About this file

This is a Questions and Answers document from Amendment #3 of solicitation FP1024054 for the construction of a 40' x 60' prefabricated metal building at Vance Air Force Base, Oklahoma. The Q&A clarifies 21 key technical and contractual requirements for offerors bidding on this Firm-Fixed Price construction project. Notable clarifications include: no exterior masonry or brick work is required; alternate prefabricated metal building (PEMB) systems are acceptable provided they meet specified design requirements; the contractor must conduct geotechnical investigation and submit a report; the building will not be occupied, eliminating fire alarm and suppression requirements but requiring fire extinguishers; no heating system integration with Building Automation Systems (BAS) is needed; cooling is not required; overhead doors must be sectionalized with standard chain/belt drive openers; and powder coating is preferred for pipe bollards. Additionally, the document confirms wage determination and certified payroll reporting are required, Performance Bonds only are needed (not bid or payment bonds), jobsite perimeter fencing is mandatory, and exterior building numbering is not required.

The Q&A further specifies that the engineered structural canopy must project 3-4 feet, include snow/ice guards, be building-supported (wall-mounted), and ideally be included as an accessory from the PEMB manufacturer; if not available, the contractor must provide shop drawings. The document addresses site-specific questions regarding geotechnical conditions, culvert requirements, transformer feeder installation, and insulation fire ratings, allowing contractors to submit Requests for Information (RFI) if site conditions warrant. The Q&A references the Statement of Work sections for detailed design specifications and construction requirements, and includes reference to an Insurance Provision Letter for coverage limits and endorsement requirements.

1Please confirm that there is no exterior masonry to match the other base facilitiesThere will be no brick work as part of this project. However, the contractor will need to provide color samples for the metal roof, trim, and wall to ASRC Construction Management for review and approval prior to construction to ensure colors closely match other facilities on base. Refer to 1.04.C.2.e.5 of the Statement of Work for further metal color details.
2Please confirm if the Basis of design manufacturer and framing system are intended to be proprietary, or if alternate PEMB systems utilizing different structural framing methods may be considered provided the system meets the dimensional requirements as well as the listed codes and loads. The proposed PEMB must meet all design requirements listed in the Statement of Work. Refer to section 1.04.C.2.e.1.b in the Statement of Work for list of all building design requirements.
3Is there any geotechnical information available? If not, Will a geotech report be required with the foundation design? The contractor will be responsible to conduct geotechnical investigation and report. If unsuitable soils are encountered the Contractor can submit a Request for Information (RFI) to the Government with quantities and estimated cost to obtain further guidance on what to do.

Should it be building supported, or is independently supported acceptable?

Should it be part of the PEMB package? 1. Type: It must be an engineered structural canopy to handle wind/snow loads and pass inspection. 2. Projection: It will project 3 to 4 feet, matching the width of the sidewalk. 3. Snow Guards: we will need snow/ice guards on the roof directly above the canopy. 4.
