1.2 PAYMENT
One (1) of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item.
(A) Designed Quantities (DQ) These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, Drawings, and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one (1) or more of the following conditions:
(1) As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, etc., will not be considered changes in quantities.
(2) As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by fifteen (15) percent.
(3) As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by fifteen (15) percent or more. The evidence must be verifiable and consist of calculations, Drawings, or other data that show how the designed quantity is believed to be in error.
Final payment will be made for the designed quantities at the unit price shown in the Schedule of Items, subject to the Variation in Quantities Provision.
(B) Actual Quantities (AQ) These quantities are determined from measurements of completed work.
(C) Lump Sum Quantities (LSQ) These quantities denote one (1) complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.
1.3 UNITS OF MEASUREMENT
Payment will be by units defined and determined according to U.S. Standard measure.

Reinforcing steel will conform to ASTM A 615, Grade 60 unless otherwise Shown on the Drawings. Welded wire mesh will conform to ASTM A 185.
(A) Condition: All reinforcement will be new, free from dirt, oil, paint, grease, loose mill scale, and loose or thick rust when placed.
(B) Storage: Store off the ground in a manner to prevent bending, rusting, and accumulations of dirt or soil.
2.2 REINFORCING FIBERS
Fibers used to control shrinkage cracking will be synthetic (polymeric) at a rate of one and half (11/2) to three (3) pounds per cubic yard. Fibers used for secondary or primary reinforcement in slabs-on-ground will be steel at a rate of fifteen (15) to two-hundred and fifty (250) pounds per cubic yard, depending on type of loading. The mix design will use information published by the Portland Cement Association and American Concrete Institute specifically detailing fiber reinforced concrete design.
2.3 SUBMITTALS
Prior to the pouring of the concrete the Contractor will submit the following items for approval by the Contracting Officer per Specification 01300 – Submittals.
(A) Horizontal and Vertical Reinforcement Plan: showing reinforcement layout.
PART 3 - EXECUTION
3.1 PLACEMENT
Place reinforcement as Shown on the Drawings and as herein specified. All reinforcement including that is not Shown on the Drawings will meet the requirements of ACI 318. Steel reinforcement will be centered in the concrete member unless otherwise Shown on the Drawings.
(A) Wire Mesh: No more than two (2) layers of welded mesh will be allowed in any concrete section to provide the required steel area. When two (2) layers of mesh are used mesh openings will be shifted half (1/2) mesh opening size both ways, one (1) layer relative to the other.
(B) Supports: Accurately place and adequately support reinforcing steel and wire mesh in final position with approved dobie supports prior to starting placement of concrete. Supports will be include integral wire ties. All reinforcement will be securely held in place throughout the concrete placement and tamping operations.
(C) Splices: Reinforcing steel will be continuous around corners between adjacent walls and between walls and floor slabs as Shown on the Drawings. Use full lengths of reinforcing steel whenever possible and keep the number of splices to a minimum. When splices are necessary on long runs, splices will be alternated on opposite sides of the component for adjacent steel bars and will be lapped as specified herein.
(D) Splice Lengths:
(A) Lap bars #4 or smaller: a minimum of twelve (12) inches. Lap bars larger than #4: a minimum of twenty-four (24) bar diameters.
(B) Lap welded wire mesh one and a half (1½) times mesh opening size.
3.2 TOLERANCES
The maximum allowable variation for center-to-center spacing of reinforcing steel is half (1/2) inch.
3.3 BENDING
Bend bars cold unless otherwise approved by the Contracting Officer. No field bending of bars partially embedded in concrete will be permitted.
3.4 GENERAL
Steel reinforcement Shown on the Drawings is designed to carry live load and dead load anticipated on the structure after the structure is installed at the permanent site. The Contractor will add reinforcement as needed to accommodate loads imposed by their handling, transportation, and assembling components of the concrete and masonry structures.
3.5 FIBER REINFORCING
Steel fibers may be used in slabs-on-grade as secondary or primary reinforcing when Shown on the Drawings. Synthetic fibers may be used to control shrinkage cracking when Shown on the Drawings. Unless otherwise specified, the Contractor may submit a fiber reinforcing design to the Contracting Officer as an alternative to the reinforcing steel shown. Submittals will include all design calculations, dosage rates, and concrete mix design alterations.
