About this file
This document is a reference table for the Fiscal Year 2026 Hearing Restoration Research Program (HRRP), a Congressionally Directed Medical Research Program that outlines award mechanisms and submission requirements for the Focused Research Award.
The HRRP Focused Research Award is open to independent investigators at all academic levels and supports promising basic through translational research that accelerates drug discovery and therapeutic development for hearing restoration after military-relevant auditory system injury. The program supports preclinical studies and clinical research but excludes clinical trials. Two funding levels are available: Funding Level 1 supports exploratory, high-risk, high-reward research in early development stages with maximum funding of $400,000 for two years and allows but does not require preliminary data; Funding Level 2 supports advancement toward clinical translation with maximum funding of $1.2 million for three years and requires preliminary data. New for FY26, Funding Level 2 includes a Partnering Principal Investigator Option allowing two investigators to collaborate on a single application, each receiving separate recognition and awards, with the combined cost cap applying to both investigators' budgets. Applicants must select the funding level based on research scope rather than budget amount. The pre-application letter of intent is due August 25, 2026 at 5:00 p.m. Eastern time, with full applications due September 10, 2026 at 11:59 p.m. Eastern time. The Grants.gov Funding Opportunity Number is HT942526HRRPFRA.

Independent investigators at all academic levels (or equivalent)
• The HRRP requires submission of a letter of intent prior to full application submission.
• Supports promising basic through translational research that accelerates drug discovery and therapeutic development for hearing restoration after military-relevant auditory system injury.
• May be used to support preclinical studies and clinical research but not clinical trials.
• Different research levels based on the scope of the research are available. It is the responsibility of the applicant to select the level that aligns with the scope of the proposed research. The Funding Level should be selected based on the research scope and not on the amount of the budget.
The following are general descriptions, although not all inclusive, of the scope of research projects that would be appropriate to propose under each Funding Level:
• Funding Level 1 supports exploratory, high-risk and high-reward research in the earliest stages of development.
o Research must have the potential to yield new avenues of investigation, such as new approaches, research tools or paradigms.
o Preliminary data allowed but not required.
• Funding Level 2 supports the advancement of research toward clinical translation.
o Applications may address any phase of research from basic through translational.
o Applications must include preliminary data.
o New for FY26: Partnering Principal
Investigator (PI) Option*: Supports meaningful and productive partnerships between two investigators, termed the initiating PI and partnering PI, collaborating on a single application, each of whom will be recognized as a PI and receive a separate award.
Funding Level 1
• The maximum allowable funding for the entire period of performance is $400,000 for total costs.
• The maximum period of performance is 2 years.
Funding Level 2
• The maximum allowable funding for the entire period of performance is $1.2 million for total costs.**
• The maximum period of performance is 3 years.
Pre-Application (Letter of Intent):
August 25, 2026 5:00 p.m. Eastern time
Application:
September 10, 2026 11:59 p.m. Eastern time
*If choosing the Partnering Principal Investigator Option, the cost cap applies to the combined total costs budgeted for the entire period of performance in the applications of the Initiating PI and the Partnering PI.
**Total costs include direct and indirect costs.
