About this file
Summary
This is a geotechnical report clarification letter from Geocon Consultants, Inc. to the California Department of Forestry and Fire Protection (CAL FIRE) dated July 27, 2023, regarding the proposed Parkfield Fire Station located at 70331 Vineyard Canyon Road in Monterey County, California. The letter clarifies foundation recommendations for the fire station construction project, specifically addressing liquefaction-related design considerations. Geocon recommends that the foundation system consist of shallow foundations with interconnected continuous footings or individual spread footings interconnected with tie beams, designed in accordance with ASCE 7-16 standards. The clarification specifies that while the site is subject to liquefaction, it is not subject to permanent lateral spread displacements, meaning certain subsections of the design standards do not apply. The letter indicates that tie-beam design should follow ASCE 7-16 Section 12.13.8.2 specifications, individual footings do not require integral connection to a reinforced slab-on-grade, and mat foundation systems may be used as an alternative to foundation ties.
The broader construction project, solicited under CAL FIRE's competitive bidding process, requires a licensed California General Building Contractor (B License) to construct a new four-bedroom, two-bay fire station with associated buildings and site improvements, including photovoltaic systems, water storage, and fuel infrastructure. The State's project estimate is $15,500,000, with a mandatory site visit scheduled for June 16, 2025, at 11:00 a.m. and a bid submission deadline of August 11, 2026, at 2:00 p.m., followed by virtual bid opening at 3:00 p.m. The prime bidder must self-perform a minimum of 30% of work and hold current, active licensing throughout the contract term. Interested parties should access bid documents through California's Cal eProcure online portal or contact Dennis Schrader for additional information and site visit confirmation.

Project No. S9962-05-23B July 27, 2023

Subject: GEOTECHNICAL REPORT CLARIFICATION
PROPOSED PARKFIELD FIRE STATION
70331 VINEYARD CANYON ROAD
PARKFIELD, MONTEREY COUNTY, CALIFORNIA
Reference: Geotechnical Report Update, Proposed Parkfield Fire Station, 70331 Vineyard Canyon Road, Parkfield, California, prepared by Geocon Consultants, Inc. (Project No. S9962-05-23B), June 12, 2020.
Mr. Vincent:
In the referenced geotechnical report update (Geocon, 2020), for the proposed Parkfield Fire Station, Geocon recommended that the foundation system for the proposed fire station building consist of shallow foundations consisting of interconnected continuous footings or individual spread footings interconnected with tie beams detailed in accordance with ASCE 7-16 Section 12.13.9.2.1. This recommendation was due to the estimated magnitude of liquefaction differential settlement at the site.
Although the site is subject to liquefaction, it is not subject to permanent lateral spread displacements.
To clarify, the provisions of 12.13.9.2.1 applies to this project but its subsections 1. and 2. do not apply because the site is not subject to permanent ground displacement induced by lateral spreading.
Therefore, the tie force used for tie-beam design should be per 12.13.8.2 and individual footings do not need to be integral or connected to a reinforced slab-on-grade. Further, a mat foundation per
12.13.9.2.1.2 can be used as an alternative to foundation ties.
Our professional services were performed, our findings obtained, and our recommendations prepared in accordance with generally accepted geotechnical engineering principles and practices used in this area at this time. We make no warranty, express or implied.
Please contact us if you have any questions concerning the contents of this report or if we may be of further service.
Respectfully Submitted, GEOCON CONSULTANTS, INC.
