Emergency Purchase Statement Summary

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Department of Human Services, Ludeman Developmental Center Division. The emergency procurement was authorized by Jean Sandstrom, Agency Procurement Officer, on August 29, 2025. The vendor is Summit Cold Storage Company, located at 5450 S. Center Avenue, Summit, Illinois 60501. The emergency purchase was justified under the category of preventing or minimizing serious disruption in critical State services that affect health and safety.

The contract provides cold storage and food distribution services, whereby Summit Cold Storage Company receives frozen and refrigerated food delivered by various food vendors, maintains the food at correct temperatures, and withdraws and delivers requested food items to the kitchen once weekly. The contract period runs from September 1, 2025, through November 29, 2025, with an estimated expenditure of $21,994.00 funded through State Appropriated Funds. The vendor was selected based on its provision of services under the most recent Small Purchase Bid for FY24-25, as multiple bids for a new contract yielded no responsive bids. The Department of Human Services identified potential for Business Enterprise Program vendors to perform up to 17 percent of the work, though Summit Cold Storage Company chose not to utilize such contractors. No existing State contract was available for the required services at the time of emergency procurement.
