About this file

This is a Minority and Women Business Enterprise (WMBE) procurement guidelines document applicable to formal procurements and solicitations by state and local governments, specifically referenced in relation to the City of Tampa's Detector Loop Saw Cutting and Installation Services solicitation for the Mobility Department in Florida. The guidelines establish participation requirements for underutilized WMBE firms across multiple industry categories including construction, construction-related professional services, non-professional services, and goods. The document defines each category: construction encompasses new construction, renovation, restoration, and maintenance of public improvements and underground utilities; construction-related services include architecture, professional engineering, landscape architecture, design-build, and construction management; professional services cover attorneys, accountants, medical doctors, and consultants; and non-professional services include lawn maintenance, painting, janitorial, printing, and security services.

The guidelines implement WMBE participation requirements that are narrowly-tailored for affected groups, with designations for Asian Business Enterprises (ABE), Black/African-American Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). These participation goals apply to both prime contractors and sub-contractors/sub-consultants, with specific underutilized groups identified by industry category. The document establishes a framework for monitoring and achieving minority and small business participation in formal procurements as of October 2012, ensuring equitable access to contracting opportunities across designated demographic categories.
