About this file
This document is a Procurement Guidelines form (MBD Form-70) dated October 2012, designed to implement Minority and Small Business Participation guidelines for formal procurement processes. The form provides detailed categorization of Underutilized Women and Minority Business Enterprise (WMBE) participation across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The guidelines specifically outline participation opportunities for Black, Hispanic, Asian, Native American, and Woman-owned businesses as prime contractors and sub-contractors/sub-consultants.
The policy is narrowly tailored to ensure participation of underutilized business enterprises, with precise definitions for each industry category. For instance, "Construction" is defined as new construction, renovation, restoration, and maintenance of public improvements, while "Goods" are characterized as supplies, materials, equipment, and commodities. The document serves as a structured framework for procurement officials to track and promote diversity in business participation, providing a systematic approach to identifying and engaging minority and women-owned businesses across different professional and commercial sectors.
