RE Limited Pre-Renovation Flooring Survey Report Second Floor Northeast Area 610 East 5th Street, Vancouver, Washington

Introduction

RCP Environmental was retained by the U.S Department of Transportation Federal Highway Administration to provide limited asbestos sampling survey services at the Western Federal Lands Building in the Northeast Area of the Second Floor located at 610 East Fifth Street in Vancouver, Washington. The purpose of this inspection is to locate, identify and quantify asbestos-containing flooring materials in the Northeast Area of the Second Floor prior to limited renovation. This survey is intended to fulfill the U.S. Environmental Protection Agency (EPA), Southwest Clean Air Authority (SCAA) and Washington Department of Labor and Industries (L&I) requirements for identification of hazardous building materials prior to renovation or demolition

Site Description

The property subject to this investigation is an approximate 14,000 square foot two story office building constructed circa 1930. The building appears to be brick construction on a concrete slab foundation. Roofing is not included in the scope of this survey. Interior finishes appear to be gypsum wallboard walls with laid-in suspended ceiling panels. Floor coverings in Northeast Area of the Second Floor are a mix of carpet, and floor tile over a concrete floor.

The entire area is covered with glued-down carpet. Two types of floor tile were discovered underneath the carpet. Approximately 1,300 square feet of gray 12x12 floor tile with black mastic and approximately 3,900 square feet of tan 9x9 floor tile with black mastic.

Scope of Work

This survey included asbestos sampling. This inspection is limited to carpet-covered flooring materials in the Northeast Area of the Second Floor. The purpose of this survey is to provide an inventory of asbestos-containing flooring materials (ACM) prior to renovation activities

Western Federal Lands Limited Asbestos Survey Report

The visual inspection and sampling were performed by AHERA-Accredited Inspector Dave Routtu (Asbestos Building Inspector Certificate Number IMR-20-5871A) of RCP Environmental on Thursday, August 6, 2020.

This report provides the results of the survey, and sampling and assessments.

Methodology

Asbestos Survey Suspect materials identified during the onsite survey were grouped and classified as homogeneous materials based on their appearance, usage, and age of the building. Representative samples of accessible homogeneous flooring materials were sampled from the Northeast Area of the Second Floor. Materials determined by the inspector to be non-suspect, such as wood, metal, glass, and fiberglass insulation, were not sampled. Additional suspect building materials may be present in areas that were inaccessible, unsafe to inspect, or obscured from view during the inspection process.

Samples were collected in such a manner as to minimize release of the material into the surroundings. Material type, sample number, sample location and other pertinent information were recorded at the time of sampling.

Each sample was placed in a sample container labeled with a unique sample number and submitted under Chain-of-Custody documentation to QuanTem Laboratories, a National Voluntary Laboratory Accreditation Program (“NVLAP”) accredited laboratory for analysis. Samples were analyzed in accordance with EPA Method 600/R-93-116, using Polarized Light Microscopy (“PLM”) with dispersion staining and using visual area estimation to determine percent asbestos content. This method allows for the identification of the primary types of asbestos used in building materials. The lower limit of detection for this method is one percent.

Samples containing less than one percent asbestos by PLM with visual area estimation are reported as Trace.

Findings

Asbestos Asbestos was detected in all ten of the samples collected during this survey.

Regulatory Information

Asbestos Regulatory Issues Washington Department of Labor and Industries (L&I), and Southwest Clean Air Authority (SWCAA) define asbestos-containing materials (ACM) as those which contain greater than 1% asbestos by weight

Recommendations

Asbestos Asbestos containing materials must be removed by a Washington L&I licensed full scale asbestos abatement contractor utilizing L&I certified asbestos workers under the direct supervision of an L&I certified asbestos supervisor prior to any renovation activities that could disturb the materials.

Limitations

This survey is intended to be a limited pre-renovation asbestos survey. This survey is not to be used as an abatement project design document. If additional suspect ACM is subsequently discovered during renovation or demolition, either stop work and have the suspect material tested, or presume it is asbestos and have it removed by a licensed asbestos abatement contractor.

The information contained in this report is based on information furnished by the client and observations and test results provided by RCP Environmental. These observations are time dependent, are subject to changing site conditions, and revisions to Federal, state, and local regulations. RCP warrants that these findings have been promulgated after being prepared in accordance with generally accepted practices in the asbestos testing and abatement industry. No other warranties are implied or expressed.

Respectfully, RCP Environmental
