About this file
This document is a Request for Qualifications (RFQ) issued by the State of Colorado's Office of the State Architect, State Buildings Program, for professional consulting services related to the Colorado Northwestern Community College (CNCC) Hefley Gym Floor Demolition and Abatement project. The RFQ seeks qualified industrial hygienists to remove the existing gym floor in the Hefley Arena, abate vermiculite material using containment and HEPA filtration, remove wood and nailing strips from the concrete slab, and decontaminate the area before reconstruction. A mandatory pre-submittal conference is scheduled for April 16th, 2024, at 10:30 AM, and all submittals are due by April 22nd, 2024, at 10:00 AM. The project must be completed by May 31st, 2024, with anticipated professional services starting between May 13th and May 31st.
The selection process will be conducted in two stages: an initial screening of submittals followed by oral interviews with a shortlist of firms. Evaluation criteria include project team qualifications, firm capabilities, prior experience, project approach, and work location. Firms will be scored across these categories, with the highest-ranked firm selected for contract negotiation. The RFQ is limited to Professional Services as defined in C.R.S. 24-30-1402, and all submittals must include the CNCC Response Sheet and Acknowledgement and Attestation Form. Submissions will be evaluated using a weighted scoring system, with firms ranked based on their cumulative scores from multiple evaluators.

http://www.colorado.gov/vss
Rev. 7/2022
The selection of a Project Manager will be conducted in accordance with the Colorado Revised Statutes, 24-30-1401 et. seq. The process will involve two stages. Stage One submittals will be screened and scored. Stage two: A limited number of firms will be short-listed and invited to participate in oral interviews. CNCC will attempt to negotiate a contract with the highest-ranked firm following the interview segment. Following is additional information relative to the selection process:
1. Mandatory Pre-submittal Conference: To ensure sufficient information is available to firms preparing submittals, a mandatory pre-submittal conference has been scheduled. The intent of this conference is to tour the site and to have CNCC staff available to discuss the project. Firms preparing submittals must attend and sign-in in order to have their submittals accepted. The pre-submittal conference will be held at:
Colorado Northwestern Community College – Hefley Gym 500 Kennedy Drive, Rangely, CO.
April 16th, 2024 at 10:30 AM
2. Submittals: Specific requirements for submittals and scoring criteria are detailed in II. SUBMITTAL REQUIREMENTS. In order to facilitate review, one (1) copy of the submittals must be provided. Submittals must be received at:
https://www.bidnetdirectly.com/colorado/cncc
Deadline for receipt is: April 22, 2024 by 10:00AM.
Late submittals will be rejected without consideration. CNCC and the State of Colorado assume no responsibility for costs related to the preparation of submittals.
3. Screening Panel/Short List: Submittals will be evaluated by a panel of individuals selected in accordance with state policies. The panel will review and score the submittals. Firms ranked the highest will be invited to an oral interview. It is anticipated no fewer than three (3) or no more than five (5) firms will be interviewed.
4. Oral Interviews: It is anticipated that oral interviews will be conducted virtually on April 25th, 2024. Interview times will be scheduled with short-listed firms. The time and room for interviews is to be determined. Key personnel from the firm and major consultants who will be directly involved with the project should attend the interview.
