About this file
This document is an amendment to a solicitation for accessible toilet upgrades at multiple campground locations within the Stanislaus National Forest in California. The Forest Service is seeking replacement of vault toilets at GAOA, Crabtree Campground Trailhead, and other unspecified campgrounds and locations. The period of performance for the work is extended from June 26, 2023 to December 26, 2023 due to long lead times for vault toilets. Contractors are advised that winter weather may impede both site access and work after September 7th and before May 21st at locations other than Crabtree Campground Trailhead. No formal site visits will be conducted for this project.

ATTACHMENT NO. 1 RFI RESPONSE
RFI No. 1:
Sheet G-03, General Note #1 states that work cannot be performed between May 21st and September 7th except at the Crabtree Campground Trailhead. When will the other Campgrounds/Locations be accessible? Response: Work may be performed at the other locations after September 7th and before May 21st. Winter snow may impede access at locations and should be taken into consideration. Winter snow arrival varies each year, but typically arrives around late November or December.
RFI No. 2:
The period of performance is from 6/26/2023 - 12/26/2023. Can this POP be extended since the vault toilets are typically a long lead time item? Response: CO may extend POP, no issues with extension at the unit. Winter work may not be possible due to snow. Contractor should take winter weather into consideration when planning work schedule.
RFI No. 3:
Will there be any formal site visit for this project? Response: No, there will not.
RFI No. 4:
Do conditions allow for access (this week) to each of these sites? Response: Most of the sites are inaccessible due to snow. However, conditions are changing rapidly as warmer temperatures have arrived.
RFI No. 5:
Is there a list of interested contractors/bidders that can be provided? Response: No RFI No. 6:
There is a short list of companies that can provide the vault toilets as specified, our experience with some of these companies is that they require 100% payment "upon order" and prior to manufacturing. They also typically have a substantial lead time, which would lead to a significant and extended capital outlay for the contractor. In that scenario, would the USDA Forest Service consider releasing payment for the materials prior to the delivery of the vault toilets? Response: No. A contractor should have adequate financial resources to perform the contract or the ability to obtain them: (See FAR 9.104-3(a)) RFI No. 7:
How many temporary toilets will be required for each site? Response: One per site image1.png image2.png
