Contractors must maintain both a fixed facility and a mobile service unit capable of performing installations and repairs onsite and at ACHD locations. The RFP requires a minimum of five years' experience in tire and tube services, with all work performed by qualified, trained personnel. Sealed proposals must be submitted electronically through ACHD's eProcurement portal by 3:00 p.m. local time on Wednesday, August 12, 2026. Questions must be submitted by 4:30 p.m. on August 5, 2026, with responses provided by 4:30 p.m. on August 6, 2026. Proposals will be publicly opened via Zoom on August 12, 2026. Tier 1 tires (Bridgestone, Michelin, Goodyear) are the standard expectation, with Tier 2 (Toyo, Continental, Goodrich) as acceptable alternatives and Tier 3 (economy brands like Hankook) permitted only with ACHD Fleet staff approval. All tires must meet DOT standards and be manufactured in the United States. The contractor is responsible for inventory management, with tires not invoiced until placed on equipment, and must provide retread services for heavy-duty dump trucks. Emergency response within two hours is required 24/7/365, and the contractor must accommodate ACHD's 7:00 a.m. to 5:30 p.m. Monday–Friday operations while maintaining after-hours availability. No bid security is explicitly required based on the document language. Evaluation criteria emphasize cost (28% combined weight), firm history and experience (12%), qualifications (10%), understanding of scope (5%), and the repair services and brand matrix (45%), with scoring guidelines ranging from exceeding expectations (5 points) to not meeting expectations (0–1 points).
