About this file

This is a Questions and Answers document addressing clarifications on a Firm-Fixed Price construction solicitation (FP1024054) for a 40' x 60' prefabricated metal building at Vance Air Force Base, Oklahoma. The document provides nine question-and-answer sets with Government responses that clarify contractor responsibilities and project requirements.

Key clarifications include: the Contractor is responsible for conducting geotechnical investigation and submitting stamped foundation drawings, with the Government available to provide guidance on unsuitable soils through Request for Information submissions; GIS utility mapping will be provided post-award with the Government responsible for marking utilities and resolving discrepancies; the building Owner will install the transformer prior to construction commencement with no guaranteed schedule provided; the Contractor must provide stamped structural drawings including slab, foundation, approaches, sidewalks, aprons, and bollard foundation design; spray foam insulation must comply with UFC 3-600-01 Chapter 8 Section 3 requirements with fire retardant coating applied if necessary; the Contractor is responsible for all paint finishes including personnel doors, frames, and overhead doors, with color samples submitted to ASRC Construction Management for approval; the Vendor Authorization Request form must be submitted with the bid proposal; and the building design must comply with UFC, UFGS, commercial codes, and applicable federal and state requirements. Question #Reference DocumentQuestionResponse
1Reference Statement of Work; Part 1 - General; 1.04 Scope of Work, C.2 New Construction; a.1; page 3 of 13. --- Please confirm whether a geotechnical report or allowable soil bearing information will be provided for the Contractor-furnished foundation design, or will the Contractor be responsible for performing its own geotechnical investigation and report?. The Statement of Work requires the Contractor to provide stamped foundation drawings, but no soils information appears to be included with the solicitation. Additionallty, please clarify responsibility for unsuitable soils or additional undercut/fill if encountered during construction. The contractor will be responsible to conduct geotechnical investigation and report. If unsuitable soils are enountered the Contractor can submit a Request for Information (RFI) to the Government with quantities and estimated cost to obtain further guidance on what do do.
2Reference Statement of Work, Part 1 - General 1.08- WORK RESTRICTIONS; page 12 of 19 --- Please confirm whether underground utility as-builts or GIS utility mapping will be provided to the Contractor. If yes, will these be made available prior to the proposal due date? Additiopnally, please confirm SOW advisement that the Government provide utility locations for the Contractor prior to construction start. Please clarify Contractor responsibility for undocumented utilities encountered during excavation or trenching operations.Yes, GIS utility mapping can be provided once the project is awarded. Existing utilities are shown on plan sheet CS101. The Government will mark utilities. The Contractor will reach out to the ASRC Construction Manager for any utility discrepancies encountered on the field and the Government will determine a course of action.
3The Statement of Work (Electrical, page 9 of 19) and Drawing E10 indicate that the transformer will be installed by the Owner prior to construction; however, no schedule for transformer installation or utility energization was identified. Please confirm anticipated utility availability and clarify whether delays associated with utility service availability qualify for contract time extension. The transformer will be installed by the owner before contractor work begins. No schedule will be provided for the transfomer being installed.
4Reference Statement of Work c. New P.C. Concrete; Part 1 - General, 2. New Constructioin; Page 4 of 19 --- The specifications identify minimum slab thickness and concrete strength but do not clearly indicate reinforcing types, spacing, or acceptable alternates such as fiber reinforcement or post-temnsionig reinrforent requirements for the building slab, driveway approach, sidewalks, aprons, and bollard foundations. The conceptual drawings do not provide details for the building slab or foundation. If this is part of the Contractor's structural design responsibility, is the reinforcing cost risk then the Contractor's for purposes of pricing this project?Refer to Appendix B, Specifications. The Contractor needs to provide stamped drawings and this include the design of the slab, foundation, approaches, sidewalks, aprons, and bollard foundation.
5Reference Statement of Work; Spray-Foam Insulation, page 9 of 19 ---Please clarify whether an ignition barrier or thermal barrier coating is required over the closed-cell spray foam insulation to comply with applicable building and fire code requirements for this facility type. Noted concerns are fire resistance and moisture entrapment causing mold.If the insulation cannot met the requirements in chapter 8 section 3 of UFC 3-600-01, then a fire retardant will be required.
6Please clarify final restoration requirements for disturbed areas surrounding the project site, including grading, seeding, sod replacement, erosion repair, or topsoil restoration outside the immediate building footprint. The Statemetn of Work and preliminary construction drawings do not appear to define the Contractor's final landscape restoration requirements (if any). The building must comply with UFC, UFGS, commercial and any applicable code, federal and state requirements.
The Statement of Work and the preliminary construction drawings address grounding for the new electrical panels only. Building grounding is not addressed. Will building grounding be required? The building must comply with UFC, UFGS, commercial and any applicable code, federal and state requirements.
The Statement of Work and the preliminary construction drawings address painting for the new steel pipe bollards only. Will the Contractor be required to paint the new personnel doors and frames? Will the new overhead doors be factory painted or field painted? Will the exposed building structure ("red iron") be factory prime painted only? The Contractor wil be required to complete all paint finishes. Paint colors and defined in 1.04.C of the SOW and the Contractor is to submit color samples for all paint finishes to ASRC Construction Management for review and approval prior to construction.
Is the Vendor Aurthorization Request form to be submitted with the Offeror's proposal or prior to the bid due date?It should be submitted with bid.
Will the building design (including foundations, slab, and PEMB structure) be in accordance with commercial building standards and the Uniform Building Code only, or must it also comply with the Unified Facilities Criteria (UFC) and Uniform Facilities Guide Specifications (UFGS)?The building must comply with UFC, UFGS, commercial and any applicable code, federal and state requirements.
