About this file

This document is a set of General Instructions for a Request for Proposal (RFP) issued by the City of Oklahoma City and its associated Public Trusts, specifically for the Employee Medical Center Program. The instructions detail the electronic proposal submission process through the Electronic Bidding System, with proposals to be submitted in PDF format. Proposers must register on the BidNet Direct platform and are required to examine all proposal documents thoroughly before submission. The Electronic Bidding System has a strict deadline policy, with no proposals accepted after the specified time, and all handwritten documents must be legible to avoid potential disqualification.

The instructions outline key procedural requirements for potential proposers, including the ability to submit exceptions to the proposal terms by uploading an "Exceptions" document, providing detailed specifications about proposed goods or services, and including a Letter of Authorization if the proposer is not statutorily authorized to bind themselves to the proposal. The document emphasizes that while specific brand names or manufacturers may be mentioned, proposers are not strictly limited to those exact specifications, provided their proposed alternatives meet the indicated type, character, quality, and performance equivalence. No specific pricing details or funding sources are explicitly outlined in these general instructions.
