrative and procedural requirements for this alteration project.

1.3 EXISTING CONDITIONS

A. Carefully study and compare Construction Documents with existing conditions at the project site.

Report to Contracting Officer, errors, discrepancies, inconsistencies, and omissions; and materials, products, systems, procedures, and construction methods shown or specified which are incorrect, inadequate, or unsuitable for actual field conditions discovered, or which Contractor would not warrant as required by the Construction Documents. Do not proceed with work in areas where errors, discrepancies, inconsistencies, or omissions were found, without the Contracting Officer's instructions.

B. Before ordering materials or doing work at the project site, verify dimensions and conditions affecting materials to be ordered or work to be done, to ensure that dimensions shown on construction drawings accurately reflect actual dimensions. Bring inconsistencies to Contracting Officer's attention and do not proceed without Contracting Officer's instructions.

C. Protect portions of existing building indicated to remain from damage or harm due to work of this Project.

1.4 EXISTING OPERATING SYSTEMS

A. Existing building operating systems, utilities, and services shall remain in service at all times.

Schedule any shutdown or interruption of building operating systems, utilities and services with the Contracting Officer as outlined in Division 1 Section "GENERAL REQUIREMENTS."

B. Definition of building operating systems, utilities, and services include, but are not necessarily limited to, the following:

1. CHWR, CHWS, HW, HWR, steam, condensate, steam vent

2. Domestic hot and cold water service

3. Electric service, primary, and standby power systems

4. Ventilating, air conditioning

5. Fire protection

6. Communication-alarm-signaling systems

7. Telephone and data communication systems

C. Do not sever existing pipes or conduits serving areas or equipment in the building. Cut off pipes and conduits that are connected to portions of the building or systems to remain and seal them tightly after making bypass provisions to prevent lapses in service. Cut off, cap, and tightly seal conduits and pipes in walls, partitions and floor to be removed; or, if their continued service is required, move such conduits and pipes to new acceptable locations.

D. Protect both new and existing-to-remain mechanical and electrical equipment from damage during the construction period. Close openings into pipes and ducts to prevent entrance of foreign materials.

DIVISION 1 - GENERAL REQUIREMENTS ACCESS TO SITE

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division 1 Specifications, apply to this Section.

1.2 APPLICABLE PUBLICATIONS

A. The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

B. Air Force Instructions (AFI):

1. AFI 31-101 Air Force Physical Security Program

2. AFI 31-209 The Air Force Resource Protection Program

1.3 INTRODUCTION

A. The Contractor shall be responsible for assuring compliance with all security requirements of the applicable security zones as outlined herein.

B. Operational Delays: The Contractor and his personnel shall leave Schriever Air Force Base (SAFB) upon notification by the Contracting Officer (CO), his technical representative, or constituted authority when directed; that operational requirements or emergencies dictate. Also, official snow call or late reporting may affect the Contractor’s production for which the CO will not consider reimbursement for lost work time. Normal delay should not exceed one hour in duration.

1.4 SECURITY

A. General: The Contracting Officer will coordinate installation and restricted area entry with the resource managers of the areas on SAFB and with the 50th Security Forces Squadron (50 SFS), and will assist the Contractor with initiating security reviews (e.g. local and national agency checks) and requesting restricted area badges as described below. The Contractor shall furnish a list of Contractor personnel requiring entry to SAFB and the restricted area. This list will be provided as soon as possible, but not later than ten (10) days, after contract award and maintained current as Contractor personnel are added or dismissed from the contract/project.

B. Restricted Area: SAFB is a closed base. Within the installation boundary there is a permanent restricted area. Restricted means, by definition, contain priority resources and are established pursuant to DoD Directive 5200.8, Security of DoD Installations and Resources. Because priority resources are contained within the restricted area, a single security system and circulation controls are required.

C. Circulation Control: Restricted Area Badge for Unescorted Entry only (i.e. not requiring or authorized access to classified information) may be issued to Contractor personnel meeting the following qualifications:

1. Subject will be employed for six or more months.

2. Contract is for more than six months.

3. Subject has initiated a National Agency Check (NAC).

4. Subject has received a favorable local agency/files check initiated by 50 SFS/SFAC

NOTE: Badges authorized under the aforementioned provisions are only for Area 7 on SAFB. No other areas, restricted or controlled, will be entered on the badge. Badges will not be electronically coded for any module or controlled by the Advance Entry Control System (AECS), nor will the individual be granted escort authority. If any other areas are required, the badge will be issued only upon completion of the NAC.

5. Security Forces personnel will verify the identity and authorization of each Contractor employee requesting entry to the installation or restricted area, and may conduct searches of any hand-carried item, container, or vehicle used by the Contractor under this contract.

6. The Contractor shall absorb all costs associated with delays at the installation entry points, restricted area entry points, or any other locations affected by security entry/circulation control measures.

D. Escorts: The Contractor shall be responsible for providing their own security escorts for the duration of this contra ct (including option years). Security escort personnel shall comply with the provisions detailed in "Circulation Control," paragraph 1.3-C in this specification.

E. Contractor Vehicles: All Contractor vehicle operators are required to obtain vehicle entry passes for any vehicles operating on SAFB at Building 15, Pass and ID Facility. The Contractor will be required to present proof of insurance, drivers license, vehicle registration, and other documentation as needed to obtain vehicle entry pass. The company name shall be prominently displayed on all vehicles operated on SAFB.

F. Information Access: Contractor access to classified information is prohibited. When Contractor performance occurs within restricted or controlled areas, or within close physical proximity of classified information, Contractor compliance with various levels of security instructions is required.

G. Government Project Inspector: Government Project Inspector will be assigned to each project and will resolve all security issues/problems between the Contractor and Security Forces.

H. Communications Security (COMSEC) Monitoring: Contractor personnel are advised that any time they place a call or receive a call from a DoD organization, they are subject to COMSEC procedures, such as monitoring. All communications with DoD organizations are subject to COMSEC review.

Telecommunications networks are continually subject to intercept by unfriendly intelligence organizations. The DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from or termination of DoD organizations. The Contractor is responsible for ensuring all contractor employees are informed of the provisions of this paragraph.

I. Free Zones: Free zones are created inside restricted areas when construction projects make normal circulation controls inappropriate. When possible the Contractor will create a free zone corridor between the restricted area entry control point and the project location. If a safe corridor is not possible Contractor security escort personnel will provide escort to and from the project location.

Projects requiring a free zone must be coordinated with the 50 SFS/SFOS at least 6 months prior to project start date.

J. Right to Deny Entry: The Installation Commander or designated representative reserves the right to deny entry to any Contractor whose NAC is unfavorable, and the right to terminate the entry authorization of any Contractor employee upon disclosure of information which indicates the individual’s continued entry to SAFB is not in the best interest of national security. Additionally, SCHRIEVER AIR FORCE BASE SECTION 01 14 13 - PAGE 3 the violation of or any deviation from established security procedures by the Contractor’s employee may result in the confiscation of restricted area badge and the denial of future entry to SAFB.

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division 1 Specifications, apply to this Section.

1.2 SUMMARY

A. This Section specifies administrative and supervisory requirements necessary for Project coordination including, but not necessarily limited to:

1. Coordination

2. Administrative and supervisory personnel

3. General installation provisions

4. Cleaning and protection

B. Progress meetings, coordination meetings, and pre-installation conferences are included in Division 1 Section "Project Meetings."

1.3 GENERAL COORDINATION

A. Coordinate construction activities included under various Sections of these Specifications to assure efficient and orderly installation of each part of the Work. Coordinate construction operations included under different Sections of the Specifications that are dependent upon each other for proper installation, connection, and operation.

1. Where installation of one part of the Work is dependent on installation of other components, either before or after its own installation, schedule construction activities in the sequence required to obtain the best results.

2. Where availability of space is limited, coordinate installation of different components to assure maximum accessibility for required maintenance, service, and repair.

3. Make adequate provisions to accommodate items scheduled for later installation.

B. Coordination of Trades: Coordinate work of different trades so interference between mechanical, electrical, and structural work (including existing services) will be avoided. Within limits indicated, provide the maximum practical space for operation, repair, removal, and testing of equipment. Keep pipes, ducts, conduit, and the like as close as possible to overhead structure. Maintain required slopes, pitches and clearances. Locate pipes, ducts and equipment so that they do not interfere with the intended use of eyebolts and other lifting devices.

1.4 MECHANICAL/ELECTRICAL/EQUIPMENT COORDINATION

A. General: Sequence, coordinate, and integrate the various elements of equipment, mechanical work, and electrical work so that various systems will perform as indicated. The Contracting Officer will not supervise this coordination, which is the exclusive responsibility of the Contractor.

B. Comply with the following requirements:

1. Install piping, ductwork, and similar services straight and true, aligned with other work, close to walls and overhead structure, allowing for insulation, concealed (except where indicated as

exposed) in occupied spaces, and out-of-the-way with maximum passageway and headroom remaining in each space.

2. Install electrical work in a neat and organized manner with conduit and similar services in or parallel with building lines; concealed unless indicated as exposed.

3. For all work maintain maximum practical overhead clearance above ceiling. Where exposed, maintain 7’-0” minimum clearance.

4. Arrange all work to facilitate maintenance and repair or replacement of equipment. Locate services requiring maintenance on valves and similar units in front of services requiring less maintenance. Connect equipment for ease of disconnecting, with minimum of interference with other work.

5. Provide space to permit removal of coils, tubes, fan shafts, filters, and any other parts that may require replacement.

6. Locate operating and control equipment and devices for easy access. Furnish access panels where units are concealed by finishes and similar work.

7. Integrate mechanical work in ceiling plenums with suspension system, light fixtures, and other work so required performances of each will be achieved.

8. Piping systems that require sloping for drainage shall have the right-of-way over other service lines and ductwork.

9. Advise other trades of openings required in their work for accommodation of mechanical and electrical elements. Provide and place sleeves and anchors required in other work.

C. Coordinate equipment, mechanical, and electrical work in accordance with the following schedule:

Note 1: Motor-driven units that are controlled from line voltage automatic controls, such as line voltage thermostats, float switches, or time switches that conduct full load current of the motor shall be wired for both power and control by the electrical installer. However, if the control device does not conduct full-load current, then the control device shall be wired for control by the control installer. (Example: A 208V, 3-phase,3-wire motor requires 120V circuit for power and wire the power circuit. Control Installer shall wire the circuit.)

Note 2: All conduit associated with temperature control wiring will be furnished and installed by the control installer.

Note 3: Provide Division 26 with a complete summary list of all Div. 23 equipment requiring electric power within 45 days after award of Contract. The list shall summarize equipment power loads, quantities, and locations of equipment and connection points.

Note 4: All starters, other than those in motor control centers, shall be furnished under Div. 23. All starters furnished under Div. 23 shall be complete and shall conform to Div. 26, NEC, and NEMA requirements.

1.5 SUBMITTALS

A. Coordination Drawings: For locations where several elements of equipment, mechanical or combined mechanical and electrical work must be sequenced and positioned with precision in order to fit into the available space, prepare coordination shop drawings showing the actual physical dimensions at accurate scale required for the installation. Prepare and submit coordination drawings prior to purchase/fabrication/installation of any of the elements involved in the coordination. Lay out the mechanical and electrical work in conformity with the Contract Drawings, coordination drawings and other shop drawings, product data and similar requirement, so that the entire mechanical plant will perform as an integrated system properly interfaced with electrical work and other work.

PART 2 - PRODUCTS (Not Applicable)

PART 3 - EXECUTION

3.1 GENERAL INSTALLATION PROVISIONS

A. Inspection of Conditions: Require the Installer of each major component to inspect both the substrate and conditions under which Work is to be performed. Do not proceed until unsatisfactory conditions have been corrected in an acceptable manner.

B. Manufacturer's Instructions: Comply with manufacturer's installation instructions and recommendations, to the extent that those instructions and recommendations are more explicit or stringent than requirements contained in Contract Documents.

C. Inspect materials or equipment immediately upon delivery and again prior to installation. Reject damaged and defective items.

D. Provide attachment and connection devices and methods necessary for securing Work. Secure Work true to line and level. Allow for expansion and building movement.

E. Visual Effects: Provide uniform joint widths in exposed Work. Arrange joints in exposed Work to obtain the best visual effect. Refer questionable choices to the Contracting Officer for clarifications.

F. Recheck measurements and dimensions, before starting each installation.

G. Mounting Heights: Where mounting heights are not indicated, install individual components at standard mounting heights recognized within the industry for the particular application indicated.

Refer questionable mounting height decisions to the Contracting Officer for clarifications.

3.2 CLEANING AND PROTECTION

A. During handling and installation, clean and protect construction in progress and adjoining materials in place. Apply protective covering where required to ensure protection from damage or deterioration at Substantial Completion.

B. Clean and maintain completed construction as frequently as necessary through the remainder of the construction period. Adjust and lubricate operable components to ensure operability without damaging effects.

C. Limiting Exposures: Supervise construction activities to ensure that no part of the construction, completed or in progress, is subject to harmful, dangerous, damaging, or otherwise deleterious exposure during the construction period. Where applicable, such exposures include, but are not limited to, the following:

1. Excessive static or dynamic loading

2. Excessive internal or external pressures

3. Excessively high or low temperatures

4. Thermal shock

5. Water or ice

6. Solvents or other chemicals

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

B. Construction schedules.

1.3 PROGRESS MEETINGS

A. The Contractor shall conduct progress meetings at the Project site at regular intervals and as scheduled with the Contracting Officer.

B. Attendees: In addition to Contracting Officer, other parties as deemed necessary by Contracting Officer, Contractor, and others involved in planning, coordination, or performance of future activities shall be represented at these meetings by persons familiar with the Project and authorized to conclude matters relating to progress.

C. Agenda: The Contractor shall prepare and distribute minutes of previous progress meeting. Correct minutes of the previous progress meetings as directed. Review other items of significance that could affect progress.

1. Agenda for each progress meeting will include the following:

a. Attendance

b. Review and acceptance of previous minutes

c. Status of Requests for Information/Decision

d. Construction Schedule Review

e. Review of Record Documents

f. New business

2. Contractor's Construction Schedule: Be prepared to review progress since the last meeting.

Determine where each activity is in relation to the Contractor's Construction Schedule, whether on time or ahead or behind schedule.

3. Be prepared to review and discuss the present and future needs of each entity present, including such items as:

a. Interface and utility interruption requirements

b. Time

c. Sequences

d. Deliveries

e. Off-site fabrication problems

f. Access

g. Site utilization

h. Temporary facilities and services

Standard information prepared without specific reference to the Project is not considered to be shop drawings.

C. Product data includes, but is not limited to, the following:

6. Printed performance curves

1.3 SUBMITTAL PROCEDURES

A. Coordination: Coordinate preparation and processing of submittals with performance of the Work.

Transmit each submittal to the Contracting Officer of scheduled performance of related construction activities to avoid delay.

1. Coordinate each submittal with other submittals and related activities that require sequential activity including:

a. Testing

b. Purchasing

c. Fabrication

d. Delivery

2. Coordinate transmittal of different types of submittals for the same element of the Work and different elements of related parts of the Work so processing will not be delayed by the Contracting Officer's need to review submittals concurrently for coordination. The Contracting Officer reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are forthcoming.

B. The Contractor shall make each submittal required on the Schedule of material Submittals. The Con-tracting Officer may request submittals in addition to those listed on the Submittal Register, which shall be submitted in full conformance with this Section and at no additional cost to the Government.

Unless otherwise specified, the Schedule of material Submittals shall be submitted within ten (10) calendar days after the date of the Notice to Proceed. Submittals shall be delivered to the Contracting Officer by the dates listed on the approved Schedule of material Submittals, with the following exceptions:

Product Warranties and Final As-Builts: Submit within two (2) weeks after final acceptance, prior to final payment.

C. Submittal Review Time: The Contractor will be notified not later than 21 days after submission date of approval or disapproval, with appropriate comments in the event of disapproval. Disapproved submittals shall be resubmitted no later than seven (7) calendar days after receipt of disapproval. In no event shall disapproval be an acceptable basis for extension of the project completion time.

D. Submittal Preparation: Place a permanent label or title block on each submittal for identification.

1. Indicate the name of the firm or entity that prepared each submittal on the label or title block.

2. Include the following information on the label for processing and recording action taken.

a. Project name

b. Date

c. Name and address of Contractor

d. Name and address of Subcontractor

e. Name and address of supplier

f. Name of manufacturer

g. Number and title of appropriate specification section

h. Drawing number and detail references, as appropriate

i. Similar definitive information as necessary

E. Submittal Transmittal: Package each submittal appropriately for transmittal and handling. Transmit each submittal from the Contractor to the Contracting Officer. Submittals received from sources other than the Contractor will be returned to the sender without action.

1. Send six (6) following copies to the Contracting Officer.

2. Record relevant information and requests for data on the transmittal form. On the form, or an attached separate sheet, record deviations from requirements of the Contract Documents, including minor variations and limitations.

1.4 TYPES OF SUBMITTALS

A. The types of submittals required for each particular technical section of this specification are set forth in the beginning of that section. In some instances, special instructions for submissions are given in the pertinent technical section; those special instructions shall, in case of conflict, take precedence over the requirements set forth herein.

B. Shop drawings shall consist of drawings prepared specifically for this Project illustrating items to be fabricated specifically for this Project. Such drawings shall be in conformance with the General Provisions of this specification and shall clearly define the size, thickness, configuration, material, finish, number required, and all other pertinent characteristics of each item to be fabricated. In addition, the drawings shall define the exact location of the item in the work and its relations to all other affected items. Do not reproduce Contract Documents as the basis of shop drawings.

1. Include the following information on shop drawings:

a. Dimensions and quantities

b. Identification of products and materials included, including brand names

c. Compliance with specified standards

d. Notation of coordination requirements

e. Notation of dimensions established by field measurement

2. Submit coordination drawings, where required, for integration of different construction elements. Show construction sequences and relationships of separate components where necessary to avoid conflicts in utilization of the space available.

3. Encircle or otherwise indicate deviations from the Contract Documents on the shop drawings.

4. Do not permit shop drawing copies without an appropriate final stamp or other marking indicating the action taken to be used in connection with construction.

C. Manufacturer's printed data shall consist of printed literature illustrating or describing manufactured products proposed for use in the proposed product and, if necessary, shall be accompanied by a written explanation of its relationship in the work. Pages describing products in addition to those proposed for use in this Project shall be marked to define exactly which product is being proposed for inclusion in this Project. Highlighting is unacceptable. Use black arrows or underline. The submission should include copies of relevant pages only. Manufacturer’s general catalog, with pages of products unrelated to this Project, will not be acceptable.

1. Where product data have been printed to include information on several similar products, some of which are not required for use on the Project or are not included in this submittal, mark copies to clearly indicate which information is applicable.

2. Where product data must be specially prepared for required products, materials, or systems, because standard printed data are not suitable for use, submit as "shop drawings" not "product data."

3. Include the following information in product data:

a. Product dimensions, colors, and finishes

b. Manufacturer's printed recommendations

c. Compliance with recognized trade association standards

d. Compliance with recognized testing agency standards

e. Application of testing agency labels and seals

f. Notation of dimensions verified by field measurement

g. Notation of coordination requirements

4. Include material safety data sheets for all chemical products used or proposed at the start of construction.

5. Do not submit product data until compliance with requirements of the Contract Documents has been confirmed. Provide written indication of this confirmation on the product data submittal.

6. Distribution: Furnish copies of final product data submittal to manufacturers, subcontractors, suppliers, fabricators, installers, governing authorities, and others as required for performance of the construction activities. Show distribution on transmittal forms.

a. Do not proceed with installation of materials, products and systems until a copy of product data applicable to the installation is in the installer's possession.
