Memorandum

TO: Prospective Bidders FROM: South Coast Transit Management, Inc. (SCTM) DATE: July 27, 2026 RE: In-Ground Lift Inspection Contract

Background:

South Coast Transit Management, Inc. (SCTM) is a sub-corporation of Transdev operating under a management contract with Southeastern Regional Transit Authority (SRTA), providing fixed route and demand response transportation in the greater New Bedford area, which is both Federal and state funded.

Scope of Work:

SCTM is in need of a three-year contract for the inspection of Ford Smith in-ground hydraulic heavy-duty transit bus lifts.

Services Needed:

The contractor shall furnish all labor, supervision, diagnostic services, tools, testing equipment, replacement parts, consumables, transportation, and incidentals necessary to inspect, troubleshoot, repair, test, and return to service a Ford Smith in-ground hydraulic heavy-duty transit bus lift used in an automotive maintenance facility. The work shall be performed in accordance with the lift manufacturer’s requirements, applicable safety standards, and recognized industry practices for heavy-duty vehicle lifts.

• Initial Inspection and Assessment: Perform a comprehensive inspection of the hydraulic lift system, including visible structural components, base frames, runways or lifting members, cylinders, pistons, hydraulic power unit, reservoirs, hoses, fittings, controls, safety locks.

Document all observed deficiencies, wear, leaks, damage, corrosion, and operational concerns.

• Operational Diagnostics: Conduct functional testing of lift raising and lowering cycles, synchronization where applicable, safety lock engagement and abnormal noise or vibration conditions. Review the lift for proper leveling, travel speed, load response, and evidence of hydraulic drift or pressure loss.

• Hydraulic System Evaluation: Inspect the hydraulic system for fluid leaks, hose deterioration, loose fittings, contaminated fluid, damaged seals, worn cylinders, pressure irregularities, and pump or valve malfunction. Industry guidance from the [Automotive Lift Institute] recommends annual inspection by a qualified lift inspector, and OSHA identifies ANSI/ALI lift operation, inspection, and maintenance standards as the recognized consensus standard for automotive service lifts.

• Repair Work: Repair or replace defective hydraulic hoses, fittings, seals, valves, cylinders, locking components, switches, controls, damaged structural hardware and other failed or worn components necessary to restore safe and reliable operation. All replacement components should be compatible with the existing lift and suitable for heavy-duty transit bus service.

• Adjustment and Service: Adjust lift synchronization, safety lock engagement, lowering functions, hydraulic pressure settings, and operating controls as required. Refill or replace hydraulic fluid if needed and remove any air from the hydraulic system following manufacturer procedures.

• Load and Safety Testing: After completion of repairs, perform functional and safety testing including lift-and-lower cycles, lock engagement verification, leak checks and loaded performance testing using a transit bus or approved equivalent test load where permitted.

• Code and Safety Compliance: Confirm that the lift is returned to service only after identified safety-related deficiencies affecting operation have been corrected or clearly documented as requiring follow-up action. [ALI Certified Inspectors] are specifically identified by the [Automotive Lift Institute] as qualified resources for lift inspections.

• Annual Inspection Requirement: The contractor shall include a documented annual inspection of the lift in accordance with manufacturer’s recommendations and applicable ANSI/ALI standards.

The inspection shall be performed by a qualified lift inspector and shall include written findings, identification of deficiencies, and recommendations for corrective action necessary to maintain safe operation. Also provide certification.

• Documentation and Reporting: Provide a written inspection and repair report identifying the lift make, model, serial number if available, deficiencies found, repairs completed, parts replaced, tests performed, and recommendations for additional maintenance or future repair work.

• Closeout: The work shall be considered complete upon completion of inspection, repair, operational testing, submission of service documentation, and return of the hydraulic lift to a safe and functional condition, or upon written identification of any remaining conditions preventing return to service.

• Utility Connections: Provide and connect all required electrical services, control wiring, hydraulic piping, fluid reservoirs, and related components necessary for full operation of the lift system.

• Hydraulic System Requirements: Install and test all hydraulic components for proper operation, leak-free performance, pressure integrity, synchronization, and smooth lifting/lowering functions.

Furnish hydraulic fluid and label all components and service points.
